Hayor Woods called for roll calls Presents Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. Absent: Alderman Herbener. Minutes of the previous meeting were read and approved to be placed on file. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Martin read the bills for the Finance committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Howard. Roll call vote. AYE: Alderman George, 'Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Berry. Roll call vote. Alderman Martin moves, seconded by Alderman gender that these reports be accepted and placed on file. Oral vote. AYE: Unanimous. Mrs. Henry Anderson, representing the Cootiette Club, requested permission to hold a tag-day May 21 for that organization. Alderman Howard moves that permission be granted, seconded by Alderman Martin. Oral vote. AYE: Unanimous. r (Apr. 5, 1960, Cont.) Mayor Woods called for reports of Standing Committees: Wednesday, April 13, 7:30 P. M. has been set for the next meeting of the Regional Municipal League -- to be held in the Elks Ball Room. The same committees 'to function as at the previous meeting. Mayor Woods called for reports of Special Committees: Mayor Woods called for Communications to the Council: A letter addressed to Mr. H. We Poston, Sanitary Engineer regarding the Sewage Treatment project was read and ordered placed on file. A letter addressed to Mayor Woods acknowledging receipt of duplicate site title opinions was read. Letter from Crawford, Murphy and Tilley stating that speci- fications for the Sewage Treatment Plant Improvements state that the written notice to proceed with the work shall be given to the Contractor. Mayor Woods reported that same had been sent. Letters ordered placed on file. A letter from Scruggs and Hammond regarding proposed amendment to the Zoning Ordinance, estimated cost of work $400.00 to $600.00 with a separate charge of $50.00 if their representative is present for the consultation and advise at -the public meeting for the proposed zoning amendment. Alderman Martin moves that this matter be referred to the Planning, Zoning, Finance and Building and Grounds Committee, City Attorney and any of the Council members, seconded by Alderman Howard. Oral vote. AYE: Unanimous. Alderman Howard reported that the G.A.R. Hall needed the services of a Termite Exterminator and read a proposal from the American Pest Control Co. for a fee of $453.00 -- $381.00 payable when the work was completed and the balance at $18.00 per year for four years. It was recommended that City Atty. McMunn talk to Canton Township Officials in regard to assuming a portion of this bill. Alderman Martin moves that the proposal be held ober until the next Council meeting and in the meantime contact the Canton Township Board for a meeting with the Building and Grounds Committee for plans for treatment of same, seconded by Alderman Bender. A Resolution for Transfer of Funds -- $5000.00 from Sales Tax Fund to the Fire Department, $3000.00 from the Sales Tax Fund to the Garbage Disposal Fund and $10,000.00 from the Sales Tax Fund to the Road and Bridge Fune. Alderman Martin moves for the adoption of this Resolution, seconded by Alderman Wm. Wright. Roll call vote. AYE: Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Long, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. ?lotion carried. This being Resolution #265. First reading of an Ordinance pertaining to Increase in City Employees Salaries. Alderman Berry recommended that a meeting of the entire Council members be held before passage of this Ordinance. Meeting set for April 11, 7:00 P. 1". in the City Council Chamber. First reading of an Ordinance pertaining to Increase in Garbage Disposal Employees Salaries. To be reviewed at April 11 meeting. First reading of an Ordinance pertaining to office hours of the Water and Sewer Department. To be reviewed at April 11 meeting. First reading of an Ordinance pertaining to office hours of the City Clerk. To be reviewed at April 11 meeting. First reading of an Ordinance pertaining to time of regular Council meetings. First reading of an Ordinance pertaining to Office Hours and Duties of the Mayor's Secretary. Same to be reviewed at the April 11 meeting. 436 (Apr. 5, 1960, Cont.) First reading of an Ordinance regarding life preservers. After some discussion Alderman Wm. Wright moves that the Ordinance be changed to read "shall wear Coast Guard approved life preservers", seconded by Alderman Howard. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Wm. Wright, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None. Motion carried. Alderman Wm. Alderman Martin moves that the Ordinance regarding Traffic on Fifth Avenue, East Locust Street and North Main Street, be removed from the table and read again, seconded by Alderman George. A letter from the Division of Highways regarding Motor Fuel Tax funds $2,780.00 for Arterial Streets and $5004.00 for Non--Arterial Streets. A motion by Alder- man Howard, seconded by Alderman Bender to instruct the City Clerk to advertise for bids for bituminous materials for sealing black-top streets, bids to be opened May 3, 1960 4:00 P. First reading of an Ordinance and Agreement for continuation of electrical energy for 45 electric motors, totaling 722.32 horse-power rated capacity for a ten-year period. Alderman Wm. Alderman Martin moves that the city employ George Hocker to make the annual audit of the City and Cemetery books at a charge of $500.00, seconded by Alderman Bender. Roll call vote. AYE Aldermen George, Bender, Berry, Hill, Gibbons, Shelby Wright, Wm. Wright, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: None. Motion carried. Alderman Chas. Wright reported the traffic situation on the Canton Square and on our one-way streets. After some discussion, Chief of Police Lindzey gave his ideas of the traffic situation. Alderman George moves that the matter be re- ferred to the Traffic Committee for study and report to the Council, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Mr. Stephen Meade, Supt. of the Illinois Bell Telephone Co. requesteli permission for trenching on some of the City streets in order to place conduit lines to the new telephone building -- all streets to be replaced in good order when this relocation of wiring system is made. Alderman Staley moves that the request be granted, subject to the City Engineer and Street Department Supt. 's approval, seconded by Alderman Chas. Wright. Roll call vote.
