PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY MAYOR EDWARDS. Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Kov- achevich, Hammond, Savill , Sarff, Grant, Carl , Larsen, Horr. Absent: None. MINUTES OF NOVEMBER 2ND, MEETING. Motion by Alderman Grant, second by Ald- erman Horr, the minutes of November 2nd be accepted and placed on file. Dis- cussion. The minutes to be corrected on page 317 the first paragraph last sentence. The word "suggested" will be deleted and the following words in- cluded " would like to have council consider." The same to be corrected. Voice vote, motion carried. BILLS FOR OCTOBER. Motion by Alderman Kovachevich, second by Alderman Savill , the bills properly approved be paid. Roll call . AYES: Aldermen Horr, Larsen, �. Carl , Grant, Sarff, Savill , Hammond, Kovachevich. NAYS: None. Motion carried. 8 ayes 0 nays 0 absent. REVIEW CITY AUDIT-CLIFTON, GUNDERSON CO. Ken Scherrman and Pat Crowley came to council to review the audit. Mr. Scherrman gave a brief review of the Q financial statements on page 1 and 2. Mr. Scherrman gave general information C( on the profit and loss statement of the Water Department. Mr. Scherrman and Pat Crowley answered questions from council members. COMMITTEE REPORTS: Finance. Council Action Motion by Alderman Kovachevich, second by Alderman Savill , that the expenditure of $2,358.11 be allowed for boots, masks and coats for the fire dept. Poll call . Motion by Alderman Kovachevich, second by Alderman Horr, that the expenditure of $3,900.00 for an air compressor be allowed. Discussion. Alderman Sarff ask where are we purchasing the air compressor? Cliff Sagaser replied from the Portable Tool Company of Peoria. Roll call . AYES: Aldermen Horr, Larsen, Carl , Grant, Sarff, Savill , Hammond, Kovachevich. NAYS: None. Council Action Motion by Alderman CArl , second by Alderman Kovachevich, Fire Chief Robert Derenzy salary be $26,331 .24 per year.and retroactive to his appointment as chief. Roll call . Council Action Motion by Alderman Horr, second by Alderman Sarff, all bids on the sale of 6 parcels of land be referred back to the committee. Voice vote, motion carried. Legal & Ordinance. Council Action None. 324 Informational : A letter is to be sent to the Fire & Police Commission asking them to fill the position of Assistant Chief. Also, recommending they do testing to establish an eligibility list and the testing not to exceed $20'000:00:. COMMUNICATIONS FROM CITY ENGINEER. The Fulton Square garbage dumpsters was discussed in length by Jack Beal of Mutual Savings & Loans and Tim Tomasello of Spurgeon' s. The problem was sent to the Mechanical Committee meeting on Tuesday night. The sewer cleaning is now located on the south side of Locust. At the Water plant, the lime slaker and the lime storage bin is in place. The striping cost at lst avenue, if we strip in accordance with the way we proposed, with two-lane traffic, and we bought all of the striping material that is in the area, it would be at a cost of $2,200.00. We now have some yellow paint that's sufficient to put a single line down the center. The Senn-Soldwedel building has been demolished by city employees. Motion by Alderman Sarff, second by Alderman Horr, the removal of 9 tree stumps at an expenditure of $625.00 be awarded to Livi)o Poggiolio. Discussion. Three stumps are at 790 N. Main, two at 708 N. Main. two at Chestnut and Third, two at 76 N. Avenue A. All of them are on city right-of-way and the two at 76 N. Avenue A has tore up the sidewalk. Roll call . The curbing on the south side of Oak Street in the new hud street project, there was $5,000.00 worth of curbing that was not included on the orginal drawings, it was to keep the cost down. Several people have said it should be put on. Cliff has concurred and put on as an extra. Bob Reed Community Development Director agreed that this should be added. Motion by Alderman Carl , second by Alderman Hammond, the money from the surplus funds of the Community Development Block Grant be used for this expenditure. Roll call . Wheeler Trucking is wanting to put in a water line on his property on the West side of town, west of the trailer park. He would have to go about 500 feet to get water to his property. Cliff is thinking ahead on this, as Mr. Wheeler would have to put in an one inch line to his trucking business and Cliff hopes the city will be spending money to run an 8 inch line to an industrial park. Cliff is suggesting to the council to buy the material for an 8 inch plastic line, and letting the contractor install it to the point that he would put his own line in. Cost of the material to the city is $1 ,700.00. This was referred to the mechanical committee that's on November 23rd. COMMUNICATIONS FROM MAYOR EDWARDS. The mayor wants suggestions of people who would be willing to serve on the Central Illinois Aging Committee. The committee is made up of 6 counties, they meet in Peoria on the second Monday of the