HomeMy WebLinkAbout11-18-1958 Council Meeting Minutes V Nov. 18, 1958 Canton City Council met on Nov. 18, 1958 at 7:00 P. M. in the City Council Room. Roll call. Present: Mayor Woods, Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. Absent: None. Minutes of the previous meeting were read and approved to be placed on file. A Petition by Shelva B. Weaver signed by twenty-seven neighboring property owners and an Application for Permit for the erection of a filling station on the South East Corner of West Locust Street and Avenue C were read. Alderman Sebree moved that the Petition be granted, seconded by Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Lundry, Martin, and Sebree. NAY: None. Petition granted. A Petition signed by seventeen property owners on North Fourteenth Avenue between Ash and Chestnut Streets and also on East Ash Street between Fourteenth Avenue and Thirteenth Avenue requesting installation of City water, city sewer and black- top road (including curbing) was read. Alderman Jones made a motion that this Petition be referred to the Finance, Water and Sewer and Street and Alley Committees for investigation and presentation of an Ordinance to the next meeting. Motion seconded by Alderman Bender. Oral vote. AYE: Unanimous. A Petition signed by Albert D. and Betty= M. Painter requesting Annexation of property in the Park Plaza Second Extension was read. An Ordinance regarding this Annexation was read for the first time. Alderman Lester Hill moved that the rules be suspended, seconded by Alderman Bender. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Rules suspended and a motion to place the Ordinance on its passage was made by Alderman Bender, seconded by Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Jones, Miller, Lundry. Martin, and Sebree. NAY: None. Motion carried. This being Ordinance #384. Mayor Woods called for reports of Standing Committees: Alderman Turner reported that Mr. Johns, owner of the Patio Inn on South Fifth Avenue requested that 18 or 20 feet of curbing on the south side of the inn be removed. Mayor Woods informed Alderman Turner that permission from the Peoria office of the Division of Highways would be necessary before tubbing could be removed. Alderman Jones called for a report on the printing of Ordinance books. City Attorney Lawrence McMunn stated that the books should be completed by mid-Sept. Mayor Woods reported on the Convention of the Illinois Municipal 1''eague held in Springfield the previous week. el�tjt oo ear Lawrence McMunn reported on the Lbgislative Act governing; the Aldermen - stating that according to population, Canton was in the "eight Aldermen" class and that the City would need to be rezoned into four wards -- each to be represented by two aldermen. (This change-over to be effective with the 1959 election) . Mayor Woods appointed Alderman Lundry, Martin and Wm. Wright to act on a committee regarding Ward Zoning and make recommendations to the Council. Alderman Lester Hill made a motion that the above named Aldermen be confirmed to make recommendations to the Council, seconded by Alderman Miller. Oral vote. AYE: Unanimous. Mayor Woods recommended the appointment of Mr. Everett Howard and Mr. Harry Smith to fill unexpired terms on the Zoning Board (1961 and 1959 respectively). Alder- man Miller moved to approve these appointments, seconded by Alderman Bender. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Appointments approved. Alderman Lester Hill reported th t th �",i c ertilizer Co was interested in erecting two large storage tank�nd ridaure and then build a plant later if the City of Canton would provide approximately five-hundred feet of four-inch water supply by next spring. After some discussion, Alderman Turner moved that the Council comply with the request to provide water as soon as this company 34 � ("ov. 18, 1958, Cont.) assured the City Council they will have use for the water, seconded by Alderman Jones. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Win. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Mayor Woods then called for reports of Special Committees: Mayor Woods then called for correspondence: None. Wright moved for the adoption of this Resolution, seconded by Alderman Lester Hill. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. ry Alderman Lester Hill reoorted that the annual contract with the Electro Rust- Proof Co. needed to be renewed. This company provides an annual inspection and upkeep of the water tower for $108.00 per year. Alderman Lester Hill moved that this contract be renewed, seconded by Alderman Bender. Roll call.vote. AYE Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Bender reported that Mr. Frank Tink, owner of a property (82- x 821 ft.) on Van Buren Court, offered the property for sale to the City of Canton for $3700.00, 25% dawn payment and balance at 61/ol interest. Mr. Tink agreed to remove the building within ninety days. Alderman Lester Hill recommended the use of the ground at the Garbage Disposal Plant for building machine sheds. Alderman Bender moved that the Building and Grounds and Finance Committee make recommendations at the next Council meeting, seconded by Alderman Shelby Wright. Oral vote. AYE: Unanimous.
