PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Savill , Sarff, Grant, Carl , Larsen, Horr. Absent: Aldermen Kovachevich, Hammond. MINUTES OF SEPTEMBER 7TH, MEETING. Motion by Alderman Grant, second by Alderman Horr the minutes of September 7th meeting be accepted and placed on file. Voice vote, motion carried. BILLS FOR AUGUST. Motion by Alderman Carl , second by Alderman Larsen, all bills properly approved be paid. Roll call . AYES: Aldermen Horr, Larsen, Carl , Grant, Sarff, Savill . NAYS: None. Motion carried. 6 ayes 0 nays 2 absent. COMMITTEE REPORTS: Finance. Council Action Motion by Alderman Horr, second by Alderman Carl all department heads be allowed to attend the Illinois Municipal League Convention, registration to be paid in advance, and each dept. head to return all expense vouchers for payment. Community & Industrial Development. Council Action None. Legal & Ordinance. Council Action None. COMMUNICATIONS FROM CLIFF SAGASER - CITY ENGINEER. On., September 22nd the city will begin to clean the sewer on vine street. City crews have started to repair some of the curbs uptown. M.F.T. work is basically finished, except for 400 tons of hot mix which will be applied to certain areas and rock also. The hud contractor started September 20th doing construction on 6th, 7th and 8th avenue, and demolition of curbs and inlets through the program. COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards appointed Robert Derenzy as Fire Chief. Mayor polled council members and they were in accord. Motion by Alderman Sarff, second by Alderman Carl the appointment be con- firmed. Roll call . AYES: Aldermen Horr, Larsen, Carl , Grant, Sarff, Savill , Mayor Edwards. NAYS: None. Motion carried. 6 ayes 0 nays 2 absent. Mayor Edwards referred the position back to the Finance Committee to determine 303 CONTINUED SEPTEMBER 21ST, 1982 salary and hours to work. Mayor feels he should work the day shift, but wants the committee to talk to Bob about it. Bob Derenzy then took the oath of office. OLD BUSINESS: ORDINANCE - SUBDIVISION OF LAND PLACEMENT OF MOBILE HOMES IN RELATION TO FLOOD HAZARD AREAS. Second reading, read by title. Motion by Alderman Horr, second by Alderman Larsen, the ordinance be placed on its passage. Roll call . AYES: Aldermen Savill , Sarff, Grant, Carl , Larsen, Horr. NAYS: None. Motion carried. 6 ayes 0 nays 2 absent. Ordinance being #948. ORDINANCE - PARTICIPATION UNDER THE ILLINOIS FIRE PROTECTION TRAINING ACT. Second reading, read by title. This ordinance has to do with reimburse- ment to the city when firemen attend school for training. Motion by Alderman Sarff, second by Alderman Savill the ordinance be placed on its passage. Roll call . AYES: Aldermen Horr, Larsen, Carl , Grant, Sarff, Savill . NAYS: None. Motion carried. 6 ayes 0 nays 2 absent. Ordinance being #950. (' NEW BUSINESS: Q ORDINANCE - AMENDING ORDINANCE #333 BY RAISING BASIC SERVICES FOR CABLE Q TELEVISION. First reading, read by title. RESOLUTION - COMMITTING THE CITY OF CANTON TO PARTICIPATE IN THE WESTERN ILLINOIS POLICE TRAINING UNIT. First reading, read by title. Motion by Alderman Sarff, second by Alderman Savill the resolution be adopted. Roll call . AYES: Aldermen Savill , Sarff, Grant, Carl , Larsen, Horr. NAYS: None. Motion carried. 6 ayes 0 nays 2 absent. Resolution being #962. Agreement being #429. ORDINANCE - PROVIDING FOR THE MANNER OF SALE OF CERTAIN REAL PROPERTY OWNED BY THE CITY OF CANTON. First reading, read by title. This ordinance deals with property being purchased by Community Development Department. ORDINANCE - AMENDING TITLE 9, CHAPTER 10, SECTION 2(D) (1 ) RELATING TO THE PARKING OF MOTOR VEHICLES IN THE BUSINESS DISTRICT AND IN THE CITY PARKING LOTS. First reading, read by title. This ordinance changes the time limit. Lengthy discussion. Mayor Edwards does not approve of this time limit and stated that if council passes this ordinance he will use his veto powers. Alderman Horr felt the same way, he would not vote for it. ORDINANCE - AMENDING TITLE 8, CHAPTER 12 BY ADDING THERETO SECTION 4.1 RELATING TO THE CLOSING HOURS OF JONES' PARK. First reading, read by title. ORDINANCE - REMOVING RESTRICTED PARKING ON THIRD AVENUE BETWEEN HOWARD PLACE AND LOCUST STREET. First reading, read by title. ORDINANCE - REMOVING RESTRICTED PARKING FROM THE WEST SIDE OF SOUTH AVENUE B BETWEEN WEST HICKORY STREET AND FULTON PLACE. First reading, read by title. ADJOURNMENT: Motion by Alderman Savill , second by Alderman Sarff, to adjourn. Voice vote, motion carried. Council adjourned at 7:18 P.M. CI CLERK APPROVED. MAYOR
