November 17, 1953
A regular meeting of the City Council held this day convening at the hour of
7:00 I`. M. with Mayor Woods presiding. Roll call showed the following present: Alder-
man Sebree, Duncan, Moore, Landry, Miller, Smith, Linder, Skinner, Tink, Coleman, Cook,
Staley, Klobuchar and Puskarich. XBsent: None.
Minutes of the previous meeting were read and stood approved as read.
It was moved by Alderman Linder, seconded by Alderman Staley, that Estimate #2
in the sum of $40,024.87 due G. E. Tillman Co. on the Water Treatment Plant Impr.we-
ments eontradt, be allowed and ordered paid. Roll call vote: AYE: Alderman Sebree,
Duncan, Moore, -"undry, Miller, smith, Linder, Skinner, Tink, Coleman, Cook, Stlay,
Klobuchar and Puskarich. NAY: none.
Petition requesting a 4-way stop at 8th and Chestnut St. was submitted. It was
moved by Alderman Cook, seconded by Alderman Staley, to grant the request and that an
ordinance be drafted establishing 4-way stops at 8th and Chestnut St., and the motion
carried by unanimous roll-call vote.
Petition of the Canton Jayce Ettes for permission to erect a City Guide map on
the northwest corner of Jones Park, was on motion of Alderman Staley, seconded by
Alderman Cook, granted by unanimous roll call vote. The map to be maintained in the
future by the Jaycee Ettes.
Resolution extending to the classes from the Junior high School, and invitation
to attend any meeting of the City Council, was on motion of Alderman Skinner, seconded
by Alderman Coleman, adopted by unanimous roll call vote.
An Ordinance entitled "LEASING PROPERTY OT THE TOWN OF CANTON" was read for the
first time. It was moved by Alderman Staley, seconded by Alderman Linder, to suspend
the rules requiring the ordinance be read the second time. Roll call vote: AYE: Alder-
man Sebree, Duncan, Moore, Lundry, Miller, Smith, Linder, Skinner, T ink, Coleman.,
Staley, klobuchar and Puskarich. NAY: Alderman Cook. The chair declared the motion
carried. It was moved by Alderman Staley seconded by Alderman Smith, to place the
ordinance entitled "LEASING PROPERTY TO THE TOWN OF CANTON" on its passage. Roll-call
vote: AYE: Alderman Sebree, Duncan, Moore, Lundry, i"liller, Smith, Linder, Skinner,
Tink, Coleman, Staley, Klobuchar and Puskarich. NAY: Alderman Cook. The chair de-
clared the motion carried and Ordinance "LEASING PROPERTY TO THF, TOWN OF CANTON" passed,
being Ordinance No. 188.
Ordinance entitled "No parking of vehicles on the west side of N. first Ave." was
read for the first time.
Ordinance entitled "Fees of Chief of Police and Officers" was read for the first
time.

It was moved by Alderman Cooks seconded by Alderman T ink, the two-way radio on the
police motorcycle be removed and placed in the Community Fire Truck, and the motion
carried by the following vote: AYE: Alderman Sebree, Duncan, Moore, Lundry, Miller, Smith,
Linder, Skinner, Tink, Coleman, Cook, Staley, Klobuchar and `uskarich. NAY: None.
A resolution establishing number of Policemen employed by the City shall be eight,
was submitted. On questioning by the Mayor, it was advised by the City Attorney, that
the duties of the Fire & Police Commission were to conduct examinations and do the hiring
and firing, and also to conduct hearings and investigations of any charges against the
police or fire personnel. And that the policy to be adhered to, and orders given to
the fire and police department, should be given by the Mayor, Committee and Council.
Alderman Staley moved, seconded by Alderman Smith, to adopt the resolution. Roll-
call vote: AYE: Aldermsn Sebree, Moore, Lundry, Millers Smith, Linder, Skinner, Tink,
Coleman, Cook, Stacey and Puskarich. NAY: Alderman Duncan and "lobuchar. The chair
declared the motion carried and resolution adopted.
Alderman Staley moves, seconded by Alderman Lundry, there be prepared an ordinance
to be submitted to the council, providing for the appointment of the Chief of Police,
by the `"`ayor, and approval by the City Council, and if appointed Chief from within the ranks of
the regular police department, and at a later time removed as Chief of Police, he be
returned to the same rank he left to become the Chief, in the police department.
j Roll call vote: AYE: Alderman Moore, Lundry, Smith, Linder, Coleman, Staley, and
Puskarich. NAY: Alderman Sebree, Duncan, Miller, Skinner, Tink, Cook and ilobuchar.
Being a tie vote the Mayor voted AYE. Whereupon the chair delcared the motion carried.
On motion of Aldermah Moore, seconded by Alderman Klobuchar, the eeing then
adjourned.
