CONSENT AGENDA APPROVAL OF THE COUNCIL MEETING MINUTES HELD JUNE 2, 2015 ADA CURB RAMP IMPROVEMENTS APPLICATION FOR PAYMENT NO. 2 FROM LAVERDIERE CONSTRUCTION INC IN THE AMOUNT OF $53,988.91. POLICE REPORT FIRE REPORT TREASURER'S REPORT BILL LIST MOTION and second were made by Aldermen Hale/Putrich to approve the consent agenda and place the information on file. FINANCE ALDERMAN JIM NELSON REVIEW OF REVENUES AND EXPENDITURES Alderman Jim Nelson announced that the City will be having an auditing team from Clifton Larson Allen working with the City until the position of comptroller and treasurer is filled. They will give a complete financial report at the next meeting. Department heads and elected officials should continue to keep a close eye on expenditures in the general fund. If you can wait another month for any purchase- it should be done. DISCUSS, CONSIDER AND VOTE ON THE PURCHASE OF A TRANSMISSION IN TOWER/LADDER 1 IN THE AMOUNT OF $11,719.68 FROM INTERSTATE POWER SYSTEMS. The City has experienced problems with the transmission in tower/ladder 1 for the past several months which has caused the tower to be out of service several times. The first estimate was in the amount of$31,608.30. A second opinion was obtained to verify that the problem was the transmission and not a component. After the testing was completed it was verified that the transmission needed to be replaced. A second estimate was obtained from Interstate Power Systems out of Davenport Iowa for $11,719.68. The money for the repairs would come from the vehicle maintenance line item with a balance of $18,729.97. The City would take the vehicle for repairs with a three day turnaround time expected. There will be a two year warranty on the rebuilt transmission. MOTION and second were made by Aldermen Jim Nelson/Lovell to approve purchase of the transmission in tower/ladder 1 in the amount of $11,719.68 from Interstate Power Systems from the vehicle maintenance line item. APPROVAL OF THE SELF CONTAINED BREATHING APPARATUS FOR THE FIRE DEPARTMENT FROM AES FIRE SECURITY. Several months ago the City received a matching grant from FEMA in the amount of $84,075.00. The city would match the grant with an amount of$4,425.00. The grant replaces 15 self contained breathing apparatus, 30 cylinders and 21 face pieces. The bid opening took place on June 11, 2015. The City received two bids. 1. MES bid was in the amount of$91,740.00 2. AEC bid was in the amount of$85,170.00 Fire Chief Shubert recommended approving the low bid from AEC in the amount of$85,170.00. MOTION and second were made by Aldermen Jim Nelson/Hale to approve the purchase from AEC. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST A RESOLUTION APPROVING THE RELEASE OF EXECUTIVE SESSION MINUTES. #5017 The executive session minutes were reviewed by Attorney Rabel, City Clerk Diana Pavley-Rock, Alderman Craig West and City Administrator Jason Strandberg. A list is attached to the resolution identifying the minutes that will be disclosed or remain exempt from disclosure by state statute. Motion and second were made by Aldermen West/Putrich to approve the resolution and place it on file. A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT FOR MAINTENANCE OF MUNICIPAL STREETS BETWEEN THE CITY OF CANTON AND IDOT. #5018 At the last Council meeting the agreement for maintenance of municipal streets between the City of Canton and IDOT was approved. The resolution will be attached to the agreement. Motion and second were made by Aldermen West/Mayhew to approve the resolution and place it on file. COMMUNITY AND INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH SPECIAL EVENT LIQUOR LICENSE REQUEST FOR THE ANNUAL FALL FESTIVAL TO BE HELD AT ST. MARY'S CHURCH IN CANTON ON AUGUST 15, 2015 FROM 5:OOPM TO 11:OOPM. A request for a class F liquor license was submitted by St. Mary's Catholic church for their annual fall festival to be held August 15, 2015 from 5:OOpm-11:OOpm. The event will be held on the grounds of St. Mary's Church as in the past. A certificate of liability insurance has not yet been received. SPECIAL EVENT REQUEST BY CANTON MAIN STREET FOR KIDS FEST TO BE HELD JULY 11 2015 FROM 10:OOAM-1:OOPM A request was submitted by Canton Main