HomeMy WebLinkAbout05-20-1958 Council Meeting Minutes 310 May 20, 1958 Canton City Council convened May 20, 1958 at 7:35 P. M. in the City Council Room. Roll Call. Present: Mayor Woods, Alderman Sebree, Martin, Lundry, Miller, Jones, 1d4m. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. Absent: None. Minutes of the previous meeting were read and approv::d to be placed on file. Mayor Woods asked for reports of Standing Committees: Alderman Miller, reporting for the Police and Legal Committee stated that his committee had met with the Business Manager of Kerasotes Theatres and also with Mr. Portwood regarding license fees paid for Canton Theatres. The committee recommended that the Garden Theatre license be reduced to $150.00 per year -- making that theatre on an equal basis regarding seating caoacit-, as the Capitol Theatre. Alderman Miller made a motion that this recommendation be accepted, seconded by Alderman Bender. Roll call vote. AY7: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Miller recommended a 45 degree parking area on West Pine Street and also the use of parking meters. After some discussion the matter was held over to a future meeting of the Council. Alderman Lester Hill requested that Alderman Jones check on the street lights on Ash Street and Iris Court. Mayor Woods reported that a lot on West Chestnut Street might become available for the City to rent as a parking lot and that the measurements of this lot had been mailed to the Duncan 14iller Parking Corporation for an estimate as to the number of cars that could be parked in that area. Alderman Martin recommended that the Mayor and City Attorney investigate the consideration of an option for rental of this lot. Mayor Woods then called for reports of Special Committees: A note of thanks was read from the Parlin Pc_blic Library for flowers sent for their opening day. A letter from the Junior Achievement of Central Illinois, Ind., regarding the use of the old Parlin Library for their educational program was read. A Notice of Hearing date for the Municipal Problems' Commission -- in Peoria May 22 at 10 A. i,. DST was read. Alderman Miller moved that the City Attorney and the Mayor and any other members of the Council caring to attend to represent Canton City Council, seconded by Alderman Lester Hill. Alderman Lundry made a motion for amendment -- that the Mayor be reimbursed for his salary for that day, seconded by Alderman 'Turner. Roll call vote on the amendment. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Roll call vote on the motion as amended. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Win. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Mayor Woods stated that the Alderman and their wives were invited to view the new library after the Council meeting on June 17, 1958. The Council members were happy to accept this invitation. Mayor Woods requested that a "Mayor pro tem" be appointed for vacation period. Alderman Lester Hill moved that Alderman Lundry, Chairman of the Finance Committee, be named, seconded by Alderman Miller. Oral vote. AYE: Unanimous. Mr. E. 0. Ryberg, representing the C.I.P.S.Co. requested permission to replace gas lines on Elm Street and First Avenue, Chestnut Street and First Avenue, South Second Avenue from Hickory Street to Linn Street, and West Elm Street from Main Street to Avenue A. He stated that the concrete would be sawed and replaced by tamping same. Alderman Turner made a motion that the request be granted, seconded by Alderman Bender. Oral vote. AYE. Unanimous. (May 20, 1958, Cont.) Second reading of an Ordinance pertaining to Annexation. Alderman Lundry moved that the Ordinance be placed on its passage, seconded by Alderman Lester Hill. Roll call vote. AYE: Alderman Sebree, Martin, Lundr,T, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. .Motion carried. This being Ordinance ,#372. Mayor Woods reported that the Pd-ice and Fire Commission recommended the following names for vacation relief: Donald E. Kepler and Raymond E. White for Police vacation; 14m. Spencer, Virgil Sheets and Franklin Huff for Firemen's vacation; Donald :Eugene Brush, Gerald Tindall, James George, and Billy Lee Widger for Auxilliary Police vacation. Alderman Lundry made a motion that Bids for repair work on the Comfort Station be opened, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Bids from Tri-State Waterproofing Co. $1500.00 (outside), Oaks L