PLEDGE OF ALLEGIANCE OPENED THE MEETING , FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES . Mayor Edwards asked for roll call at 7 : 15 P .M . Present : Aldermen Kovachevich , Hammond , Savill , Sarff , Workman , Carl , Horr . Absent : None . 1 resigned . PURPOSE OF THE MEETING WAS READ AND LISTED AS FOLLOWS : 1 . Presentation of Proposed FY 83-84 Budget 2 . Second Reading on Amended Ordinances re- ducing the size of the Police & Garbage departments . 3 . Resolution approving a Pre-Annexation Agree- ment with MSDGC 4 . Executive Session - Personnel (� 5 . Re-open into public meeting for final action on personnel �. 6 . Route 9 recommendations (29 7 . Hud Amendment Q PRESENTATION OF PROPOSED FY 83-84 BUDGET . Dave Dorgan Budget Q Director outlined the city wide budget totals : Net budget to- tal $3 , 131 ,148 . 40 ; Revenues $2 ,835 ,000. 00 ; Projected Deficit $296 ,148 . 00 . The Water & Sewer Fund , 39% of the overall budget is for personnel . The general fund area , 32% of the total budget is non personnel and the rest is for personnel . This reflects the recent cuts we have taken . Under the general fund , if you subtract out what the budget is from the projected revenues and then add in the cash on hand , you ' ll find we had just under a$200 ,000. 00 deficit in the general fund , budget versus income . The budget was referred to the committee meeting on June 16th . ORDINANCE - AMENDING TITLE 6 CHAPTER 1 RESTRUCTURING THE POLICE DEPT . AND REESTABLISHING THE POLICE DEPTS . AUTHORIZED STRENGTH . Second Reading , read by title . Jim Malmgren , City Attorney stated that this ordinance has been amended by adding a new para- graph 3 . The old paragraph 3 became paragraph 4 . Motion by Alderman Sarff, second by Aldrman Carl the ordinance as amended be placed on its passage . Roll call . AYES : Alder- men Horr, Carl , Workman , Sarff , Savill , Hammond , Kovachevich . NAYS : None . Motion carried . 7 ayes 0 nays 0 absent 1 resigned . Ordinance being #9764, ORDINANCE - AMENDING CHAPTER 1 TITLE 8 REESTABLISHING THE AUTHOR- IZED STRENGTH OF THE GARBAGE DEPARTMENT . Second reading , read by title . Jim Malmgren City Attorney stated that this ordinance has been amended by adding a new paragraph 3. The old paragraph 3 is now paragraph 4 . Motion by Alderman Sarff, second by Alderman Workman , the ord- inance as amended be placed on its passage . Roll call . AYES : Aldermen Kovachevich , Hammond , Savill , Sarff, Workman , Carl , Horr. NAYS : None . Motion carried . 7 ayes 0 nays 0 absent 1 resigned . Ordinance being #977 . RESOLUTION - APPROVING A PRE-ANNEXATION AGREEMENT WITH MSDGC . First reading , read in its entirety . Jim Malmgren City Attorney stated that orginally , in talking with one of the attorneys for Msd , we were going to put this type of a provision in the annexa- tion ordinance . This is thought necessary , because several mem- 390 CONTINUED MAY 31ST , 1983 bers of the commissioners of Msd , were insisting that this type of provision should be in there somewhere . Motion by Alderman Carl , second by Alderman Savill the res- olution be adopted . Roll call . AYES : Aldermen Horr , Carl , Workman , Sarff, Savill , Hammond , Kovachevich . NAYS : None . Motion carried . 7 ayes 0 nays 0 absent 1 resigned . Resol - ution being #987A. Agreement being #429 . ROUTE 9 RECOMMENDATIONS . The recommendation is from 'the comm- ittee of Streets & Garbage . Motion by Alderman Savill , second by Alderman Horr , that the state highway be improved through Canton ; that 5th Avenue be continued as a four lane highway from Elm Street to Linn Street; that consideration be given for state participation on the west side of Canton in tying the existing route 9 to the Canton/Cuba blacktop to serve the industrial park . Discussion . Mayor Edwards said that the state legislatures are in session , so he ask that the committee discuss this . Voice vote , motion carried . The Chamber of Commerce bus is going to Springfield on June 7th , if anyone is desirous of going , stated Mayor Edwards . HUD AMENDMENTS . Dave Dorgan reported that the city ' s present program has remaining $109 ,704 . 28 for relocation , $157 , 406 . 62 remaining for land acquisition and $28 , 000 . 00 for code enforce- ment . Some of these are being relocated to help finish up the street work that ' s going on . Much of the remainder , I would like to see go into an amendment for developing the industrial site at the west of town and I ' m requesting that $230 ,000 . 00 of those Community Development Funds be targeted for the industrial site . It would be spent for land acquisition , water line , sewer line , lift station construction , some administration cost and appraisals , drafting work and engineering . The timetable : June 6th - Planning & Zoning meeting on proposed annexation and zoning to I -1 light industrial . June 7th - City council passes an annexation resolution . June 9th-15th - Appraisals conducted . June 15th-23rd - Review appraisals . July 7th - Msd approval of purchase . July 7th-15th - Preliminary plans for water & sewer lines . July 15th - Apply for Epa permit . July 30th - Final design . August 10th - Epa permit receipt. August 10th - Start construction . November 10th - Completion date . Jim Malmgren said that the passage on June 7th of an resolution , should be an ord- inance . Motion by Alderman Savill , second by Alderman Kovachevich , the Hud Program Amendment be accepted . Voice vote , motion carried . EXECUTIVE SESSION - PERSONNEL . Motion by Alderman Sarff , second by Alderman Kovachevich , to go into executive session . Roll call . AYES : Aldermen Kovachevich , Hammond , Savill , Sarff , Workman , Carl , Horr. NAYS : None . Motion carried . The executive session began at 8 : 10 P .M. The minutes of the executive session are on file in the office of the city clerk . ADJOURNMENT : Motion by Alderman Kovachevich , second by Alderman Sarff , to adjourn . Voice vote , motion carried .
