PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY NANCY WHITES CITY CLERK. It was noted by the City Clerk that since the next Council meeting i_s on an election day it will be held on Wednesday November 5th.. The floor was opened for nomination for a chairman for toni.ghts meeting.. Motion by Alderman Churchill , second by Alderman Motsinger the nomination of Alderman Kovachevich. Motion by Alderman Horr, second by Alderman Clarke that nominations be closed. Voice vote, motion carried. Motion for Alderman Kovachevich to chair tonight's meeting, voice vote, motion carried. Chairman Kovachevich asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich, Mazza, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Churchill . Absent. Alderman Williams. MINUTES OF OCTOBER 7TH MEETING. Motion by Alderman Churchill , second by Ald- erman Motsinger the minutes of October 7th be approved and placed on file. Voice vote, motion carried. COMMITTEE REPORTS: Streets & Traffic. Council Action. Alderman Carl commented that bids for 11 trees and bids for stop signs were to have been opened at their meeting, but was referred to council . Motion by Alderman Carl , second by Alderman Motsinger that the bi.d for trees be first on the agenda, and the stop signs be second. Discussion.. Alderman Carl asked that the alternate bid of Tapsco for stop signs not be included in the opening of bids. They want to withdraw their bid. Voice vote, motion carried. Motion by Alderman Carl , second by Alderman Horr the City Clerk be directed to open the bids. Voice vote, motion carried. Bidders are: Biswell Trucking total bid $2,500.00; bid secured with $125.00 cash. B. & W. Tree Service total bid $4,452.00; bid secured with a personal check for $222.60. R. & R. Tree Service total bid $3,200.00; bi.d secured with a cashier's check for $160.00. John Christian total bid $14,200.00; bid secured with a cahier`s check for $710.00. Motion by Alderman Danner, second by Alderman Mazza, to accept the low bid of Biswell Trucking. Discussion. Motion amended to read to accept the low bid of Biswell Trucking subject to the approval of the City Engineer. Roll call . AYES; Aldermen Churchill , Motsinger, Danner, Clarke, Horr, Grant, Carl , Selfridge, Mazza, Kovachevich. NAYS: None. Motion carried. 10 ayes 0 nays 1 absent. Agreement being # 388. Motion by PFlderman Carl , second by Alderman Motsinger, the Ci.ty Clerk be directed to open the bids for street signs. Voice vote, motion carried. Bidders are: Key Equipment total bid for embossed sign $4,847.85, total bi.d for reflectorized sign $5,294.10. Tapsco - Div. Leahy Inc. , total bid for embossed sign $3,732.48, total bid for reflectorized sign $4,218.48. Motion by Alderman Carl , second by Alderman Grant the bids be referred to the Street & Traffic committee for their review and recommendations. Voice vote, motion carried. Motion by Alderman Carl . second by Alderman Grant that the bid of R. & R. Tree Service in the amount of $7,800.00 be accepted. Roll call . AYES: Aldermen Kovachevich, Mazza, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Churchill . NAYS: None. 10 ayes 0 nays 1 absent. Motion carried. Contract being # 389. Motion by Alderman Carl , second by Alderman Horr, the U.F.W. be allowed to hold a parade and use the route requested, and the additional cost of $300.00 (which is estimated by the Police Dept. ) for police be paid. Discussion. Alderman Mazza stated that we denied the cost to the friendship festival committee for police cost, how is this different? Alderman Carl stated there 's was for monitoring police at the festival . This is different as its a parade and others in the community have used this and not asked permission for the additional cost. Roll call . AYES: Aldermen Kovachevich, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Churchill . NAYS: Alderman Mazza. Informational : Alderman Churchill mentioned that there was $1 ,400.00 used for overtime in the Police dept. because of the department being short handed. Discussion. The Fire & Police Commission is revising the rules and regulations for hiring. Motion by Alderman Churchill , the City Clerk be directed to send a letter to the Fire & Police Commission asking them to have the revisions done by November 1st. Second by Alderman Selfridge. Voice vote, motion carried. Public Works & Buildings. (� Council Action. None. Informational : Alderman Selfridge gave credit to Ray Mckinney for bringing to the attention of the committee a better built tank for their lime sludge. The 'Q cost of the tank is $6,300.00 which Alderman Selfridge said was a budgeted item. Q This tank will fit on the back of a truck now owned by the City. Finance & Personnel . Council Action. Motion by Alderman Mazza, second by Alderman Churchill the bills for August be authorized for payment. Roll call . AYES: Aldermen Churchill , Motsinger, Danner Clarke, Horr, Grant, Carl , Selfridge, Mazza, Kovachevich. NAYS: None. Motion carried. 10 ayes 0 nays 1 absent. Informational : Alerman Mazza reported that bills for September need to be reviewed by the committees and hopefully be completed so authorization of payment can be made at the November 5th council meeting. The elected officials salary will be dealt with at the committees meeting in November. Committee would liketo have council 's input on this. Department heads will still have the $150.00 flexibility on spending. OLD BUSINESS: ORDINANCE - AN ORDINANCE AMENDING TITLE 3, CHAPTER 9, SECTION 4 (C) OF THE CANTON MUNICIPAL CODE CONCERNING PRIVY VAULTS. Second reading, read by title only. Motion by Alderman Danner, second by Alderman Motsinger, the ordinance be placed on its passage. Discussion. Roll call . Ordinance being # 844. 64 Continued October 21st, 1980 ORDINANCE - AN ORDINANCE REPEALING TITLE 3, CHAPTER 14, SECTIONS 3, 8, 9 AND 10 OF THE CANTON MUNICIPAL CODE CONCERNING THE CITY LANDFILL AND AMENDING TITLE 3, CHAPTER 14, SECTION 11 OF THE CANTON MUNICIPAL CODE CONCERNING THE GARBAGE DISPOSAL FUND. ORDINANCE - AN ORDINANCE AMENDING CERTAIN SECTIONS OF TITLE 6, CHAPTER 3, OF THE CANTON MUNICIPAL CODE AND REPEALING CERTAIN SECTIONS OF TITLE 6, CHAPTER 3 OF THE CANTON MUNICIPAL CODE CONCERNING MISDEMEANORS . ORDINANCE - VACATING A PART OF E. HOLLY. First reading, read by title only. SALT QUOTE. Motion by Alderman Carl , second by Alderman Clarke the quote of Cargill Salt be accepted. Discussion. Roll call . AYES: Aldermen Kovachevich, Mazza, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Churchill . NAYS: None. Motion carried. 10 ayes 0 nays 1 absent. Motion by Alderman Danner, second by Alderman Churchill that all bids go to committee, and the recommendations then come to council for action. Discussion. Alderman Carl stated that Alderman Williams was questioning the legality of the bids going to committee to be opened, and not opened at council . John McCarthy commented that certain items have to be bi.d, but the state statutes provides that the bids are to be returned in accordance to the ordinances provided by the City. John reported that he could find nothing that says they have to be opened at council . Finance & Personnel will look into the lease purchase plan for police cars.
