PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY CITY CLERK NANCY WHITES. Mayor Edwards asked for roll call at 6:30 P.M. Present. Aldermen Kovache- vich, Hammond, Grant, Carl , Clarke, Horr. Absent: Alderman Selfridge, Mazza. MINUTES OF OCTOBER 6TH, 1981 MEETING. Motion by Aldreman Grant, second by Alderman Hammond, the minutes of October 6th meeting be accepted and placed on file. Voice vote, motion carried. BILLS FOR SEPTEMBER. Motion by Alderman Carl , second by Alderman Kovachevich, the bills for September be paid. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Hammond, Kovachevich. NAYS: None. Motion carried. 6 ayes 0 nays 2 absent. Alderman Mazza arrived at the council meeting at 6:35 P.M. �. COMMITTEE REPORTS: Finance. Council Action Q Motion by Alderman Kovachevich, second by Alderman Hammond, that the City Q re-advertise for tree trimming and bids be returned by the November 4th council meeting. Discussion. Bids were received on October 6th and the committee decided to rebid for tree trimming and not stump removal . Voice vote, motion carried. Motion by Alderman Kovachevich, second by Alderman Mazza to accept the low bid of Cargill Salt at the amount of $19.84 per ton. Roll call . AYES: Aldermen Kovachevich, Hammond, Mazza, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. 7 ayes 0 nays 1 absent. Negotiations, Grievance and Personnel . Council Action None. Informational : The commitee had a correspondence from Local #1372 and had one major problem that has been corrected and the committee will be meeting with them very soon. Motion by Alderman Mazza, second by Alderman Kovachevich, that the City level off where the ramp use to be for the police department on Pine Street. Dis- cussion. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Mazza, Ham- mond, Kovachevich. NAYS: None. Motion carried. 7 ayes 0 nays 1 absent. MAYOR'S APPOINTMENTS. Motion by Alderman Grant, second by Alderman Carl , the appointment to the Citizen 's Advisory Committee of C.W. Phillips to replace Paul Sonneman and the appointment of Herb Kamlager and Walter Hauber to serve on the committee be confirmed. Voice vote, motion carried. Motion by Alderman Grant, second by Alderman Carl , the appointment to the Zoning Board of Appeals of Lyle Curtis to replace Jack Walker be confirmed. Voice vote, motion carried. 1'78 Continued October 20th, 1981 Motion by Alderman Horr, second by Alderman Kovachevich, the appoint- ment of Verla Farr to the Fulton County Safety Council be confirmed. Voice vote, motion carried. COMMUNICATIONS FROM MAYOR EDWARDS. Mayor Edwards would like to stress the need for microfilming the city's records. He would like to see this become a reality sometime after the first part of next year. Mayor Edwards is recommending that the city pursue this. Mayor Edwards received a letter from the Fire and Police Commission asking permission to hire Kayma Duncan, to take minutes at $5.00 per hour. Motion by Alderman Carl , second by Alderman Hammond, that the commission be allowed to hire Kayma Duncan at a salary of $5.00 per hour. Roll call . AYES: Aldermen Kovachevich, Hammond, Mazza, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. 7 ayes 0 nays 1 absent. Were getting down to the deadline on using our money from Hud Block Grant on a building inspector. Alderman Carl reported that he had checked with seven city's in comparable size to Canton, and they did not have one, and recommended that we don't hire one. Also, three local contractors encouraged us not to hire one; reason being - the bonding company requires professionals and the contractors would not like for us to relieve them of that responsibility. Lengthy discussion. Mayor Edwards referred this to the Negotiations, Personnel & Grievance Committee. The next council meeting will be November 4th as of November 3rd is an election day. OLD BUSINESS: ORDINANCE - REGULATING ENCROACHMENT ON PUBLIC RIGHT-OF-WAY. Second reading, read by title. Motion by Alderman Horr, second by Alderman Grant, the ordinance be placed on its passage. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Mazza, Hammond, Kovachevich. NAYS: None. Motion carried. 7 ayes 0 nays 1 absent. Ordinance being #899. RESOLUTION - APPROVING AND AUTHORIZING THE PURCHASE OF A USED FIRE TRUCK. Second reading, read by title and dollar amount. Motion by Alderman Mazza, second by Alderman Kovachevich, the resolution be approved. Discussion. Roll call . AYES: Aldermen Kovachevich, Hammond, Mazza, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. 7 ayes 0 nays 1 absent. Resolution being #917. Motion by Alderman Kovachevich, second by Alderman Hammond the purchase of the used fire truck be paid from Revenue Sharing this year in the amount of $5,000.00 and in the next two years equal amounts of $15,500.00 to be paid from Revenue Sharing; and the repairs on the fire truck to be paid out of Revenue Sharing this year in the amount of $5,000.00 and the balance paid from the general fund and reimbursed in January from the Revenue Sharing Fund. NEW BUSINESS: COMMUNICATIONS FROM JIM MALMGREN CITY ATTORNEY - CONCERNING FIRE AND POLICE TESTING. THE Fire & Police Commission have adjpted new rules, which is effective on November 1st, 1981 . Jim Malmgren City Attorney reported that the problem right now is the physical agility testing and the written test. We have two ways to go, the city can either hire outside people to give the physical agility test, or the city can hire a firm from Cedar Rapids, Iowa which will send the material thru the mail and we can give the physical agility test ourselves. This latter method has been enforced in the previous years. Motion by Alderman Carl , second by Alderman Horr, the approval of the ex- penditure for the material be allowed and the city to do its own physical agility testing for the police department.
