PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY MAYOR DONALD EDWARDS. Mayor Edwards asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich, Hammond, Selfridge, Carl , Clarke, Horr. Absent: Alder- man Grant. Alderman Grant arrived at council chambers at 6:32 P.M. MINUTES OF OCTOBER 20TH, MEETING. Motion by Alderman Selfridge, second by Alderman Hammond, the minutes be approved and placed on file. Voice vote, motion carried. MAYOR'S APPOINTMENT. Motion by Alderman Kovachevich, second by Alderman Carl to adjourn for an executive session. Voice vote, motion carried. Council adjourned at 6:35 P.M. for an executive session. Those minutes are on file in thib office of the City Clerk. Council reconvened in open session at 6:50 P.M. Mayor Edwards recommended the appointment of Larry Sarff for alderman of the second ward to replace Francis Mazza who resigned, effective October 31st, 1981 , Mr. .Sarff will serve until April 1983. Motion by Alderman Kovachevich, second by Alderman Selfridge, the appoint- ment be confirmed. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Selfridge, Hammond, Kovachevich, Mayor Edwards. NAYS: None. Motion carried. Alderman Larry Sarff was thOn sworned in by the City Clerk and then officially took his seat as Alderman second ward. COMMITTEE REPORTS: Public Safety & Traffic. Council Action Motion by Alderman Horr, second by Alderman Selfridge, that the fire dept. be allowed to purchase two coats and five pairs of boots. Roll call . AYES: Aldermen Kovachevich, Hammond, Selfridge, Sarff, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. Street & Garbage. Council Action None. Lake, Buildings & Grounds. Council Action None. Public Works, Water & Sewer. Council Action None. City Attorney Jim Malmgren discussed the court case of Hickey vs. City of Canton. Several meetings ago the City Council authorized the City Attorney to contact the legal counsel in Peoria and authorized and out of court settlement not to exceed approximately $500.00. Today he has received a letter from our counsel and they have reached and out of court settlement for both the City of Peoria and the City of Canton, and each would pay $375.00 additional for a total amount of $750.00. Motion by Alderman Hammond, second by Alderman Kovachevich, the expenditure be allowed. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Sarff, Selfridge, Hammond, Kovachevich. NAYS: None. Motion carried. 183 Continued November 4th, 1981 LETTER FROM PLANNING AND ZONING COMMISSION. Mayor Edwards stated that the Planning & Zoning Commission has appointed a committee to recommend and study the need for updating the comprehensive plan. They are wanting some direction from the city council . Mayor Edwards suggested that this be sent to the Legal & Ordinance Committee. Motion by Alderman Selfridge, second by Alderman Clarke, the letter from Planning & Zoning Commission be sent to Legal & Ordinance Committee. Voice vote, motion carried. COMMUNICATIONS FROM MAYOR EDWARDS. Clifton & Gunderson auditors for the City met with the Mayor, City Clerk, City Treasurer, City Engineer, City Attorney, and they the auditors are recommending that we up date our bookkeeping system. Mayor Edwards has asked them to present a proposal of cost for the Finance Committee. OLD BUSINESS: ORDINANCE - REZONING PROPERTY KNOWN AS FAIRVIEW HEIGHTS. Second reading, read by title. Motion by Alderman Clarke, second by Alderman Grant the ordinance be placed on its passage. Roll call . AYES: Aldermen Kovache- vich, Hammond, Selfridge, Sarff, Grant, Carl , Clarke, Horr. Motion by Alderman Kovachevich, second by Clarke, the ordinance be placed on its passage. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Sarff, Selfridge, Hammond, Kovachevich. NAYS: None, Motion carried. 