Street for the Kids Fest to be held July 11, 2015 from 10:OOam-1:OOpm in Jones Park. The request includes closure of the CEFCU parking lot and the west edge of Jones Park. A certificate of liability insurance was submitted. A REQUEST FROM WHITE OAKS FOR AN EXTENSION OF TIME FOR MUSIC IN THE OUTDOOR BEER GARDEN FOR A SPECIAL EVENT TO BE HELD JULY 18, 2015 AND JULY 25, 2015 A request was submitted by White Oaks for the extension of time allowed for live music in the outdoor beer garden on July 18, 2015 and July 25, 2015. The request is to allow the music until midnight for both dates. Alderman Tad Putrich said the request for the extension is only for one hour. Since this request is for a special event, Alderman Putrich said he would support the request. Chief Rick Nichols explained that if the department receives complaints regarding the music, they will need to cooperate with the police department regarding the noise level. MOTION and second were made by Aldermen Putrich/Jim Nelson to approve the special event request for the extension of time allowed for music in the outdoor beer garden. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JUSTIN NELSON, CHAIRMAN PUBLIC SAFETY&TRAFFIC ALDERWOMAN ANGELA HALE, CHAIRMAN STREETS AND GARBAGE ALDERMAN RYAN MAYHEW, CHAIRMAN CURB RAMP IMPROVEMENTS AT OLIVE AND MAIN STREET The City had a hydrant repair and a water main leak in this location. This area needs curbing at this location. Laverdiere Construction gave a quote on the project in the amount of$5,890.00. This project was identified as one of the areas that need immediate attention. This project was not sent out for bid because Laverdiere is already working on a project on 1st Avenue. Motion and second were made by Aldermen Mayhew/Hale to approve the curb ramp improvements at Olive and Main Street. LAKE, BUILDINGS &GROUNDS ALDERMAN JOHN LOVELL, CHAIRMAN PUBLIC WORKS, WATER&SEWER ALDERMAN GERALD ELLIS, CHAIRMAN (Absent) COMMUNICATIONS FROM MAYOR JEFFREY FRITZ FINANCE DEPARTMENT Mayor Fritz explained that due to the recent resignation of the City Comptroller and the upcoming retirement of the City Treasurer the City has entered into an agreement with Clifton Allen Larson Accounting firm. The two individuals from the accounting firm that will be working for the City introduced themselves to the Council. Dan Bender (Manager in the outsource group) Luann Armstrong (Accountant) will be working in the finance department. Mayor Fritz said the accountants will have "read only rights" for transactions at the banks. VACANCY IN THE TREASURER'S DEPARTMENT Due to the upcoming retirement of the City Treasurer the City will be looking to fill the vacant position. Any resident of the City that is interested in filling the remainder of the term (June 20, 2015-May 2017) can contact the Mayor's office. THE GRAND ILLINOIS TRAILS AND PARK TOUR The City currently has approximately 225 bicyclist in town from the Grand Illinois Trails and Bike Tour. The bicyclist have arrived in Canton from over 18 states. The group will be camping in Big Creek Park. Mayor Fritz extended a special thanks to the Canton Park District, the Chamber of Commerce and Canton Main Street. PROCLAMATION FOR BICYCLE SAFETY WEEK A proclamation was made designating this week (June 14-June 20, 2015) Bicycle Safety Week. CITY CLEAN UP WEEK The City will hold a cleanup week to be held from June 22, 2015-June 27,2015. Monday-Friday will be from 7:30am-5:OOpm and Saturday from 8:OOam to 4:OOpm. Items can be taken to the garbage department facility on West Locust Street. OLD BUSINESS NEW BUSINESS Alderman Tad Putrich said he is getting several phone calls and emails regarding the recent decision to abolish the Cemetery Board. Concerns have been raised by different people that the City is going to use the funds from the Cemetery fund for various City projects. Alderman Putrich said it is in a trust fund. Alderman Putrich said the discussion for the reasons to abolish the cemetery board was held in executive session--- there was a reason the City decided to abolish the board. Mayor Fritz explained that he also has received phone calls regarding the money. The City does not have any intention to use this money in the general fund.
