February 21, 1956 i i A regular meeting of the City Council held this day convening at the hour of 7:OOPM i4 with :Mayor 1-11oods presiding. Roll. call showed the following present: Alderman Duncan, Lundry, Swick, Smith, Miller, Skinner, T ink, Coleman.., Turner, Staley, Cook, Jennings and riill. Absent: Alderman Sebree. Minutes of the previous meeting wore read and stood approved as read. i Alderman Smith reports to the Council on the proposed increase in salary ordinance, which is followed by discu!-sion pro and con. Alderman Cook moves, seconded by Alderman Smith, to accept the Ordinance proposed by the Committee. Roll call vote: AYE: Alderman Duncan, Lilndry, Swick, Smith, Skinner, Tink, Coleman, `burner, Staley, Cook, Jennings and Hill. NAY: Alderman Miller. Alderman Staley moves,-.seconded by Alderman Jennings to amend the proposed Ordinance setting the salary of the C�ief of the Fire Dept. at $4500.00; the Police Chief at w '�Ji500.00 and the St. Supt. at $4500.00, and Water Cashier at $3000.00. Roll call vote: AYE: Alderman Swick, Skinner, Tink, Staley, Jennings and Hill. NAY: Alderman Duncan, -X, Lundry, Smith, Miller, Coleman, Turner and Cook. AYE:-6; NAY-7. It wqs moved by Alderman Miller, seconded by Alderman Duncan, to refer the proposed salary Ordinance back to the Committee, by a viva voce vote. It was moved by Alderman Staley, seconded by Alderman Cook, that the water main from the Lake into the City be examined by an expert to check its strength, and the motion carried by unanimous roll call_ vote. It was moved by Alderman Staley, seconded by Alderman Jennings, the Attorney start legal action against the Pittsburg Tank Co. for its negligence in handling debris d�iring the cleaning of the Water Tower, and the motion carried by a viva voce vote. Request of the Belles of Harmony for permission i'or its members to take over the city ofCices on Feb. 29, was on motion of Alderman Staley, seconded by Alderman Duncan granted by a viva voce. It was moved by Alderman Staley, seconded by Alderman Smith, the Mayor and Clerk publish a notice eliminating fire protection after Sept. 1, 1956. Roll call vote: AYE: Alderman Swick, Smith, Skinner, Tink, Coleman, Turner, Staley, Cook, Jennings and Hill. NAY: Alderman Duncan, Lundry and kiiller. AYE:-10; NAY-3. Request of Glenn Thomas, J.P. that the maximum penalty for disorderly conduct be raised was on motion of Alderman Staley, seconded by Alderman Smith, referred to he Ordinance committee. Alderman Cook, moves, seconded by Alderman Staley, the Street &- Alley committee have replaced the curb at the N.W. corner of 5th andElm St, by a viva voce vote. Resolution requiring members of the Police andFire Department to have a physical examination every 2 yrs by a Doctor recommended by the Commission, and any member of the force who are off duty two weeks due to illiness to have a physical examination by a Doctor recommened by the Commission, before retlirning to duty, was on motion of Alder- ,can Lundry, seconded by Alderman Cook, adopted by the following vote: AYE: Alderman Duncan, Lundry, Swick, Smith, Miller, Skinner, Tink, Coleman, `turner, Staley, Cook, Jennings and hhill. NLY: 'done. //,�..- Ordinance "Vacating Alley between Johnson 'it. and Ave. B and Cass Place and S4 c-e St." was read the first time. Ordinance I'Swimming in s ecif is areas in Lake Canton" was read the first time. It was moved by Alderman Staley, seconded by Alderman Coleman to suspend the rules. Roll- call vote: AYE: Alderman Duncan, I LIndrv, Swick, Smith, Miller, Coleman, Turner, Stale;, Jennings and Hill. NAY: Alderman Skinner, Tink and Cook. AYE:-10; NAY-3. Alderman Staley moves, seconded by Alderman Duncan to place the ordinance on its passage. Roll-cal vote: AYE: Alderman Duncan, Lundr3,, Swick, Smith, Miller, Coleman, Turner, Staley, Jennings and Kill. NAY: Alderman Skinner, Ticik, Cook. 1YE:-10; NAY-3. The chair declared the motion carried and Ordinance passed, being Ordinance No. 263. On motion of Alderman t-undry, seconded by Alderman Swick the meeting adjourned. y erk
