PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCA- TION GIVEN BY CITY CLERK NANCY WHITES . Mayor Edwards asked for roll call at 6 : 30 p .m. Present : Aldermen Kovachevich , Hammond , Savill , Sarff , Workman , Carl , May . Absent : Alderman Horr. MINUTES OF OCTOBER 4TH . Motion by Alderman Savill , second by Alderman May , the minutes of October 4th be accepted and placed on file . Voice vote , motion carried . BILLS FOR SEPTEMBER. Motion by Alderman Kovachevich , second by Alderman Hammond all bills properly approved be paid . Roll call . AYES : Aldermen May, Carl , Workman , Sarff , Savill , Hammond , Kov- achevich . Council Action Motion by Alderman Kovachevich , second by Alderman Workman , the purchase of a aeration system for the lake from Hinde Engineering not to exceed $25 , 000 . 00 and paid out of Lake Development Funds be allowed . Discussion . Cliff Sagaser said that this is very much needed at the lake to eliminate the taste and odor problems that we ' ve been experiencing the last few years . And to bring life back to the lake by inducing air to the water which is the reason were spending excess money on chemicals and also the reason why fish are dying . Cliff has been familiar with Hinde Engineering for twenty years and their work has always been very good , the product that their supplying is a good product, and its a very economical way of aerating the lake . Cliff said that we do have a proposal from this company that ties down the figure to $20 ,000. 00 , the other $5 , 000 . 00 is for our own installation , we have to hire a electrician to do some wiring in the exisiting water plant . We have to buy some switch gears and we have to install a line going to the edge of the lake , this extra $5 ,000 . 00 will cover this cost. Alderman Carl asked how long these systems have been in place? Accoquan had their ' s installed in 1970 . Pat Wright asked that this be paid from the Lake Development Funds . Roll call . COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER . At committee level we talkedabout a fiscal agent for the upcoming sewer project and bond issue in November. Dave Dorgan asked Cliff to make contact with a certain company to compare prices . Cliff had made 457 CONTINUED OCTOBER 18TH , 1983 contact with several companies : 1 ) Speer Financial Company $10 ,000 . 00 ; 2 ) Associated Municipal Consultants $6 ,450 . 00 if the referendum is defeated the city won ' t have to pay for the work done , prior to that , they also have the mooney rating . 3) Clayton Brown and Ed Maloney their first price was in a range of $6 ,000 . 00 to $7 ,500 . 00 , the actual price should be $7 ,000 . 00 to $8 ,000. 00 ; 4) a Company from Wisconsin quoted a price of $13 ,000 . 00 to $15 ,000 . 00 does not include the mooney rating ; 5 ) Chandler/Newman Securities Company $5 ,000 . 00 to $8,000 . 00 . Cliff said the first three would be satisfactory . Alderman Sarff asked what a mooney rating was? Cliff answered by saying that its a credit rating . Jim Malmgren City Attorney stated that he talked with some people in with Chapman & Cutler, they gave 4 or 5 names and a brief description , they are as follows : 1 ) Speer was commonly used , has a very confident staff, all clients satisfied , will watch the money . 2 ) Associated Municipal Consultants , Mr. Sipel with the firm was highly recommended , won ' t find one better in this business , does a great deal of work for school bonds . 3 ) Clayton Brown Ur and Ed Maloney highly recommended . And a two member firm that Q had split off from Brown and Maloney , firms name is Flatman and Hiner. Associated Municipal Consultants was considered the best Q by Chapman & Cutler. Motion by Alderman Sarff, second by Alderman Savill that we accept the quote of Associated Municipal Consultants for $6 ,450 . 00 . Dis- cussion . The ad-hoc committee met with Mr. Crawford of Crawford , Murphy & Tilly but couldn ' t proceed until we hire a fiscal agent . Roll call . We have done some premilinary grading on the parking lot which were going to resurface . The contractor will be in town next week to overlay that particular site . Cliff is assuming the M. F . T . work will be finished very quickly . They still intend to do the ditch work on N . 4th avenue before we quit for the winter . Cliff met with the contractor on 9th avenue and Sam Scott St . , was given the plans for both of these 2 streets today . To keep the cost down we will set the stakes for them on the 2 blocks , and they ' ll be starting Monday evening . The storm sewer at the south end of town has been completed , the other one , were waiting for the easement , and Cliff believe ' s it will be forth coming in a matter of days . Jim Malmgren City Attorney stated that he had been meeting with an attorney from Chicago on Tax Increment , involving the I .H . C . plant . A resolution was drafted setting a public hearing on the question of a proposed Redevelopment Plan and Project , and a draft of Tax Increment Area #2 Redevelopment Plan & Project . The resolution amends the resolution you passed at the last meeting . This legal description takes both east and west boundry and moves them respectively east and west 2 block . Then proceeds northerly and basically takes the south 2 of the block the city builidng sits in and includes that in the tax increment area as well . This is done purposely , the thinking being that even after the public hearing you can always reduce the size of the tax increment area at the time you adopt your plan ordinance , but you may not increase it without going thru the public hearing process again . The draft of the plan does not require any action tonight . Jim needs immediate input from the fire chief and police chief. He needs immediate input from the public safety aspect . 458 CONTINUED OCTOBER 18TH , 1983 COMMUNICATIONS FROM MAYOR EDWARDS . Motion by Alderman Sarff , second by Alderman May that the appointment of Kevin VanTine to the Betterment Commission be confirmed . Discussion . This appointment was at the recommendation of the co-chairman of the commission . Voice vote , motion carried . A meeting of the downtown plan will be held for discussion at 6 : 00 p . m. on October 25th . The auxiliary police for the downtown has cost the city $2 ,800 . 00 up to October 21st. Chief Molleck has not given his report on asking the Retail Trades for their assistance . Motion by Alderman Sarff, second by Alderman May , the expenses be allowed so that the auxiliary police can continue the patrol in the downtown area until the council meeting on November 1st . NEW BUSINESS : ORDINANCE - AUTHORIZING , DTRECTING AND SETTING THE DATE AND TIME FOR THE SALE AT PUBLIC AUCTION OF CETAIN PERSONAL PROPERTY OWNED BY THE CITY OF CANTON . First reading , read by title . Motion by Alderman Sarff, second by Alderman Kovachevich , the suspension of the rules for the purpose of passing the ordinance . Discussion . Alderman Carl asked if an employee would be in conflict if they purchases' anything? Jim Malmgren City Attorney doesn ' t have any problem with buying from the city auction . Roll call . First reading , read by title . Mayor Edwards stated that this resolution was on the agenda due to the county board passing a resolution at their last meeting . The county and city have worked endless hours trying to help the economic conditions . This resolution of ours is to help support their resolution . George Shank of Freeman United Mine a union representa- tive , wants us to support this resolution , as lay-offs of 40 people are emminent . Motion by Alderman Savill , second by Alderman Carl , the resolution be adopted . Discussion . Mayor Edwards said that copies of the resolution will be sent to the public hearing and to Mr. Henry .
