PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE THE INVOCATION GIVEN BY MAYOR DON EDWARDS . Mayor Edwards asked for roll call at 6 : 30 P . M . Present : Alderman Hammond , Sarff, Grant , Carl , and Horr . Absent : Alderman Kovachevich , and Clarke . MAYOR ' S APPOINTMENT : Mayor Edwards appointed Charles R . Savill as 2nd Ward Alderman to replace Greg Selfridge . Motion by Alderman Carl , second by Alderman Horr, Charles R. Savill be appointed alderman in Ward 2 . Roll call . AYES : Alderman Horr , Carl , Grant, Sarff, and Hammond . NAYS : None. Motion carried . 5 ayes 0 nays 2 absent 1 resigned . MINUTES OF MARCH 2ND MEETIING . Motion by Alderman Grant , second by Alderman Sarff, if there are no corrections or amendments , the minutes of the March 2nd meeting be accepted and placed on file . Voice vote , motion carried . BILLS FOR FEBRUARY . Motion by Alderman Hammond , second by Alderman Sarff all bills properly received be paid . Discussion . Alderman Hammond questioned a large C. I . P . S . bill which was explained by City Treasurer Pat Wright . Alderman Carl requested the motion be amended to include excluding the water tower paint bill . Discussion . Motion is to stay as stated . Roll call . AYES : Alderman Hammond , Savill , Sarff, Grant , Carl , and Horr. NAYS : None . Motion carried . 6 ayes , O nays 2 absent. COMMITTEE REPORTS : Finance . Council Action None . Negotiations , Grievances & Personnel . Council Action . Motion by Alderman Carl , second by Alderman Hammond the contract with Mr. Hillyer for janitorial services be terminated effective March 31st, 1982 . Roll call . AYES : Alderman Horr , Carl , Grant , Sarff , Savill , and Hammond . NAYS :; None . Motion carried . 6 ayes 0 nays 2 absent. Alderman Carl requested to add to the executive session , the replacement of the !taste !Dater Superintendent. Community & Industrial Development. Bob Reed requested the subject be brought up during executive session . REPORT FROM CLIFF SAGASER - CITY ENGINEER . The contractor we have employed to install the concrete grout under the intake tower at the lake informed Cliff that they would definitely be in Canton tomorrow morning . COMMUNICATIONS FROM MAYOR EDWARDS . Mayor Edwards welcomed and recognized the Lightweight State Championship basketball team from Ingersoll School , the cheerleaders and their coaches , Bob Bennett and B . J . McCullum. The coaches , team members , cheerleaders and their parents were present at the meeting . CONTINUED MARCH 17TH , 1982 231 Mayor Edwards announced that he would be going to a Tax Increment Seminar April 14th in Springfield . He suggested that the City Treasurer and City Attorney might also like to go . Motion by Alderman Carl , second by Alderman Savill that all those that care to go to the Tax Increment Seminar April 14th , in Springfield be allowed to go at a cost of $25 . 00 per person . Roll call . AYES : Alderman Hammond , Savill , Sarff , Grant , Carl and Horr . NAYS : None . 6 ayes 0 nays 2 absent . Mayor Edwards discussed a new program being sponsored , called Illinois Incorporated . It involves city , state and private enterprise joining together to advertise Illinois to brinn new industry, new business and new people to Illinois . Mayor Edwards is planning a joint meeting with the City Council , a member of the Chamber of Commerce and a representa- tive of Illinois Incorporated . A commitment has been signed by the mayor, stating that the City of Canton would participate . RAILROAD CROSSINGS . Cliff Sagaser , City Engineer does not recommend they close the crossings at Ave . D. Second Ave . and Fourth Ave . by T. P . & W . , and the Birch St . crossing by Burlington . The council should be aware that if we don ' t Q allow them to close any, there could be costs involved to the Q city of approximately 10 to 20% of the improvements of each crossing that they did make . This was followed by lengthy discussion . Mayor Edwards feels that the city should inform both railroads , TP & W and Burlington Northern , whether the city will support their proposal or not support it . Motion by Alderman Horr not to agree to closings of railroad crossings . Motion revised by Alderman Carl stating that we strongly