HomeMy WebLinkAbout03-03-1981 Council Meeting Minutes 100 A regular meeting of the Canton City Council was held on March 3rd, 1981 in Council Chambers. PLEDGE CF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY THE CITY CLERK NANCY WHITES. Due to the absence of Mayor Crouch the City Clerk opened the meeting for nomination of a chairman for tonight's meeting. Motion by Ald- erman Horr, second by Alderman Motsinger that Melba Churchill chair tonight's meeting. Motion by Alderman Carl, second by Alderman Grant that nominations be closed. Voice vote. l'btion carried. Voice vote, motion carried on the nomination of Melba Churchill for chairman. Chairman Churchill asked for roll call at 6:30 P.M. Present: Alder- men Williams, Mazza, Selfridge, Carl, Grant, Horr, Clarke, Danner, Motsinger, Churchill. Absent: Alderman Kovachevich. MINUTES OF FEBRUARY 17TH. Motion by Alderman Grant, second by Alder- man Harr, the minutes of February 17th be accepted and placed on file. Discussion. Voice vote, motion carried. COMMITTEE REPORTS: Street & Traffic Council Action. None. Informational: The committee has asked the City Attorney to draw up a resolution for street lights at the Police and Fire Station and the Rushford Building. Legal & Ordinance Council Action. None. Alderman [,,Tilliams asked if the City is ready to negotiate with the three union contracts? John McCarthy stated that the Fire department has requested negotiations and yesterday a letter was received from Local #1372 Public Works, and we assume the Police Department request will be forth coming. OLD BUSINESS: ORDINANCE - REPEALING ORDINANCE NO. 863 CONCERNING A BUS STOP ON V7FST PINE AND PARKING ON WEST PINE STREET FOR SAID BUS STOP. Second reading, read by title only. Motion by Alderman Williams, second by Alderman Carl, the ordinance be placed an its passage. Discussion. Roll call. AYES: Aldermen Churchill, Motsinger, Danner, Clarke, Horr, Grant, Carl, Selfridge, Mazza, Williams. NAYS: None. Motion carried. 10 ayes 0 nays 1 absent. Ordinance being #874. NEW BUSINESS: BIDS - STREET SIGNS - (257) . Motion by Alderman Williams, second by Alderman Motsinger the bids be opened. Voice vote, motion carried. Bidders Are: Tapsco, total bid $7,054.65; Gopher, total bid $7,375.90; Decker Sign Co, total bid $6,851.62. Motion by Alderman Selfridge, second by Alderman Clarke the bids be referred to Street & Traffic committee for review and report back to council. Voice vote, motion carried. 101 Continued March 3rd, 1981 TRAVEL GUIDELINES. These have been reviewed twice by the Finance & Personnel canmittee reported Alderman Mazza. And have been presented to each council member prior to the last meeting, for their review and consideration. Alderman Mazza stated that he had not received any com- ments from council members. Motion by Alderman Mazza, second by Alderman Grant, the travel guidelines be adopted. Discussion. Copies of these guidelines will be given to each department head. Voice vote, motion carried. Agreement being # 402. RESOLUTION - ESTABLISHING THE COST-OF-LIVING. First reading, read by title only. Motion by Alderman Danner, second by Alderman Clarke, the resolution be adopted. Discussion. Roll call. AYES: Aldermen Williams, Mazza, Selfridge, Carl, Grant, Horr, Clarke, Danner, Motsinger, Churchill. NAYS: None. Motion carried. 10 ayes 0 nays 1 absent. Resolution being #872. ORDINANCE - AMENDING CERTAIN SECTIONS OF TITLE 8, CHAPTER 6, CONCERNING GRADES. First reading, read by title only. Discussion. ORDINANCE - AMENDING CERTAIN SECTIONS OF TITLE 8, CHAPTER 10 CONCERNING Q WATER AND SEWER AND RATES AND REPEALING CERTAIN SECTIONS OF TITLE 8, CHAPTER Q 10 CONCERNING THE WATER AND SEWER SYSTII`I AND RATES. First reading, read by title only. Discussion. CONTRACT - WALLACE & TIERNAN CATHODIC PROTECTION SERVICE. Motion by Alder- man Danner, second by Alderman Horr, that the City enter into this agree- ment. Discussion. Roll call. AYES: Aldermen Churchill, Motsinger, Danner, Clarke, Horr, Grant, Carl, Selfridge, Mazza, Williams, NAYS: None. Motion carried. 10 ayes 0 nays 1 absent. Contract being # 401. AGMMM - DEPARTMENT OF 'TRANSPORTATION 1ST AND LOCUST & MFT RESOLUTION. Motion by Alderman Carl, second by Aldenran Clarke, that we enter into this agreement. Discussion. The M.F.T. Resolution does not have to be paid out of motor fuel tax fiords stated John McCarthy. Lenghty discussion. Roll call. AYES: Aldermen Williams, Selfridge, Carl, Grant, Horr, Clarke, Darner, Nbt- singer, Churchill. NAYS: Alderman Mazza. Motion carried. 9 ayes 1 nay 1 absent. Agreement being JX03. Motiob by Alderman Danner, second by Alder- man Williams, the resolution be approved. Discussion. Roll call. AYES: Aldermen Churchill, Pbtsinger, Danner, Clarke, Horr, Grant, Carl, Selfridge, Williams. NAYS: Alderman Mazza. Motion carried. 9 ayes 1 nay 1 absent. Resolution being #873. Alderman Motsinger asked about the status of the police cars, Chief M6tteck stated that two new cars have not arrived but are due anytime. Had to retire another car that had 103,000 miles on it and would take over $900.00 to fix it. This makes two cars that have been taken out of service in the last few weeks. Alderman Williams asked about the status of the Fire & Police Con nission having a eligibility list? John McCarthy stated they had revised the rules and are ready for the commission to adopt them.
