HomeMy WebLinkAbout05-06-1958 Council Meeting Minutes 30 Canton City Council met on May 6, 1958 at 7:35 P. M. in the City Council Room. Roll call: Present: Mayor Woods, Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. 'Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. Absent: None. Minutes of the previous Council meeting and also the minutes of the Special Council meeting held on April 22, 1958 were read and approved to be placed on file. A Petition requesting annexation of certain territory known as lot #39 and owned by Benjamin and Donna Barrett, in the C. H. Divilbiss Addition and an Or&nance pertaining to this annexation was read. Alderman Lester Hill made a motion to suspend the rules, seconded by Alderman Bender. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, i`Ziller, '"undry, I'lartin, and Sebree. NAY: None. Motion carried. Alderman Lester Hill moved that the Ordinance be placed on its passage, seconded by Alderman Bender. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. This being Ordinance #370. Alderman Lundry read the bills for the Finance Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Wm. Wright. Roll call vote: AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Miller read the bills for the police and Legal Department and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Wm. Wright. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill., Lester Hill, and Bender. NAY: None. Motion carried. Alderman Turner read the bills for the Street, Alley and Sidewalk Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Lundry. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Lester Hill read the bills for the Fire, Water and Sewer Department and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Lundry. Roll call vote. AYE: Alderman Sebree, Martin., Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Shelby Wright read the bills for the rrinting Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Sebree. Roll call vote. AYE: Alderman Bender, ester Ull, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Bender read the bills for the Building and Grounds Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Jones. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Roy Hill read the bills for the Garbage Disposal 'Department and made a motion that all bills properly approved be allowed for _payment, seconded by Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Alderman Sebree read the bills for the Lights Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Roy Hill. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. 3 0 (May 6, 1958, Cont.) Alderman Jones read the bills for the Traffic Committee and made a motion that all bills properly approved be allowed for payment, seconded by Alderman Bender. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. Reports of City Treasurer, Chief of Police, Plumbing Inspector, Fire Dept., Water Treatment Plant, Water and Sewer Department, Sewage Treatment Plant, Superintendent of Streets, City Engineer, and Building Commissioner were read for the month of April and also for the year ending April 30, 1958. Alderman Lester Hill moved that the reports be accepted and placed on file., seconded by Alderman Miller. Oral vote. AYE: Unanimous. Motion carried. Mayor Woods called for reports of Standing Committees, then reports of Special Committees: ' Finis Turner gave a report of the equipment on hand for the Street and Alley Department. Mayor Woods read a letter from the Division of Highways in regard to the proposed street improvements in Canton. ; - A note of thanks from the family of Clifford J. Swick was read. A Memoriam Resolution in tribute to Alderman Clifford J. Swick to be signed by the City Officials and delivered to Mrs. Swick was read. A Resolution for the Transfer of Funds was read ($1000.00 from Sales Tax Fund to the Fire Protection Fund, $8000.00 from Sales Tax Fund to the General Fund, and $3000.00 from the Parking Meter Fund to the Road and Bridge Fund). Alder- man Lundry made a motion that the Resolution br adopted, seconded by Alderman Turner. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. This being Resolution #222. A Lease between the City of Canton and Clyde and Helen Barker for a portion of land adjoining Lake Canton was read. Alderman Lester Hill made a motion that the Council instruct the Mayor and City Clerk to sign this Lease, seconded by Alderman Miller. Roll call vote. AYE: Alderman Bender, Lester Hill, Roy Hill, Shelby Wright, Turner, Wm. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Motion carried. First reading of an Ordinance pertaining to the Annexation of 2 1/10 acres in Sectiodiand also 6.25 acres in Section 34 -- property owned by the Canton Park District. No action taken at this meeting. First reading of an Ordinance pertaining to "Parking" -- (parallel parking on West rine Street, from Main Street to Avenue A.; no parking on West side of North Third Avenue, between Elm and Chestnut Streets; no parking within fifteen feet of cross walks at intersection of North Third Avenue and East Chestnut Street). Alderman Jones made a motion that the rules be suspended, seconded by Alderman Martin. Roll call vote. AYE: Alderman Sebree, Martin, Lundry, Miller, Jones, Wm. Wright, Turner, Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion carried. Alderman Martin made a motion to place the Ordinance on its passage, seconded by Alderman Bender. Wright, Jones, Miller, Lundry, Martin, and Sebree. NAY: None. Appointments approved. Mayor Woods introducbd the young people, sponsored by the Elks Club, participating in the City Council business. Each of these "Junior City Officers" had an opportunity to express his opinion of the City Council. Alderman Bender reported that the Comfort Station was in need of repairs and made a motion to advertise for bids for such repairs, bids to be read at the May 20, 1958 Council Meeting, seconded by Alderman Jones. Oral vote. AYE: Unanimous. Motion carried. Alderman Bender stated that he had received numerous complaints regarding a building on East Locust Street between Fifth and Sixth Avenue. He was told that the owner lives in Texas and was returning to Canton in June to take care of this matter. Alderman Miller inquired if the Mayor had learned of any action being taken in regard to the Division of Highways improvement on Fifth Avenue, Locust Street and Main Street. Mayor Woods reported that the letter read earlier in the meeting was the .)nly information he had received. Mr. McMunn, City Attorney, stated that the Division of Highways had full authority to promote this project as the State saw fit although the action taken by the City Council might have some bearing on same. Alderman Sebree stated, that, in his opinion, South r'ifth Avenue was not wide enough to construct a four-lane highway and furthermore, the people of Canton were not aware of what was happening when the Council acted upon the motion. Alderman Miller inquired if the Division of Highway Department funds could be used for any other project and was informed that they could not. Alderman Lundry inquired about the Zoning Commission and was informed that the Mayor was planning to hold a meeting with that Committee in the near future. Alderman Lundry made a motion for adjournment, seconded by Alderman Martin. Canton City Council adjourned at 9:35 P.