Sons, $5977.27, (total), James T. May $6908.70 (total), and Maynard Kahout $6140.00 (total). Alderman Bender made a motion to refer these bids to the Building and Grounds and Finance Committees for study- and report to the next meeting, seconded by Alderman Jones. Oral vote. AYE: Unanimous. Alderman Miller made a motion that an Ordinance be drafted naming a Zoning and Planning Officer, the compensation for same to be set by the City Attorney and Finance Committee, seconded by Alderman Lester Hill. Oral vote. AYE: Unanimous. City Attorney McMunn renorted on the Laundry building on North Main Street now being converted into a Dry Cleaning establishment and recommended an injunction. After some discussion, Alderman Jones moved that because this establishment was in violation of the Zoning and Planning Ordinance, the City Attorney be instructed to file an injunction against the owner, seconded by Alderman Wm. Wright. Roll call vote. AYT : Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wr. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. A recess was declared for the approval of bonds by the Finance Committee. Bonds in the amount of $1000.00 with the American Surety Co. of New York were read for Lawrence McMunn, City Attorney, Ronald Wilkinson, Fireman, Donald L. Kepler, Policeman. Alderman Lundry moved that the bonds be accepted and placed on file, seconded by Alderman Lester Hill. Oral vote. AYE: Unanimous. Alderman Miller made a motion to rescind action taken by the Council at the April 15 meeting regarding the four-lane: highway through Canton, seconded by Alderman Jones. Alderman Turner made a motion that the motion be amended -- that action be deferred until the second meeting in June when State Officials could report to the Council and give explanations to anyone interested, seconded by Alderman Lester Hill. Roll call vote on the amendment. AYE: Alderman Martin, Lundry, Miller, Wm. Wright, Lester Hill, and Bender. NAY: Alderman Sebree, Jones, Shelby Wright, and Roy Hill. (7 AYES and 4 NAYS) . Motion to hold over action until June 17, 1958 carried. Alderman Lester Hill made a motion for adjournment, seconded by Alderman Bender. Canton City Council adjourned at 9:03 P. M. -� City Clerk. i X12 June 3, 1958 Canton City Council met at 7:35 P. M. in the City Council Room. Roll call. Present: Alderman Lundry, Mayor protem, Sebree, Martin, Miller, Jones, Shelb-y Wright, Roy Hill, Lester Hill, and Bender. Alderman Wm. Wright reported at 8:10 P. M. Absent: Mayor Woods and Alderman Turner. Minutes of the previous meeting were read and approved to be placed on file. A Petition signed by August Polich and James Palawan requesting permission to build a bowling alley on East Linn Street.'` Aiderman Sebree made a motion that permission be granted, seconded by Alderman Martin. Attorney McMunn made an explanation of the Petition. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman. Lester Hill read the bills for the Finance Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Jones. Roll call vote. Alderman Roy Hill read the bills for the Police and Legal Committee and made a motion that all bills properly annroved he allowed for payment, seconded by Alderman Miller. Roll call vote. AYE: Alderman Bender, Lester all, Roy Hill, Shelby Wright, Jones, Miller, Landry, Martin, and Sebree. NAY: None. Motion carried. Alderman Shelby Wright read the bills for the Printing Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Jones. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Shelby Wright, Roy Hill, Lester bill, and Bender. NAY: None. Motion carried. AldermanIater Hill read the bills for the Fire, Water and Sewer Committees and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Roy Hill. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Bender read the bills for the Building and Grounds Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Shelby Wright. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Roy Hill read the bills for the Garbage Disposal Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. Alderman Jones read the bills for the Lights Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Martin. Roll call vote. Alderman Sebree read the bills for the Street, Alley and Sidewalks Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Martin. