PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. Mayor Crouch asked for roll call at 6:30 P! M. Present. Aldermen Kovachevich, Williams, Mazza, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Churchill . Absent: None. MINUTES OF JANUARY 6TH MEETING. Motion by Alderman Motsinger, second by Alderman Grant, the minutes of January 6th meeting be accepted and placed on file. Voice vote, motion carried. BILLS FOR DECEMBER. Motion by Alderman Mazza, second by Alderman Selfridge, the bills for December be paid. Roll call . AYES: Aldermen Churchill , Mot- singer, Danner, Clarke, Horr, Grant, Carl , Selfridge, Mazza, Williams, Kovache- vich. NAYS: None. Motion carried. 11 ayes 0 nays 0 absent. COMMITTEE REPORTS: Public Safety & Protection. Council Action. None. Public Works & Buildings. Council Action. Motion by Alderman Selfridge, second by Alderman Kovachevich, the bid of Poke Kinsel in the amount of $11 ,900.00 for the demolition of the police, fire and gar hall be approved. Discussion. Alderman Mazza reported that several calls were made to him about saving some of the historical artifacts, and use them for a memorial . Alderman Carl ask if Tax Increment monies were available for the payment of demolition? Mayor Crouch stated that there are no Tax Incre- ment money available at this time. Mayor Crouch stated that there are no monies coming in from Tax Increment that have been appropriated for that use. It was our intention that we would be issuing bonds, for that reason, no appropriation was made for the expenditure of those funds. That can be resolved and Mayor Crouch hopes to have a proposal on that issue at the next council meeting. Motion to amend by Alderman Danner, second by Alderman Mazza , that two columns two eagles, and the mantle be salvaged. Discussion. Several aldermen ques- tioned whether or not the contractor would be willing to salvage those items at the amount that he bid. Alderman Grant asked if the items that were in the Gar Hall had been removed? Mayor Crouch reported that they had been removed for safe keeping. And that there was never any questions as to who own those artifacts, they are the right of the Womens Relief Corp. The motion of Alderman Danner and the second by Alderman Mazza are withdrawn. Motion by Alderman Carl , second by Alderman Mazza to amend and instruct the Public Works & Buildings committee and the Mayor to negotiate with the con-. tractor for removal of the two columns, mantle and two eagles. Discussion. Voice vote, motion carried. Motion carried. 10 ayes 1 nay 0 absent. The Mayor and the committee have met with Mr. Kinsel and he has agreed to extract the two columns, two eagles and mantle for $400.00. Discussion. Motion by Aldermam Williams, second by Alderman Mazza the mayor be directed to enter into an agreement for removal of same. Roll call . AYES: Aldre- men Williams, Mazza, Selfridge, Carl , Grant, Horr, Clarke, Danner. NAYS: Aldermen Kovachevich, Motsinger, Churchill . Informational : Discussed a proposed travel expense guidelines,, and hope to have it by there next meeting and will bring to council . Approved Howard Dye and Rodney Hamilton attending a Fire Safety School with 50% reimbursed. MAYOR'S REPORT. Mayor Crouch had sent a copy of a resume from the Search Committee for a Police Chief. The recommendation was an unanimous support from the search committee. Mayor Crouch then appointed Robert Molleck Chief of Police at a salary of $26,000.00. Motion by Alderman Mazza, second by Alderman Churchill the appointment be con- firmed. Discussion. Alderman Williams asked that council be recessed so he d' could talk to Mr. Molleck. Mayor Crouch recessed the council meeting at 7:05 P.M. for those who are desirous of talking to Mr. Molleck. Q Council reconvened at 7:24 P.M. Roll call . AYES: Aldermen Churchill , Mot- singer, Danner, Clarke, Grant, Carl , Selfridge, Mazza. Williams, Kovachevich. NAYS: Alderman Horr. Motion carried. 10 ayes 1 nay 0 absent. Mr. Molleck will begin on February 16th as Canton's Chief of Police. OLD BUSINESS: ORDINANCE - PROVIDING FOR A BUS STOP ON WEST PINE AND PROHIBITING PARKING ON WEST PINE FOR SAID BUS STOP. Second reading, read by title only. Motion by Alderman Danner, second by Alderman Clarke, the ordinance be placed on its passage. Roll call . Motion ORDINANCE - AMENDING TITLE 8 CHAPTER 10, SECTION 8 CONCERNING THE DEPOSIT REQUIRED FOR WATER AND REPEALING TITLE 8, CHAPTER 10, SECTION 27 CONCERNING THE PROPERTY OWNERS RESPONSIBILITY FOR WATER RENTS. Second reading, read by title only. Motion by Alderman Churchill , second by Alderman Selfridge, the ordinance be placed on its passage. Roll call . ORDINANCE - AMENDING CERTAIN SECTIONS OF TITLE 8, CHAPTER 1 CONCERNING PUBLIC WORKS ADMINSTRATION. Second reading, read by title only. Motion by Alderman Clarke, second by Alderman Motsinger, the ordinance be placed upon its passage. Discussion. Alderman Williams felt that the street superintendent should not be responsible to the City Engineer. Lengthy discussion. Roll call . AYES: Alderman Mazza, Selfridge, Carl , Grant, Clarke, Danner, Motsinger, Churchill . NAYS: Aldermen Kovachevich, Williams, Horr. Motion carried. 8 ayes 3 nays 0 absent. Ordinance being #865. NEW BUSINESS: ORDINANCE - PROHIBITING PARKING FOR MORE THAN TWO HOURS ON THE EAST SIDE OF NORTH SECOND AVENUE, BETWEEN EAST ELM STREET AND EAST CHESTNUT. First reading, read by title only. Motion by Alderman CArl , second by Alderman Chruchill , to suspend the rules. Voice vote, motion carried. Two nays heard. Motion by Alderman Carl , second by Alderman Grant the ordinance be placed on its passage. Discussion. Alderman Williams hopes this will leviate a problem, and the only way to do that it to enforce the ordinance. Discussion. Roll call .
