July 15th, 1980
A regular meeting of the Canton City Council was held on July 15th, 1980
in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING FOLLOWED BY THE INVOCATION GIVEN BY
ALERMAN MELBA CHURCHILL.
Mayor Crouch asked for roll call at 6:30 P.M. Present: Aldermen Kovachevich,
Williams, Selfridge, Carl , Grant, Clarke, Danner, Churchill . Absent:
Aldermen Mazza, Horr, Motsinger.
MINUTES OF JULY 1ST MEETING. Motion by Alderman Churchill , second by Alder-
man Grant, the minutes of July 1st meeting be accepted and placed on file.
Voice vote, motion carried.
BILLS FOR JUNE. Motion by Alderman Danner, second by Alderman Selfridge,
the bills be paid as monies become available. Roll call . AYES: Aldermen
Churchill , Danner, Clarke, Grant, Carl , Selfridge, Williams, Kovachevich.
NAYS: None. Motion carried. 8 ayes 0 nays 3 absent.

Council Action.
Motion by Alderman Carl , second by Adlerman Churchill , the low bid of Roland
Machinery in the amount of $39,895.00 for the Street Sweeper be accepted.

Carl , Grant, Clarke, Danner, Churchill . NAYS: None. Motion carried. 8 ayes

The amended Maintenance of Streets Agreement was sent to the committee for
review and recommendation, the committee is recommending the approval of this
agreement. It is listed under old business.

MAYOR'S REPORT.
No report at this time.
Council recessed at 6:55 P.M. until a public hearing could be conducted at
7:00 P.M.
PUBLIC HEARING 7:00 P.M. - PROPOSED USEAGE OF FEDERAL REVENUE SHARING AND
PROPOSED APPROPRIATION ORDINANCE. Council reconvened at 7:00 P.M. Notification
to the public about this public hearing was published on the 3rd of July 1980.
Mayor Crouch asked if members of the general public wished to make comments?
No members of the general public indicated an interest in speaking on this
subject.

COUNCIL MEMBERS: Alderman Williams commented that $95,000.00 was appro-
priated for under Public Works for purchasing a slaker. At the budget
reveiws an increase in water rates would be used to put the slaker into
operation. I am definitely opposed to this. Water and Sewer is suppose
to be self-sufficient. Would rather have monies go to street projects
or help the residents on Fariview Heights with getting water.
Mayor Crouch reported that we would have had to increase water rates to
28% to cover expenses.
The Public Hearing closed at 7:09 P.M. , reconvened in regular session.
OLD BUSINESS:
ORDINANCE - VACATING AN ALLEY IN B. H. TAYLOR'S 2ND ADDITION. Second reading,
read by title only. Nine votes are required for the passage of this ordinance,
and the ordinance vacating a part of alley G. Only eight aldermen are present.
Motion by Alderman Kovachevich., second by Alderman Carl , that action be de-
ferred on these two ordinances until such time as nine members of council are
present. Voice vote, motion carried.
ORDINANCE - VACATING PART OF ALLEY G. Action be deferred until such time as
nine members of council are present. (Check information under Vacating an
Alley in B. H. Taylor's 2nd Addition) .
AGREEMENT - DEPARTMENT OF TRANSPORTATION AMENDMENT FOR MAINTENANCE OF STREETS.
Read by title only. Motion by Alderman Carl , second by Alderman Clarke, the
agreement be approved. Voice vote, motion carried. Agreement being # 381 .
ORDINANCE - ANNUAL APPROPRIATION. Second reading, read by title only. Motion
by Alderman Carl , second by Alderman Danner the ordinance be placed on its
passage. Discussion. Alderman Williams asked that the ordinance be divided
into its categories and voted on individually. Alderman Williams is against
the $95,000.00 for a slaker being paid for out of revenue sharing funds.
The first item is CITY ADMINSTRATION, total amount $631 ,425.00. Roll call .

ORDINANCE - ANNEXING AND REZONING PROPERTY OF DONALD M. FREEMAN AND LINDA L.
FREEMAN. Discussion.
RESOLUTION - STREET LIGHTING - MAIN & LOCUST, FAIRVIEW HEIGHTS, 4TH AND LINDEN.
Read by title only. Motion by Alderman Danner, second by Alderman Kovachevich,
the resolution be approved. Discussion. Roll call . AYES: Aldermen Churchill ,
Danner, Clarke, Grant, Carl , Selfridge, Williams, Kovachevich. NAYS: None.
Motion carried. 8 ayes 0 nays 3 absent. Resolution being # 838.
ORDINANCE - AUTHORIZING THE SALE OF REAL PROPERTY FOR PRIVATE DEVELOPMENT ON
E. PINE STREET BETWEEN S. MAIN AND WHITE COURT- AND CONTRACT FOR THE SALE OF
LAND FOR PRIVATE DEVELOPMENT. Discussion. This ordinance comes from the
Community Development committee with their recommendations.
Motion by Alderman Carl,, second by Alderman Danner, the ordinance be amended
on page 1 section 4(E) . Discussion. Voice vote, one nay heard. Motion carried.
Alderman Williams asked for a point of order. As to how many votes it takes
to pass an amendment? Mayor Crouch and John McCarthy stated it takes three
fourths to pass an amendment. Notion would require nine vote. Chair stands
corrected, not sufficient members here to vote on it. Discussion. Alderman
Carl ask the chairman of Community & Ind. Development to ask that Dr. Rushford
come to their next meeting. The chairman stated that it would be no problem.
Dr. Rushford ask Mayor Crouch to bring this following item to council 's
attention. . .on page 9 paragraph D. Mayor Crouch explained that this means
that before we convey title we will allow them to begin construction.

to adjourn. Voice vote, motion carried. Council adjourned at 7:58 P.M.
