HomeMy WebLinkAbout04-19-1960 Council Meeting Minutes 438 Canton City Council met April 19, 19601 7:05 P. M. in the City Council Chamber. Mayor Woods called for Roll Call. Present: Aldermen Martin, Howard, Chas. Wright, Staley, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. Alderman Jones reporting at 7:25 P. M. Absent: None. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by prayer by Alderman Long. Mayor Woods called for reports of Standing Committees. Mayor Woods reported that a meeting of the Municipal League would be held May 14 an all-day meeting. Reservations to be made in the near future sothat arrange- ments can be made for the tickets. A request from Mr. Geier for permission to use three to five parking spaces on inside of square on May 28 and June 4 to show planes. Alderman Staley moves that, with the approval of the Fire Chief, permission be granted, seconded by Alderman Howard. Oral vote. AYE: Unanimous. A request for use of North first Avenue in the 800 block for the Gear Jammers Show. (No stakes to be driven in the pavement) . Alderman Martin moves and Alderman Bender seconds that the request be granted. Oral vote. AYE: Unanimous. Canton City Council received an invitation from the Gear Jammers Club to attend the Fulton County Safety Council meeting to be held April 25, 7:30 P. M. in the Moose Hall, Canton. Mayor Woods recommended the appointment of Fred Linder for a five-year term on the Greenwood Cemetery Board. Alderman Howard moves and Alderman Berry seconds that the appointment be confirmed. Alderman Jones arriving at 7:25 P. M. Mayor Woods called for reports of Special Committees: Alderman Howard 3sported that the Canton Township Board would not hold a meeting until May 3. At that time Mr. Haggarty, Am- Pest Controls Inc., would talk to the members regarding the termites in the G.A.R. building. mayor Woods called for Communications to the Council: Resignation of Alderman Roy L. Hill was read. Alderman Jones moves, seconded by Alderman Vender for the acceptance of the resignation. Oral vote. AYE: Unanimous. Copy of the letter from Crawford, Murphy & Tilley to the Goodwin-McElroy Co. was read and ordered placed on file. Bonds for School Patrol Personnel: Ward Windsor, Clarence Thurman, Dorothy Fuelberth, Louise Andre, Helen Herndon, Lorenzo Bertetto were read. Alderman Martin moves and Alderman Shelby Wright seconds that these bonds be accepted and placed on file, subject to the approval of the Finance Committee. Roll call vote. Mayor Woods recommended that Scott Bishop be. appointed as Dog-Catbher for the City of Canton. Alderman Staley moves and Alderman Bender seconds the appoint- ment. Mr. Bishop to be paid $2.00 per dog -- dogs to held at dog-pound for five days before destruction. Roll call vote. AYE. Aldermen George, Bender, Berry, Gibbons, Shelby Wright, Long, Wm. Wright moves that a request be made to the Police and Fire Commission for recommendations for vacation firemen and policemen, seconded by Alderman Staley. Oral vote. AYE: Unanimous. (Apr. 19, 1960, Cont.) Amended Ordinance on the increase of City employee salaries. Alderman Bender moves that the amendments of Ordinance be approved, seconded by Alderman Berry. Roll call vote. AYE: Alderman Martin, Howard, Chas. Wright, Staley, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: Alderman Jones. (12 AYES and 1 NAY). Motion carried. Alderman Bender moves that the Ordinance, as amended, be placed on its passage, seconded by Alderman Howard. Alderman Herbener requests that the Ordinance be voted upon by separate sections. Alderman Martin moves and Alderman Howard seconds that the Ordinance be placed on its passage. Roll call vote. Second reading of an Ordinance pertaining to the OI'FICE HOURS OF THE CITY CLERK. Aldermen Bender moves and Alderman Wm. Wright seconds that the Ordinance be placed on its passage. Roll call vote. ATE: Aldermen Martin, Howard, Chas, Wright, Staley, Jones, Herbener, Wm. Wright, Long, Shelby Wright, Gibbons, Berry, Bender, and George. NAY: None. Motion carried. This being Ordinance'#11. A Resolution authorizing the execution of a contract with the Chicago, Burlington and Quincy R. R. for 2111 pipeline across and along the right-of-way in consideration of $25.00 to be paid to said railroad. Alderman Bender moves and Alderman Howard seconds that the Resolution be adopted. This being Resolution #267. (Apr. 19, 1960, Cont.) Attorney Wm. Malmgren, representing G. C. Laswell, 110 E. Elm St., presented Petitions requesting reinstatement of Parking Meters in the vicinity of his business establishment. Alderman Shelby Wright moves and Alderman Martin seconds that the parking meters be reinstalled on the South Side of East Elm Street between VanBuren Court and First Avenue. After some discussion, Alder- man Martin withdrew his second of the motion and Alderman Shelby Wright with- dr@W his motion. After further discussion, Alderman Herbener moves and Alder- man Martin seconds that the matter be referred to the Traffic Committee for a conference with Attorney Wm. Malmgren, Mr4,.Wm. Jarnigan and the Petitioners and report their findings to the Council. Oral vote. AYE: Unanimous. Alderman Staley reported on the 40-hour week for Policemen and moves that the Mayor, Police and Legal Committee and Chief of Police draft a 40-hour week schedule, seconded by Alderman Bender. Oral vote. AYE: Unanimous, Alderman Chas. Wright made a motion that the Lights Committee investigate the need for three street lights on Park Plaza and report back to next Council, seconded by Alderman Staley. Alderman Berry also requested that South Thirteenth Avenue and Elm Street be included in this investigation. Oral vote. AYE: Unanimous. Alderman Bender reported complaints of house trailers being placed on the Eliga Scalf lot at 705 E. Locust Street and moves that the matter be referred to the City Attorney, Zoning Committee, and members of the Council for consideration, seconded by Alderman George. Oral vote. AYE: Unanimous. Alderman Herbener moves that the Street, Alley & Sidewalk Committee investigate the sidewalk on North side of West end of Fulton Place and report back to the Council, seconded by Alderman Staley. Alderman Wm. Wright recommended that the 800 block on South Main Street be investigated also. Oral vote. AyZ: Unanimous. Alderman Long moves to adjourn, seconded by Alderman Howard.