8 ayes 0 nays 0 absent. Ordinance being #901 . ORDINANCE - PROHIBITING PARKING ON THE NORTH SIDE OF BIRCH STREET BETWEEN 4TH AVENUE AND A POINT EASTERLY. Second reading, read by title. Petitions were given to the City Clerk from Mr. Ronketto against the ordinance on Walnut Street, and Alderman Hammond had a petition from a resident on Custer against the ordinance on Custer. Motion by Alderman Carl , second by Alderman Kovachevich, the ordinance be sent to Public Safety,& Traffic Committee.Voice vote, motion carried. ORDINANCE - PROHIBITING PARKING ON 4TH AVENUE BETWEEN BIRCH STREET AND A POINT NORTHERLY. Second reading, read by title. Motion by Alderman Carl , second by Alderman Kovachevich, the ordinance be sent to Public Safety & Traffic Committee. Voice vote, motion carried. ORDINANCE - PROHIBITING PARKING ON WALNUT STREET BETWEEN 5TH AVENUE AND 11TH AVENUE. Second reading, read by title. Motion by Alderman Carl , second by Alderman Kovachevich, the ordinance be sent to Public Safety & Traffic Committee. Voice vote, motion carried. ORDINANCE - PROHIBITING PARKING ON 5TH AVENUE BETWEEN LOCUST STREET AND ASH STREET. Second reading, read by title. Motion by Alderman Carl , second by Alderman Kovachevich, the ordinance be sent to Public Safety & Traffic Committee. Voice vote, motion carried. ORDINANCE - PROHIBITING PARKING ON THE SOUTH SIDE OF BIRCH STREET BETWEEN 4TH AVENUE AND 5TH AVENUE. Second reading, read by title. ORDINANCE - PROHIBITING PARKING ON THE EAST SIDE OF 11TH AVENUE BETWEEN CHESTNUT STREET AND ASH STREET. Second reading, read by title. Motion by Alderman Carl , second by Alderman Kovachevich, the ordinance be sent to the Public Safety & Traffic Committee. Voice vote, motion carried. ORDINANCE - PROHIBITING PARKING ON THE NORTH SIDE OF CUSTER PLACE BETWEEN 5TH AVENUE AND 9TH AVENUE. Second reading, read by title. Motion by 184 Continued November 4th, 1981 Alderman Carl , second by Alderman Kovachevich, the ordinance be sent to Public Safety & Traffic Committee. Voice vote, motion carried. NEW BUSINESS: RESOLUTION - FOR ADDITIONAL STREET LIGHTING. First reading, read by title. Motion by Alderman Grant, second by Alderman Hammond the reso- lution be adopted. Roll call . AYES: Aldermen Kovachevich, Hammond, Selfridge, Sarff, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. 8 ayes 0 nays 0 absent. Resolution being #911 . RESOLUTION -ABATING THE IMPOSITION OF CERTAIN TAXES #508. First reading, read by title. The City Attorney Jim Malmgren reported that the next resolution and this one are done annually if we have the funds, and they are to abate the imposition of taxes to pay off the sewer bonds which were issued by Ordinance # 508, and #426. Motion by Alderman Kovachevich, second by Alderman Hammond, the resolution be adopted. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Sarff, Selfridge, Hammond, Kovachevich. NAYS: None. Motion carried. 8 ayes 0 nays 0 absent. Resolution being # 912. RESOLUTION - ABATING THE IMPOSITION OF CERTAIN TAXES #426. First reading, read by title. Motion by Alderman Carl , second by Alderman Hammond the resolution be adopted. Roll call . AYES: Aldermen Kovachevich, Hammond, Selfridge, Sarff, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. Resolution being #913. 8 ayes 0 nays 0 absent. BIDS - BULK LIME STORAGE BIN AND SLAKING SYSTEM. Motion by Alderman Clarke, second by Alderman Grant the bids be opened. Voice vote, motion carried. Bidders: State Mechanical Inc. $129,271 .00; Herrin Construction $103,400.00; General Piping Corporation $104,696.00. Motion by Alderman Selfridge, second by Alderman Clarke, the bids be referred to Public Works, Water & Sewer Committee. Discussion. Crawford Murphy & Tilly will be making the recommendations to the committee and the committee will then review and recommend to council . Voice vote, motion carried. RESOLUTION - RESCINDING RESOLUTION #909 AND AGREEMENT #415 WITH LOCAL NO. 1372, AMERICAN FEDERATION STATE, COUNTY AND MUNICIPAL EMPLOYEES. First reading, read in its entirety. Motion by Alderman Carl , second by Alder- man Clarke, the resolution be adopted. Discussion. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Sarff, Selfridge, Hammond, Kovachevich. NAYS: None. Motion carried. 8 ayes 0 nays 0 absent. Resolution being #914. Public Safety & Traffic Committee will be meeting on November 19th, at 6:30.
