HomeMy WebLinkAbout04-08-1959 COuncil Meeting Minutes 367 Apr. 8, 1959 Canton City Council met at 700 P. M. Apr. 8, 1959 in the City Council Room. Roll call. Presents Mayor Woods, Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. Absents Alderman Lundry and Turner. Minutes of the previous meeting were read and approved to be placed on file. A Petition from the City employees, signed by seventeen employees, was read -- requesting an increase in salary and six paid holidays. Alderman Lester Hill moved that the Petition be referred to the Finance and Street and Alley a*d F4" and Garbage Disposal Committees for recommendations and report to Council, seconded by Alderman Wm. Wright. Oral vote. AYE: Unanimous. Motion carried. A Petition requesting water and sewer lines to the end of Sunview Terrace Drive signed by five property owners was read. Alderman Miller moved that the matter `r be referred to the Mayor, City Attorney, City Engineer and Street ikn4 4l1ey--.en . . � Water and Sewer Committees for study and report to Council at next meeting. -* Motion was seconded by Alderman Shelby Wright. Oral vote. AYES Unanimous, Alderman Lester Hill read the bills for the Finance Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Wm. Wright. Roll call vote; AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Miller read the bills for the Police and Legal Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Martin. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Roy Hill read the bills for the Street, Alley and Sidewalk Committee and made a motion that all bills properly approved by allowed for payment.. seconded by Alderman Sebree. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Lester Hill read the bills for the Fire, Water and Sewer Committees and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Wm. Wright, Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm, Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. MAY: None. Motion carried. Alderman Shelby Wright read the bills for the Printing Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Miller. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Bender read the bills for the Building and Grounds Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Roy Hill mead the bills for the Garbage Disposal Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm, Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Jones read the bills for the Lights Committee and moved that all bills properly approved be allowed for payment, seconded by Alderman Millers Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Mayor Woods called for reports of Standing Cw nitteea: Alderman Martin reported that the Traffic Committee and members of the Canton Chamber of Commerce met last week and it was a mutual agreement that the City needed off-street parking facilitie��c�edetosome secuz.ediscussions appraisorsAlderman t Martin view moved that the City Attorney be ins prospective parking lots and send their written report to be read at the next Council meeting. Motion was seconded by Alderman Miller. Oral vote. AYES Unanimous. Alderman Miller reported on the meeting of the Finance and Police and Legal Committees regarding the Petitions for Otis Beadles and Donald Lingenfelter vacation pay -- and stated that they recommended a pro-rated vacation pay (5/6 of their regular vacation pay). Alderman Lester Hill moved that this recommendation be accepted, seconded by Alderman Shelby Wright. Roll call vote. AYE: Alderman Sebfee, Martin, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Mayor Woods welcomed Mayor Tuttle,Farmington, Master in Chauncery John Baudino and other visitors to the Council. Mayor Woods called for Correspondence. A note of thanks for flowers from Mrs. Florine M. Edwards was read. Mayor Woods called for reports of Special Committees: Alderman Martin made a motion that the Ordinance pertaining to one-way streets (passed at the Jan. 6 Council meeting -- Ordinance #391 -- postponment of enforcing same because of heavy snow) should, after posting of signs and proper notifications of same, be enforced as of April 14, 1959. Alderman Sebree seconded this motion. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Ws. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. ~ A Resolution for the Transfer of Funds -- $8,000.00 from the Public Comfort Station Fund to the General Fund. , Alderman Wm. Wright moved for the adoption of the Resolution, seconded by Alderman Lester Hill. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Wm. Wright, Shelby Wright, Roy Hill, and Lester Hill. NAY: Alderman Jones and Bender (7 AYES and 2 NAYS). Motion declared carried. A recommendation from the Board of Local Improvements for paving for certain portions of Stonegate Drive, Argonne Drive, Montello Court, Willemco Court, Winegar Drives North Avenue "ClI, and East Locust Street in the City of Canton and to be known as "Canton Paving Improvement No. 594t" was read. Alderman Miller moved that the Council suspend reading of the Ordinance in connection with this project, seconded by Alderman Bender. Roll call vote. AYE:" Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm. Wright, Jones, Miller, Martin, and Sebree. NAY: None. Motion carried. Alderman Bender moved that the Council suspend the rules, seconded by Alderman Martin. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Bender moved that the Ordinance be placed on its passage, seconded by Alderman Martin. r Roll call vote. A Petition by Everett D. and Barbara J. Anderson requesting waiver on all int- erest -on street assessment on Lot No. 3 of Wesley Ritchey's Addition since the date of last bond is due and also a Resolution regarding same was read. Alder- man Wm. Wright moved that the Council adopt the Resolution, seconded by Alder- man Shelby Wright. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAYS None.- .; Resolution No. 2437 adopted. A Resolution for the division of assessment of Lots 3 and 4 of the Wesley Ritchey Addition was read. Alderman Miller moved for 6 (Apr. 8, 1959 Contineued) the Adoption of the Resolution, seconded by Alderman Bender. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright Wm, Wright, Jones, Miller, Martin, and Sebree. NAY: None. Resolution No. 2R, adopted. Alderman Lester Hill made a motion that the City of Canton employ George Hocker to audit the City's books following the end of the fiscal year. Alderman Bender seconded the motion. Roll call vote. AYE: Alderman Sebree, Martin, Miller, Jones, Wm, Wright, Shelby Wright, Roy Hill, Lester Hills and Bender. NAY: None. Motion carried. Alderman Miller moved that the Mayor instruct the Police and Fire Commissioners to employ two police officers for the vacation period in the police department. This motion seconded by Alderman Jones. Oral vote. AYE: Unanimous. Alderman Lester Hill moved that the Mayor instruct the Police and Fire Commissioners to employ one fireman to work during the vacation period in the fire department. ,..� Motion seconded by Alderman Wm. Wright. Oral vote. AYE: Unanimous. Alderman Martin recommended that proper signs be posted in the vicinity of -� Sionegate Drive -- a bus stop for school children -- in order that trucks and other vehicles would be instructed to stop for the school bus while loading and unloading at that corner. Mayor Woods instructed Police Lindzey to investigate. Alderman Bender mentioned that a street in the new eastern section of the City had no name and inquired what procedure was taken toward naming same. Alderman Sebree stated that when the Finance Committee met regarding the in- crease in employees salaries, they should show no partiality and should con- sider the Chief of the Water Works and the Street Superintendent. Alderman Miller stated that a new filling station was being built on North Main Street and inquired if that vicinity was zoned for commercial purposes and was informed that the area was properly zoned. Alderman Jones moved for adjournment, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Canton City Council adjourned at 9s00 P. M. City Clerk.
