September 2nd, 1980
A regular meeting of the Canton City Council was held on September 2nd, 1980
in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION, GIVEN BY
NANCY WHITES CITY CLERK.
Mayor Crouch asked for roll call at 6:30 P.M. Present: Alderman Kovachevich,
Williams, Mazza, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Chur-
chill . Absent: None.
MINUTES OF AUGUST 19TH MEETING. Motion by Alderman Danner, second by Alderman
Mazza the minutes of August 19th meeting be accepted and placed on file. Voice
vote, motion carried.
COMMITTEE REPORTS:
Legal & Ordinance.
Council Action.
None.
Alderman Motsinger brought to the attention of Council a violation of the City
Ordinance 10-15-24 (C) with the location of a sign in front of a new busi=ness
on West Elm St. , known as The Country Mouse. The committee is searching for a
solution to this problem. John McCarthy stated that there is a provision in the
zoning ordinance that allows businesses to put out signs, but has to be agreed up-
on by Council . Mayor Crouch stated that if the business wishes to use this sign,
they should make a written request to Council .

Alderman Danner ask who responsibility is it for the lot where Fredman Furniture
store and Ferrol 's Shoe store was located? Mayor Crouch replied that it was owned
by the City. The Mayor recommended that Public Works & Buildings committee should
see what can be done to improve these lots, until we are able to use them for a more
practicable purpose.
MAYOR'S REPORT. Mayor Crouch is asking that the alderman should make every effort
to attend the committee meetings.
Alderman Motsinger complimented the Street Dept. on the handling of all the trees
that were down after the storm. Mayor Crouch reported that it was an outstanding
job they did.

ORDINANCE - TAX LEVY. Second reading, read by title only. Motion by Alderman
Danner, second by Alderman Mazza, the ordinance be placed on its passage. Roll
call . AYES: Aldermen Churchill , Motsinger, Danner, Clarke, Hdrr, Grant, Carl ,
Selfridge, Mazza, Williams, Kovachevich. NAYS: None. Motion carried. 11 ayes
o nays o absent. Ordinance being # 836.
ORDINANCE - AMENDING TITLE 6, CHAPTER 9, SECTION 2, CONCERNING THE AUXILIARY
POLICE. Second reading, read by title only. Motion by Alderman Motsinger,
second by Alderman Churchill the ordinance be placed on its passage. Discussion.
Roll call . AYES: Alderman Kovachevich, Williams, Mazza, Selfridge, Carl , Grant,
Horr, Clarke, Danner, Motsinger, Churchill . NAYS: None. Motion carried. 11 ayes

ORDINANCE - AMEDNING SECTI=ONS OF TITLE 10, CHAPTER 13, CONCERNING PLANNED UNIT
DEVELOPMENT. First reading, read by title only. Mayor Crouch. recommended that
the size of a lot as specified, be increased to a minumum of one acre., Lengthy
discussion.

RESOLUTION - COST-OF-LIVING. Read by title and amount of money i.nvolved.. Motion
by Alderman Danner, second by Alderman Selfridge, the resoluti=on be approved..
Discussion. Motion by Alderman Churchill , second by Adlerman Mazza, the words
"to date" be inserted after the word "year" prior to the parenthesi=s. Motion to
amend, voice vote, one nay heard. Motion carried. Di=scussion. Motion for
passage, roll call . AYES: Aldermen Churchill , Motsinger, Danner, Clarke, Horr,
Grant, Carl , Selfridge, Mazza, Williams, Kovachevich. NAYS: None. Motion carri=ed..

RESOLUTION - ACCEPTING THE FIRE AND POLICE BUILDING FROM GARRETTS INC. Read by
title only. Motion by Alderman Williams, second by Alderman Danner the resolution
be approved. Discussion. Mayor Crouch reported that Mr. Garretts did wall coverings,
and gave a refrigerator that was not specified and then returned to the City $1 ,500.00.
Q Mayor Crouch thanked him for this and reported a job well done. City Engineer stated
Q that he gave reports on a monthly basis to the committee of Public Works & Buildings.
These reports were on construction of the building. Roll call ., AYES; Aldermen
Kovachevich, Williams, Mazza, Selfridge, Carl , Grant, Horr, Clarke-, Danner, Motsi-nger,

ORDINANCE-.- VACATING AN ALLEY BETWEEN H. A. WHITNAH'S ADDITLON AND BP.RLOW'NE6STER''S
ADDITION. First reading, read by title only.
BIDS - ANDERSON SCHOOL DEMOLITION. Motion by Alderman Churchill , second by Ald-
erman Selfridge, the City Clerk be instructed to open the bids. Voice vote, motion
carried. Bidders are: C. H. Kinsel , total bid $3,775.00, bid is secured with-a
cashier's check for $188.75. J. & J. Wrecking, total bid $2,400.00, bid secured
with cash totally $120.00. Motion by Alderman Williams, second by Alderman Kovache-
vich, the bids be referred to Community & Ind. Dev. committee for review and rec-
ommendation. Voice vote, motion carried.
BIDS - SIDEWALKS FOR BOTH SIDES OF E. LINN BETWEEN 4TH AND 8TH AVENUE. Motion by
Alderman Kovachevich, second by Alderman Carl , the City Clerk be instructed to open
the bids. Voice vote, motion carri=ed. Bidders are: Charles Dailey, total bid
$22,908.80, bid secured with a cashier's check for $1 ,145.44. Henderson Excavating
total bid, $16,926.00, bid secured with a bank draft in the amount of. $850.00.
G. J. Joyce total bid, $21 ,824.00, bid secured with a cashier's check for $1 ,200.00.
Motion by Alderman Carl , second by A1'derman Motsinger, the bids be referred to
Community & Ind. Dev, committee for their review and recommendations.
ADJOURNMENT: Motion by Alderman Danner, second by Alderman Selfridge, to adjourn.

Alderman Williams requested that the following be included in the. City Engi=neer`s
report. Mr. Braun did inform council tht he had made his monthly i,nspecti,ons. and
found the building to be built in conformity to the plans and specifications, which
were provided by the City of Canton.