month. They receive .19� per mile for mileage. Motion by Alderman Kovachevich, second by Alderman Carl , the former alderman JohnYerbic be appointed to the Fire & Police Commission, and the appointment be confirmed. Voice vote, motion carried. OLD BUSINESS: Police Chief Robert Molleck gave a presentation on a Xerox copy machine and an AB Dick copier, the chiefsoffice is in need of a machine and so is city hall . A Xerox #3400 copier on a rental of 2 years for city hall is $430.00 per month. A Xerox #3300 copier for the Public Safety Building for 2 years 325 CONTINUED NOVEMBER 16TH, 1982 is $2QO.00. The AB Dick Co has a #7200 copier for $300.00 per month for city hall . The public safety building would have an Mita 232 copier for $200.00 per month. The price for the AB Dick copier would be only if you bought both machines. Motion by Alderman Sarff, second by Alderman Larsen city hall lease a #3400 Xerox copier and the public safety building lease a #3300 Xerox copier. Roll call . ORDINANCE - AMENDING TITLE 3, CHAPTER 8, SECTION 6 (.RELATING TO THE SALE, �. AT RETAIL, OF ALCOHOLIC BEVERAGES FOR CONSUMPTION ON THE PREMISES IN BUILD- INGS FACING THE PUBLIC SQUARE) . First reading, read by title. RESOLUTION - ABATING THE IMPOSITION OF CERTAIN TAXES ORDINANCE #508. First reading, read by title. Motion carried. 8 ayes 0 nays 0 absent. Resolution being #970. RESOLUTION - APPROVING AN EASEMENT FROM FREEMAN UNITED COAL MINING CO. First reading, read by title. Cliff Sagaser reported that the resolution had to do with the storm sewer on south 7th avenue in the hud project and the line is already constructed. It is to drain the water from that street to the lake. Motion by Alderman Savill , second by Alderman Horr, the resolution be adopted. Roll call . RESOLUTION - RECONSTRUCT SEVENTH AVENUE AT ILLINOIS ROUTE 9. First reading, read by title. Cliff Sagaser reported that this resolution is a tie in of the Freeman United resolution, so that we can be on their ground. This resolution concerns the enterprise zone. Motion by Alderman Larsen, second by Alderman Horr the resolution be adopted. Roll call . PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Kovache- vich, Hammond, Savill , Sarff, Grant, Carl , Larsen, Horr. Absent: None. MINUTES OF NOVEMBER 16TH MEETING. Alderman Larsen asked that the word "mask" be included under the finance committee report for the expenditure of $2,358.11 . Correction to be made also for the rental of a Xerox copier for the police dept. , should read 11$200.00" not $2,000.00. Motion by Ald- erman Savill , second by Alderman Sarff, the minutes as corrected be accepted and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Public Safety & Traffic. Council Action None. Streets & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action None. Informational : The wiring for the city attorney' s office cost $305.00. Public Works, Water & Sewer. Council Action Motion by Alderman Sarff, second by Alderman Savill , the city approach I .H.C. and give them net 30 under they're terms, and a thirty day cancellable notice. Discussion. Alderman Sarff explained the net 30 as follows: normally the bills are mailed on the first and received on the second, when they begin they're terms most vendors are on a net 30 days from the day they receive their invoice. Anything that falls due between the 27th of the month and the first of the month is going to be paid on the 15th of the month. Mayor Edwards and the City Engineer Cliff Sagaser will be writing a letter to I .H.C. informing them of this action by the council . Roll call . AYES: Aldermen Horr, Larsen, Carl , Grant, Sarff, Savill , Hammond, Kovachevich. NAYS: None. Motion carried. COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. The contractor on the hud program has planned for several days to be completed and will be at the end of this day. His sub-contractor is still doing some concrete work. Several of the aldermen have gotten calls concerning the oondiii-o,n of IOak Street, the city took action on it immediately. The contractor is paying for a hundred ton of rock, and we will be putting this rock on Oak Street with city workers at no cost to the city, other then their time. The city has had recent water problems, there is two things we have decided to do. 1 . The ditch on 4th avenue will be re-graded, almost the entire ditch, and it will be re-graded on the east side which will eliminate alot of surface water. 2. The old county sewer that lies east of 20th avenue is collapsing in several places. Were going to work with the county and see if they'll go out there with their big machine and make an open ditch out of several feet of crushed pipe. This will help the problem to some extent. It appears that we have several people who are not in the city limits that are hooked into the county sewer which is a storm sewer, sewage is being dumped into it. Cliff is going to make an effort of getting these people disconnected.
