Canton City Council convened November 19, 1957 at 7:05 P. �,% in the
Council room.
Roll call with the following present: Mayor Woods, Alderman Sebree,
Martin Swick, Lundry, Miller, Jones, Tink, IM-1. Wright, Turner, Shelby
Wright, Roy ?dill, Lester Hill, and Bender. Absent: None.
Hinutes of the previous meeting were read and approved for filing.
A petition and first reading of an Ordinance pertaining to the annexation
of property on Ray Street known as the Walter ,1onn property were read.
After some discussion regarding the exact boundaries of this property,
the matter was referred to the Ordinance Committee for their report at
the next Council meeting.
Alderman Martin reported that one of the members of the Ordinance
" 7 Committee had been ill and that no action had been taken on the arrange-
ments for the printing of the new Ordinance books.
.; Alderman Swick reported that several trees had been planted in the Jones
�rL park and that the Pavley Nursery had planted some small shrubs in the
planter in front of the Public Lounge as a courtesy to the City. The
floor in the kitchen and hallway on second floor of the Public Comfort
Station Building has been repaired.
Mayor Woods reported on the Illinois municipal Convention held in
Springfield Nov. 10, 11, 12 which he and Alderman Lester Hill attended.
City Clerks meeting held on Nov. 11 for 'Llunicinalities under 10,000 was
attended by Nellie Crawford.
Alderman Turner renorted that there was no suitable place to store the
newer street and alley and garbage disposal equipment and that he and
Alderman Roy Hill had made inquiries about a building located at 647
East Pine Street, owned by T. R. FitzHenry -- building originally cost
? 22,000.00 but was for sale for $15,000.00 on any payment plan. After
discussion it was referred to the Street and Alley, Garbage Disposal and
Building and Grounds Committees fir their decision and report to the next
Council meeting. Nov. 25th at 4:15 P. M. was the date chosen to view
this property.
Mayor Woods reported that Stephen Eades had resigned from the Cenetery
Board and recommended that Oliver Barney be appointed to fill the un-
exoired term. Alderman Lundry made a motion that Oliver Barney be
appointed to the Cemetery Board until May, 1959 (Mr. Eade's unexpired
term), seconded by Alderman Lester Hill. Roll call vote. AYE: Alderman
Bender, Lester Hill, Roy Tull, Shelby Wright, Turner, Wm. Wright, Tink,
Jones, Miller, Lundry, Swick, Martin, and Sebree. NAY: :Done. Motion
carried.
The November issue of "Work Magazine" contained an article pertaining to
Burroughs bookkeeping machines and a picture of Miss Catherine Emans,
cashier of the Crater department, and a description of her work in that
office. Mayor Woods called attention to the Council of this fact.
Corresnondence read included two letters regarding the dangerous condition
of the Schlater building at the corner of East Chestnut and North First
Avenue. Barricades around this building were recommended. Discussion
followed and Mayor Woods recommended that Robert. Jennings, Street Super-
intendent take Alderman Sebree on an inspection tour of this building.
A letter from the Illinois Inspection Bureau stating that the present
arrangement of rural fire calls would not have any effect on the Citylis
present Seventh Class fire insurance rating classification. Alderman
Lester Hill made a motion that the letter be placed on file, seconded by
Alderman Bender. Verbal. vote. AYE: Unanimous. Notion carried.
A Resolution for the use of $55.,071.60 from the Motor Fuel Tax Fund was
read. Alderman Landry made a motion that the Resolution be adopted,
seconded by Alderman William Wright. Roll call vote. AYE:` Alderman

Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: '.None. Motion
carried.
First reading of an Ordinance"requiring deposit on rental property
purchasers of city wate3A. Alderman Lester Hill made a motion that the
rules be suspended regarding the reading of Ordinances, seconded by
Alderman Martin. Roll call vote. AYE: Alderman Bender, Lester Hill,
Roy Hill, Shelby Wright, Turner, Wm. Wright, 'rink, Jones, Miller, Lundry,
Swick, Martin, and Sebree. NAY: None. Motion carried.
Alderman Martin made a motion that the Ordinance be placed on its
passage, seconded by Alderman Swick. Roll call vote. AYE: Alderman
Sebree, Martin, Swick, Lundry, Miller, Jones, Tink, Wm. Wright, Turner,
Shelby Wright, Roy Hill, Lester Hill, and Bender. NAY: None. Motion
carried. This being Ordinance #350.
First reading of an Ordinance "Prohibiting Women Bartenders unless a
licensed retailer or the wife of a licensee" and"also prohibiting minors
from places of business selling alcoholic beverages unless accomo_anied
by their parents. Alderman Sebree stated that inasmuch as these places
paid Federal, State and City taxes and, with very few exceptions, had
no difficulty in maintaining a reputable place of business, he was not
in favor of this Ordinance. Alderman Tink recommended that the Council
accept Section Two of this Ordinance ?pertaining to barring minors.
After some discussion, Alderman Tink made a motion that new Ordinances
be drafted, separating Section One and Two, seconded by Alderman
Shelby Wright. Roll call vote. AYE: Alderman Bender, Lester Hill,
Roy Hill, Shelby Wright, Turner, Whi. Wright, Tink, Jones, Miller, Lundry,
Swick, Martin, and Sebree. NAY: None. Motion carried.
Alderman Lester Hill reported that he had received numerous complaints
regarding the double Harking situation on Eighth and Ninth Avenue and
Birch Street. Chief of Police Lindzey statedthat he had investigated
this matter once but would make further investigation.
Alderman Lester Hill inquired about the Jaeger property on Linn Street
and South Fifth Avenue and was informed by Attorney McMunn that a large
oil firm had an option on this plot -- and that this company had plans
for a large building to be erected.
Alderman Lester Hill commended the Canton Fire Department on their
efficient service rendered on November 17, 1957 at the Jacobus home on
North Main Street. (In three minutes the roof fire had been extinguished).
Alderman Lundry made a motion for adjournment, seconded by Alderman Swick.
Verbal vote. AYE: unanimous. Canton City Council adjourned at 8:27 P. M.
