D. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, T3ender, and George. Alderman Wm. Wright arriving at 8:08 P. M. Absents None. In the 4bs of Attorney McMunn, Atty. Wm. Malmgren acted as City Attorney. led�e of Allegiance was followed by a prayer by Alderman Fong. 4L\inu es of previous meeting read arid, after corrections, ordered placed on file. A Petition for annexation of "Evergreen Estates' (Lots 1 thru 33 -- a sub-division of part of the Northwest Quarter and part of the Northeast Quarter of Section Cwenty- two all in Township seven north, Range Four East of the Fourth Principal Meridian, Fulton County, Illinois) was read. Alderman Staley moves that the prayer of the Petitioners be allowed, seconded by Alderman Chas. Wright. Roll call vote. AYE: Alderman George, ''.ender, Berry, Hill, Gibbons, Shelby Wright, Long, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: none. Motion carried. Alderman Long moves that the rules be suspended, seconded by Alderman B:-nder. Roll call vote. AYE: Alderman Martin, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: Alderman Howard. (12 AYES and 1 NAY) . Motion carried. Alderman Bender moves that the Ordinance be placed on its passage after the anproval of the City Attorney and City Engineer, seconded by Alderman i3erry. Roll call vote. Alderman Ylartin read the bills for the Finance Committee and moved that, all bills properly approved be allowed for payment, seconded by Alderman Long. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: Nont. Motion carried. Alderman Staley read the bills for the Police and Legal Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. Alderman Hill read the bills for the Street, Alley and Sidewalk Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill , Berry, Bender, and George. NAY: None. Motion carried. Alderman Martin read the bills for the Fire, Water and Sewer Committees and moves that all bills properly approved be allowed for payment, seconded by Alderman George. Roll call vote. Alderman Howard read the bills for the Building and Grounds Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Martin and Long. Roll call vote. Alderman George read the bills for the Garbage Disposal Committe. and moves that all bills properly approved be allowed for pa ment, seconded by Alderman Berry. Roll call vote. Motion carried. , Alderman Jones read the bills for the Lights Committee and moves that all bills properly approved be allowed for payment, seconded by Alderman Staley. Roll call vote. AYE: Aldermen Martin, Howard, Chas. Wright, Staley, Jones, Herbener, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY; None. Motion carried. Reports of all Officers were read. Alderman Martin moves that they be accepted and placed on file, seconded bar Alderman Bender. Oral vote. AYES Unanimous. Mrs. Oval Davies, representing the Veterans of Foreign Wars Auxilliary, asked permission for that organization to hold a Poppy Day, Nov. 6 and 7, 1959. Alderman Howard moves that permission be granted, seconded by Alderman Jones. Oral. vote. AYE: Unanimous. _'Mayor Woods called for reports of Standing Corrnitte�es: Alderman Staley reporting; for the Police and Legal Committee stated that the Committee had met with members of the Macorrin Communications Service; the approximate cost of the r'olice Department radio service (installed) would be 14655, Street Department Service $735.00 (trade-in plus installation), and Fire trucks $1660.00. Discussion. Alderman Staley Stated. that State, County and Cities would be able to communitate with each other. Alderman Herbener reporting for the Traffic Committee stated that committee had met with members of the Chamber of Commerce. After the Traffic Committee meets with a member of the C'nicago Motor Club it will meet again with the Chamber of Commerce. Alderman Herbener renorting on the traffic on Secnd and Third Avenue suggested that the matter be tabled until. the Chicago Motor Club makes a survey. Discussion again regarding placing a street 1:if,ht at. the rear of the P'IcLuckie Store. Mayor Woods requested that the Committee check with the Citz, Attorney and renort to the next meeting. 'Mayor Woods introduced !%r. Gordon Lindquist, Ctiiicago Motor Club, Chicago, who addressed the Council. He stated there would be no charge for a survey of narking needs or traffic needs but onl;T one project would be done at a time -- that the Club would need local help with the survey and that it normally takes about thirty days to turn out a rough survey for the Council's anproval. Alder- man Cha- . Wright suggested that there be an informal meeting of the Council with Mr. Lindquist following the regular Council meeting. Alderman Herbener moves that the Council express a desire to enter with Chicago Motor Club showing intent ' to have a parking and traffic survey made, seconded by Alderman Shelby Wright. � Roll call vote. Wright arriving at 8:08 P. M. tilayor 'Roods called for reports of Special Committees: Mayor Woods called for communications to the Council: Alderman Martin reported that there is a great deal of dissatisfaction with the newly paved streets. Mayor Woods instructed the City Engineer to inspect. Alder- man Bender requested that the City Engineer inspect ?East Locust Street. Alderman Chas. Wright moves that the City Engineer and Street and Alley Committee meet and renort back at the next meeting of the Council, seconded by Alderman Martin. Oral vote. AYE: Unanimous. Alderman George requested the Traffic Committee to investigate Fourth Avenue and East Myrtle Street for some safety control. Alderman Martin reported that the Illinois viunicipal League Convention would be held. in Springfield Nov. 8, 9, 10 and moves that Officials wishing to attend should be reimbursed for hotel room, meals, registration, etc., seconded by Alderman Howard. Alderman Chas. Wright stated. that any member interested enough to attend the meetl_ng should waive his loss of labor in order to hold down the City's expenses. Alderman Howard moves for an amendment to the motion -- that the Mayor's salary should be paid but no others, seconded by Alderman Long. Roll call vote, on the amendment. AYE.- Alderman Martin, Howard, Chas. Wright, Staley, Jones, Ierbener, Wm. Wright, Long, Shelby Wright, Gibbons, Hill, Berry, Bender, and George. NAY: None. Motion carried. Roll call note on the original motion, as amended, AYE: Alderman Berry, Gibbons, Shelby Wright, Long, Wm. Wright, Herbener, Jones, Staley, Chas. Wright, Howard, and Martin. NAY: Alderman George, Bender, and Hill. (11 AYES and 3 NAYS) . Motion carried. 411 Alderman Berry moves that the Police and Legal Committee investigate and contact Mr. Meade, Manager of the Illinois Bell Telenhone Co., regarding moving a telephone hole located at 1255 East Chestnut Street, seconded b,,, Alderman Herbener. After some discussion', Alderman Berry and Herbener withdrew the motion and second of same. Alderman Berry then moves that the City Council instruct Mayor Woods to notify Mr. Meade, Manager of the Illinois Bell. Telephone Co. to move -the telephone pole at 12.55 East Chestnut Street -- either East or West, seconded by Alderman Herbener. Oral vote. AYE- Unanimous. A Resolution regarding the placing; of Street lights: North end of Taylor Court °Northwest corner of Lawrence Drive & MaGraBl Avenue Corner of Lawrence Drive and Winegar Drive North end of street oaf West Locust Street, Pole x#705 West Walnut between Ave. G and Ave. H., Pole #1225. Alderman Martin moves that the Resolution be adoptd, soconded by Alderman Jones. Roll call Z0 vote. AYE: Aldermen Martin, 'Toward, Chas. Wri ht, Stale,, , Jones, Herbener, Wm. Wright, LonF, Shelby Wright, Gibbons, Hill-, Berry, Bender, and George. NAY: None. Motion carried. This being Resolution No. 252. Alderman Long reported that the garbage truck was not lighted well enough to be operating while it is still dark in the mornings -- that a flashing light should be placed on top of this truck. Mayor Woods reported that the Garbage Disposal Committee had the autriority to take action on this matter. Alderman Howard moved to adjourn, seconded by Alderman Bender. Oral. vote. AYE: Unanimous.