object to the crossinns , second by Alderman Hammond . Voice vote , motion carried . Letters to be sent to the railroads , along with copies of petitions and copies of the minutes of the meeting that the public was invited to speak , informing them of this motion . OLD BUSINESS : ORDINANCE - AMENDING TITLE 8, CHAPTER 10 BY REPEALING TITLE 8 , CHAPTER 10 BY ADOPTING TITLE 8 , CHAPTER 10 OF THE CITY CODE ON WATER & SEWER RATES . Second reading , read by title . Motion by Alderman Sarff , second by Alderman Carl , the ordinance be placed on its passage . City Attorney Jim Malmgren asked the council to amend a portion of the ordinance located on the second page , 13th line from the top of the page . The language to be deleted reads as follows : a fee of $25 . 00 payable in advance shall be charged for commercial and multiple family construction . The City Attorney proposed that that language be deleted and in its place , following the comma after the word meter , insert the language ; charges , therefore shall be in accordance with Section 16 of this chapter . Motion by Alderman Carl , second by Alderman Hammond to approve the amendment . Voice vote , motion carried . Motion by Alderman Carl , second by Alderman Hammond , the amended ordinance be placed on its passage . Roll call . AYES : Alderman Carl , Grant , Sarff, Savill and Hammond . NAYS : Alderman Horr . Motion Carried . 5 ayes 1 nay 2 absent. Ordinance being #923 . RESOLUTION - COMMITTING CERTAIN CITY EMPLOYEES TO INVOLUNTARY EMPLOYER PAID CONTRIBUTIONS TO THE ILLINOIS MUNICIPAL RETIRE- MENT FUND. Second reading , read by title . Motion by Alderman Sarff, second by Alderman Horr the ordinance be placed on its passage. Discussion . Roll call . AYES : Alderman Horr, Carl , Grant , Sarff, Savill , and Hammond . NAYS : None . Motion carried . 6 ayes 0 nays 2 absent. Rr_S0L(, TI0)4 being #924 . 232 CONTINUED MARCH 17TH , 1982 NE14 BUSINESS : RESOLUTION - COMMITTING THE CITY OF CANTON , FULTON COUNTY , ILLINOIS TO PARTICIPATION IN THE ILLINOIS DEPARTMENT OF COMMERCE AND COMMUNITY AFFAIRS " LOCAL GOVERNMENT FINANCIAL HEALTH PROGRAM" . First reading , read by title. City Attorney Jim Malmgren explained that the program is absolutely free and is financed by the State of Illinois . The purpose of the program is to review the city ' s financial situation and recommend areas of improvements . Motion by Alderman Hammond, second by Alderman Sarff the resolution be placed on its passage . Roll call . AYES : Alderman Hammond , Savill , Sarff, Grant , Carl and Horr. NAYS : None. Motion carried . 6 ayes 0 nays 2 absent. Resolution being #931 . EXECUTIVE SESSION . Motion by Alderman Hammond , second by Alderman Sarff to enter into Executive Session for the purpose of discussing " Possible or Foreseeable Litigation" , Waste Water Treatment Superintendent , and Community Development Land Aquisitions . Roll call . AYES : Alderman Horr, Carl , Grant , Sarff, Savill , and Hammond . NAYS : None . Motion carried . 6 ayes 0 nays 2 absent . Council Adjourned into Executive Session at 7 : 32 P . M. Council reconvened into open session at 9 : 15 P . M. Motion by Alderman Hammond , second by Alderman Sarff to direct Community Development Director Bob Reed to proceed with the development of the State of Illinois Community Development Assistance Proqram. Voice vote , motion carried . Motion by Alderman Carl , second by Alderman Horr to authorize the mayor to appoint Larry Dutton to temporary Waste Water Treatment Superintendent with salary set at $24 , 500 and to be raised to $26 , 180 at the time of his permanent appointment. Roll call . AYES : Alderman Hammond , Savill , Sarff, Grant , Carl , and Horr . NAYS : None . Motion carried . 6 ayes 0 nays 2 absent . Mayor Edwards informed Alderman Savill that he will assume the responsibilities of committee appointments of former Alderman Selfridge until May 1st , 1982 at which time he will be reappointed . Alderman Savill becomes chairman of Streets & Garbage . ADJOURNMENT . Motion by Alderman Hammond , second by Alderman Sarff the meeting be adjourned . Voice vote , motion carried . Meetinq adjourned a 9 : 22 P . M. Minutes of the Executive Session are on file in the office of the City Clerk.
