second by Alderman Clarke the resolution be adopted. Discussion. Voice
vote, motion defeated.
BUDGET REVIEW. Motion by Alderman Selfridge, second by Alderman Clarke the
budget as presented be approved in the operation of the City this year.
Discussion. Roll call . AYES: Aldermen Churchill , Motsinger, Danner, Clarke,
Grant, Carl , Selfridge, Mazza. NAYS: None. 8 ayes o nays 3 absent. Motion
carried.
Mayor Crouch praised the department heads on the handling of their budgets
and how fortune the City is in the quality of department heads that we
have.
Alderman Carl asked if the Greenwood Cemetary could submit monthly reports
to the Council . Mayor Crouch stated that he would ask them to do so.
ADJOURNEMENT. Motion by Alderman Danner, second by Alderman Motsinger to
adjourn.. Voice vote, motion carried. Council adjourned at 8:12 P.M.

BIDS - JANITORIAL SERVICES FOR THE CITY BUILDING. Motion by Alderman
Churchill , second by Alderman Motsinger the bids be opened. Voice vote,
motion carried. Three bids received. Klean-Kaye total bid $109.00 per
week; Harts Commercial Cleaning total bid $125.00 per week; Dawsons
Industries total bid $89.50 per week. Motion by Alderman Grant, second
by Alderman Mazza the bids be referred to Public Works & Buildings Com-
mittee for review and recommendations and bring back to Council . Mayor
Crouch suggested that the committee have a special meeting to deal with
these bids as soon as possible. Voice vote, motion carried.
Alderman Carl reported to Council Chambers at 7:06 P.M.
ORDINANCE - PROVIDING FOR THS ISSUANCE OF $10,000.00 AD VALOREM TAX BOND
FOR SPECIAL SERVICE AREA # 1 . First reading, read by title only. These
ordinances are the bond ordinances taht follow the establishment :of the
areas. The first one is the E. Locust street extension project, stated
d- John McCarthy. Mayor Crouch stated that these are the bonds to the special
service areas that you voted on under old business.

Three bids received. Walker Excavating bid secured with a cashier's check
for $8,000.00, total bid $159,031 .25; G. J . Joyce bid secured with a
cashier's check for $6,500.00, total bid $126,219.00; Hillyer Excavating
bid secured with a bid bond of 5%, total bid $143,725.00.
Motion by Alderman Danner, second by Alderman Selfridge, the bids be
referred to Public Works & Building Committee and the City Engineer for
review and recommendation and bring back to Council . Voice vote, motion
carried.

A regular meeting of the Canton City Council was held on May 20th 1980
in Council Chambers.

Mayor Crouch asked for roll call at 6:30 P.M. Present. Aldermen Mazza,
Selfridge, Grant, Clarke, Danner, Motsinger, Churchill . Absent: Aldermen
Kovachevich, Williams, Carl , Horr.
MINUTES OF MAY 6TH 1980. Motion by Alderman Churchill , second by Alderman
Motsinger, the minutes of May 6th meeting be accepted and placed on file.
Voice vote, motion carried.
BILLS FOR APRIL. Motion by Alderman Danner, second by Alderman Mazza,
all bills properly approved be paid. Roll call . AYES: Aldermen Churchill ,
Motsinger, Danner, Clarke, Grant, Selfridge, Mazza. NAYS: None. Motion

Motion by Alderman Selfridge, second by Alderman Grant, the City Attorney
bel.instructed to draft an ordinance establishing a special service area for
Fairview Heights. Voice vote, motion carried.
Motion by Alderman Selfridge, second by Alderman Danner the City Attorney
be instructed to draft an ordinance increasing the Water rates, based
upon a specific rate for sewer, an a specific rate for water, in relation-
ship to the approved budget. Voice vote , motion carried.

MAYOR'S REPORT. The appointment of Robert Zaborac to the Planning & Zoning
Commission to replace Harry Steck who resigned, term expires in 1982.
Motion by Alderman Mazza, second by Alderman Motsinger the appointment be
apprroved. Voice vote, motion carried.
A question that is not dealt with in our personnel policy, our contracts
with the three unions has specific statement to relationship to it, the
premium for insurance coverage for employees with dependant coverage after
it exceeds $136.00 will be split between the employees paying half and the
City paying half. The premium for this fiscal year, does exceed that amount.
There is no statement relative to this item in relationship to employees
not covered by contract. Mayor Crouch recommended to Council for the
employees to share in the same manner that all the other employees
would share in the insurance premium. Mayor Crouch asked for Councils
consideration and recommendations. Finance & Personnel Committee to review
this item, and report back to Council as soon as possible with their recom-
mendations.