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Renorts of the City Treasurer, City Engineer, Building Commissioner, Chief of Police, Superintendent of Streets, Plumbing Inspector, Water and Sewer Department, 3 Water Treatment Plant, Sewage Treatment Plant and Treasurer of the Fire Department for the month of May, 1958. Annual reports of the Library Fund and City Treasurer were also read. Alderman Lester Hill made a motion that the reports be accepted and placed on file, seconded by Alderman Bender. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm. Wright, r Jones, Miller, Lundry, Mryartin, and Sebree. NAY: lone. Motion carried. Alderman Martin reported on the "off-street" parking and stated that the Traffic Committee were meeting soon and would make a report at the next Council meeting. Alderman Jones made a motion that permission for the use of the Council Room for a teen-age group for a business meeting June 5, 1958 be granted, seconded by Alderman Bender. Oral vote. AYE: Unanimous. Alderman Bender, in behalf of the Canton City Council, thanked the Junior Women's Club for flowers planted in the urns in Jones Park, Alderman Bender made a motion that the lowest bid, that of Oaks and Sons, be accepted and that the Mayor and City Clerk be instructed to enter into a con- tract with that firm for the repairs of the comfort station, seconded by w Alderman Jones. Roll call vote. AYE: Alderman Sebree, Lundry, Miller, Jones, Wm. Wright, Shelby Wright, Roy Fill, Lester Hill and Bender. NAY: Alderman Martin. (9 AYE'S and 1 NAY). Motion carried. Alderman Bender made a.motion that the request to hold band concerts in Jones Park during the summer.be granted, seconded by Alderman Roy Hill.. Oral vote. AYE• Unanimous. A letter from the Police Pension Board announcing the election of Kenneth M. Lind�ey, Chief of Police and 1`iiner C. Porter, Policeman as members of that Board wad read. A letter from Oliver C. Mettler, Chairman of the Fire and t'olice Commission appointing Arthur Knowles, Jr. as fireman for the vacation period was read. A letter from John D. Mattison, District Engineer for the Division of Highways in answer to a request for representative to meet with the City Council on June 17, 1958 stated that a member of that department would be present. Bonds for Harry Luker, Mrs. Mildred Gray, Cecil H. Stoke, Robert F. Jennings, Oren W. Brown, Harold E. White, and Delbert E. ,Brush were read. Alderman Lester Hill moved that these bonds be accepted and placed on file, seconded by Alderman Wm. Wright. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. A re;,ort of the State of Illinois Audit of the Firemen's Pension Fund for the period May 1, 1953 through April 30, 1957 was read. A report of the State of Illinois Audit of the Police Pension Fund for the period June 24, 1953 through April 30, 1957 was read. Personal injury suits against the City of Canton for Edward C. Ashton, 1005 South Fourth Avenue, Canton, Illinois, (injured January 22, 1958 at 8:40 A. M.) and John Pasley, 120 East Elm Street, Cantor., Illinois (injured January 24, 1958 at 9:00 P. M.) were read. First reading of the Appropriation Ordinance. First reading of an Ordinance pertaining to Theatre Licenses. Alderman Wm. Wright moved that the rules be suspended, seconded by Alderman Lester Hill. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, f"filler, Jones, Wm. Wright, Shelby Wright, Roy hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Wm. Wright moved that the Ordinance be placed on its passage, seconded by Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. This being Ordinance #373. Alderman Miller mentioned that the Appropriation Ordinance was for a lower amount thaw the previous year. Attorney °cfiunp stated that no levy was made for the library and the Retirement Fund levy was less. 314 Alderman Bender made a motion that ads for bids for sandblasting, tuckpointing and waterproofing the old library building to be received no later than 5:00 P. M. on June 17, 1958 with the right of the Council to accept or reject any bids. This motion was seconded by Alderman Jones. Roll call vote. AYE: Alder- man Sebree, Martin, ltmdry, Miller, Jones, Wm. Wright, Shelby Wright, Roy Hill, Lester Mill, and Bender. NAY! None. Motion carried. Alderman Miller inquired regarding the letting of award of bids to the W. L. Miller Co., of Elvaston, Illinois. Attorney McMunn explained the procedures of the Board of Local Improvements. Alderman Lester Hill made a motion for adjournment, seconded by Alderman Martin. Canton City Council adjourned at 9:38 P.
