July 21, 1959
Canton City Council met on July 21, 1959 at 7:34 P. M. in the City Council Chamber.
Roll call. Present: Mayor Woods, Alderman Howard, Chas. Wright, Jones, W:ri.
Wright, Long, Gibbons, Berry, Bender, and George. Absent: Alderman Martin,
Staley, Herbener, Shelby Wright, and Hill.
Minutes of the previous meeting were read and approved to be placed on file.
A Dedication of a Street -- granted in the sum of $1.00 -- by Gerald and
Merlena Brooks, Robert and Patricia Beckner, Chrtis and L. Jean L*ft , Andrew
and Lauretta Gebhardt, and Robert C. and Patricia Ashton -- located in Sunview
Terrace Addition -- was read. Alderman Bender moved that the Dedication be
accepted and placed on file after recording in Fulton County records. Motion
seconded by Alderman Gibbons. Roll call vote. AYE: Alderman George, Bender,
Berry, Gibbons, Long, Wm. Wright, Jones, Chas. Wright, and Howard. NAY: None.
Motion carried.
A Petition signed by eight residents in the vicinity of the 1100 block on East
Locust Street requesting the removal of storage of bottled gas from that area
was read. Mayor Woods reported that this matter would be referred to the State
Fire Marshall for inspection.
Mayor Woods called for reports of Standing Committees.
Alderman Long, reporting for the Police and Legal Committee, moved that the
City of Canton concur in agreement with the Illinois Bell Telephone Co. for
Teletype service, no charge until the equipment is ready for operation and
then at a rate of approximately $80.00 per month with the opportunity of with-
drawing of contract at any time, seconded by Alderman Chas. Wright. Roll call
vote. AYE: Alderman Chas. Wright, Long, Berry. NAY: Alderman Howard, Jones,
Wm. Wright, Gibbons, Bender, and George. (3 AYES and 6 NAYS) . Motion defeat6d.
Alderman Berry recommended that the matter of the claim of Beckley Whitehead
should lay over until the next Council meeting -- awaiting a report from
Springfield.
Alderman Chas. Wright, reporting for the Street and Alley Committee, stated one
accident had recently occured on the West Vine Street Bridge and that same had
been reported to the City's Insurance Co. for settlement. In accordance with
the opinion of the Street and Alley Committee, Alderman Chas. Wright moved that
the Superintendent of Streets and City Engineer be instructed to make temporary
repairs to the flooring of this bridge and post signs of load limit to three or
four tons. Motion seconded by Alderman Long. Discussion followed. Roll call
vote. AYE: Alderman George, Bender, Berry, Gibbons, Long, Wm. Wright, Chas.
Wright, and Howard. NAY: Alderman Jones. (8 AYES and 1 NAY) . Motion declared
carried.
Mayor Woods, reporting the resignation of Fred Jennings, recommended that the
appointment of Willis Lee for Park Custodian be confirmed. Alderman Bender
moved that the appointment of Willis Lee be confirmed, seconded by Alderman
Howard. Roll call vote. AYE: Alderman Howard, Chas. Wright, Jones, Wm. Wright,
Long, Gibbons, Berry, Bender, and George. NAY: None. Motion carried.
Mayor Woods inquired how many of the Aldermen would not be able to attend the
Council meeting held Aug. 4, 1959 -- due to the International Harvester "Lay-
off" period and asked that they report to him if unable to attend.
Mayor Woods reported that a few new street signs would be needed and delegated
the Police Department and Street Superintendent to check on same.
Alderman Long reported that Street Superintendent Myers planned painting traffic
lines in the next few days.
Enforcement of the Nuisance Ordinance was planned for the disturbance caused by
pea-fowls in the west part of the City.
Alderman Jones thanked the Council members for flowers sent in sympathy of the
death of his mother.

Mayor Woods called for reports of Special Committees;
- Mayor Woods called for Correspondence:
A letter from the State Sanitary Water Board acknowledging receipt of information
regarding the favorable vote in the issuance of bonds for improvements to the
City►s sewage treatment plant, stating that the Federal Grant offer will receive
favorable consideration for the 1960 appropriation would be received.
Second reading of the Tax Levy Ordinance wag read. Alderman Bender moved for
passage of same, seconded by Alderman Berry. Roll call vote. AYE: Alderman
George, Bender, Berry, Gibbons, Long, Wm. Wright, Jones, Chas. Wright, and
Howard. NAY: None. Motion carried. This being Ordinance #402.
Alderman Wm. Wright reported that boys on bicycles have been travelling the
opposite way on one-way streets and also running through red light signals.
i� The matter was referred to the acting Chief of Police, Matt Bohler.
Alderman Bender stated that more oil and chips were needed to complete the
street oiling work. Mayor Woods reported that 60 of the 188 blocks have been
completed.
Alderman Jones moved that Bids for the Pushing Over of Refuse be read, seconded
by Alderman Howard. Oral vote. AYE: Unanimous. Bids read: Wm. Nebergall,
total bid $150.00 per month. Livio Poggioli, pushing over dump $115.00 and
keeping brush piled to burn $35.00 per month. Alderman Bender moved that the
bids be referred to the Garbage Disposal Committee for re-oort to next Council
meeting, seconded by Alderman Long. Oral vote. AYE: Unanimous.
Mayor Woods introduced Mr. Murphy of the firm of Crawford, Murphy and Tilley
and invited anyone present to remain after the Council meeting for discussion
with Mr. Murphy.
Alderman Long moved for adjournment, seconded by Alderman Bender. Oral vote.
AYE: Unanimous. Canton City Council adjourned at 8:36 P. M.
