PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN BY MAYOR EDWARDS. Mayor Edwards asked for roll call at 6:30 P.M. Present. Aldermen Kov, achevich, Hammond, Mazza, Grant, Carl , Clarke, Horr. Absent. Alderman Selfridge. MINUTES OF JULY 21ST MEETING. Motion by Alderman Grant, second by Alderman Clarke, the minutes of July 21st meeting be approved and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Negotiations, Grievances & Personnel . Council Action. None. Public Safety & Traffic. Council Action. None. Streets & Garbage Council Action. None. Lake, Building & Grounds Council Action None. Public Works, Water & Sewer Council Aciton. Motion by Alderman Mazza, second by Alderman Grant, the ordinance AMENDING TITLE 8, CHAPTER 10, SECTION 9 CONCERNING DISCONTINUANCE OF WATER AND SEWER SERVICE be placed on the agenda. Discussion. Voice vote, motion carried. Second reading, read by title. Motion by Alderman Mazza, second by Alderman Carl , the ordinance be placed on its passage. Roll call . AYES: Aldermen Horr, Clarke, Carl , Grant, Mazza, Hammond, Kovachevich. NAYS: None. Motion carried. 7 ayes 0 nays 1 absent. Ordinance being #893. Budget Meeting. Council Action None. No report CITY PARKING LOT -CANTON YOUTH. Mayor Edwards reported that he would like to release the police restrictions in the J. C. Penny Parking Lot, on a day to day basis and the first time the police dept. feels were being taken advantage of, to have them enforce it. Mayor Edwards stated that they should conduct their selfs in a lady and gentlemen manner, and must pick up all refuse. They may gather after the hours of 8:00 P.M. OLD BUSINESS: Motion by Alderman Clarke, second by Alderman Mazza, the bill of the former City Attorney John McCarthy, in the amount of $5,375.00 be paid out of Community & Industrial Development Discretionary Funds. Roll call . AYES: Aldermen Kovachevich, Hammond, Grant, Carl , Clarke, Horr. NAYS. None. Motion carried. 7 ayes 0 nays 1 absent. Alderman Carl brought up the eleven trees that was designated and beipaid out of Tax Increment at a cost of $110.00 a tree. This was referred to the Building & Grounds Committee. NEW BUSINESS: 155 Continued August 4th, 1981 RESOLUTION - APPROVING THE PURCHASE OF A PICKUP TRUCK. First reading, read in its entirety. Motion by Alderman Mazza second by Alderman Hammond the resolution be adopted. Discussion. Mayor Edwards stated that he preferred the bidding process, but would sign the resolution if council passes it. Alderman Carl was opposed to the resolution, as his committee at the time the truck was first mentioned, decided that the City could not afford it, nor was the need that great. Roll call . AYES: Aldermen Mazza, Hammond. NAYS: Aldermen Horr, Clarke, Carl , Grant, Kovachevich. Motion defeated. 2 ayes 5 nays 1 absent. Mayor Edwards referred the resolution back to the committee for further study. RESOLUTION - APPROVING A WAIVER OF SEPTIC TANK SETBACK. First reading, read by title. Motion by Alderman Carl , second by Alderman Horr the resolution be adopted. Discussion. Voice vote, motion carried. Resolu- tion being #900. ORDINANCE - VACATING ONE HUNDRED FIFTY FEET OF AN ALLEY RUNNING EASTERLY FROM AVENUE H. First reading, read by title only. This ordinance was (� ordinally 200 feet and now has been amended to 150 feet, it is the suggestion Q of the City Attorney Jim Malmgren that it be handled as a new ordinance. Q RESOLUTION - APPROVING THE PURCHASE OF A MARKED POLICE CAR FOR THE POLICE DEPARTMENT. First reading, read by title. Mayor Edwards felt more comfortable with this resolution as the purchase was under the state purchase plan. Motion by Alderman Grant, second by Alderman Kovachevich, the resolution be adopted. Discussion. Funds to come from Revenue Sharing. Roll call . AYES: Aldermen Kovachevich, Hammond, Mazza, Grant, Carl , Clarke, Horr. NAYS: None. Motion carried. 7 ayes 0 nays 1 absent.
