April 15th, 1980
A regular meeting of the Canton City Council was held on April 15th, 1980
in Council Chambers.
PLEDGE OF ALLEGIANCE OPENED THE MEETING, FOLLOWED BY THE INVOCATION GIVEN
BY MAYOR CROUCH.
Mayor Crouch asked for roll call at 6:30 P.M. Present. Aldermen Kovachevich,
Williams, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Churchill .
Absent. Alderman Mazza.
MINUTES OF APRIL 1ST 1980 MEETING. Motion by Alderman Churchill , second by
Alderman Selfridge the minutes of April lst be approved and placed on file.
Voice vote, motion carried.
BILLS FOR MARCH 1980. Motion by Alderman Danner, second by Alderman Motsinger,
all bills properly approved be paid. Roll call . AYES: Aldermen Churchill ,
Motsinger,Danner, Clarke, Horr, Grant, Carl , Selfridge, Williams, Kovachevich.
NAYS: None. Alderman Mazza reported to Council Chambers at 6:34 P.M. and
Q voted aye on payment of bills. Motion carried.
Q COMMITTEE REPORTS.
Finance & Personnel .
Council Action.
Motion by Alderman Carl , second by Alderman Grant, the City Clerk be instructed
to place out for bids the lawn services and janitorial services for the City
Building. Discussion. Voice vote, motion carried.
Alderman Carl reported that the City Clerk will contact several audit firms
for price quotations on the city's audit. (Those contacted are Hocker & Hocker
of Canton; Clifton Gunderson of Peoria; Peat Marwick & Mitchell of Peoria) .
Public Safety & Protection.
Council Action.
None.
The City Attorney was asked to comment on switching Canton Day from Lewistown
to Canton. He stated that he would rather give a report to the committee.
The Public Works & Buildings committee was asked to research where and when the
siren will be located when the Police & Fire make their move to the new facilities.
Street & Traffic.
Council Action.
Motion by Alderman Kovachevich, second by Alderman Danner, that the amount of
$1 ,530.35 be approved as in addition to the contract with the G. J. Joyce Co.
Discussion. This is for the sidewalks in front of Spurgeon's and behind Penney's.
Roll call . AYES: Aldermen Kovachevich, Williams, Mazza, Selfridge, Carl , Grant,
Horr, Clarke, Danner, Motsinger, Churchill . NAYS: None. Motion carried. 11

MAYOR'S REPORT.
The City of Canton, The Mayor, The City Clerk, City Attorney, and the Chief of
Police have been sued by the Unification Church in Federal District Court, in
the amount of $30,000.00 each. The purpose of that suit is that we have violated
their rights under the first amendment by not allowing them to solicit freely and
openly within the City of Canton.
The City of Macomb and the City of E. Peoria as well as the same offices are also
being sued with the City of Canton.

Motion by Alderman Motsinger, second by Alderman Mazza that Council 's
concurrence be given that when we meet with representatives from those
communities we can look at common council in representiriq us in thilt suit.
Discussion. Voice vote, motion carried.
Mayor Crouch appointed John Clark of 58 W. Spruce who is an attorney, to
the Liquor Commission replacing Francis Mazza. Motion by Alderman Danner,
second by Alderman Motsinger, the appointment be confirmed. Voice vote,
motion carried.
A Special Council meeting will be held for the purposes of Budget Review on
April 22nd and April 29th at 6:30 P.M. Department Heads will be notified
when to report.
OLD BUSINESS:
None.
NEW BUSINESS:
BIDS - FOR SALE - USED 750 FEET OF FIRE HOSE. Motion by Alderman Kovachevich,
second by Alderman Motsinger, the City Clerk be directed to open the bids.
Voice vote, motion carried.
Leo Poggioli - total bid $200.00, secured with a check for $200.00 Buckheart
Fire Dist. - total bid $645.00. Chubbs Car Wash - total bid 110.00 for 110
feet of hose. Motion by Alderman Danner, second by Alderman Selfridge, the
bids be referred to Public Safety & Protection for review and recommendations .
Voice vote, motion carried.
RESOLUTION - AUTHORIZING THE TRANSFER OF MONEY FROM THE GENERAL FUND TO THE � -
POLICE PROTECTION FUND, THE FIRE PROTECTION FUND AND THE ROAD & BRIDGE FUND.
Read by title only. Motion by Alderman Danner, second by Alderman Carl the
resolution be adopted. Discussion. Roll call . AYES : Aldermen Churchill ,
Motsinger, Danner, Clarke, Horr, Grant, Carl , Selfridge, Mazza, Kovachevich.
NAYS: Alderman Williams. Motion carried , 10 ayes 1 nay 0 absent. Resolution
being # 834.
ORDINANCE - SUPPLEMENTING AN ORDINANCE MAKING THE ANNUAL APPROPRIATION FOR THE
FISCAL YEAR BEGINNING MAY 1 1979 AND ENDING APRIL 30 1980. First reading , read
by title only. Finance & Personnel Chr. Les Carl asked Council to suspend the
rules and vote on this tonight. Motion by Alderman Carl , second by Alderman
Grant, the rules be suspended for the purposes of dealing with this ordinance.
Roll call . AYES: Aldermen Kovachevich, Mazza, Selfridge, Carl , Grant, Clarke,
Danner, Motsinger, Churchill . NAYS: Aldermen Williams, Horr. Motion carried.
9 ayes 2 nays 0 absent.
Motion by Alderman Carl , second by Alderman Selfridge, the ordinance be placed
on its passage. Discussion. Roll call . AYES: Aldermen Churchill , Motsinger,
Danner, Clarke, Grant, Carl , Selfridge, Mazza, Kovachevich. Nays Aldermen
Horr, Williams. Motion carried 9 ayes 2 nays 0 absent. Ordinance being # 765.
ORDINANCE - PROHIBITING PARKING ON N. MAIN BETWEEN LOCUST AND ALDER. First
reading, read by title only. Motion by Alderman Kovachevich, second by Alder-
man Danner, to suspend the rules. Roll call . AYES: Aldermen Kovachevich,
Mazza, Selfridge, Carl , Grant, Horr, Clarke, Danner, Motsinger, Churchill .
NAYS: Alderman Williams. Motion carried, 10 ayes 1 nay 0 absent.
Motion by Alderman Kovachevich, second by Alderman Clarke the ordinance be
placed on its passage. Discussion. Roll call . AYES: Aldermen Churchill ,
Motsinger, Danner, Clarke, Horr, Grant, Carl , Selfridge, Mazza, Williams ,
Kovachevich. NAYS: None. Motion carried. 11 ayes 0 nays 0 absent. Ordinance
being # 766.

Council was recessed at 7:26 P.M. for a Executive Session relative to a

ADJOURNMENT. Council reconvened in open session at 8:43 P.M for the purposes
of adjourning. Motion by Alderman Churchill , second by Alderman Kovachevich,
to adjourn. Voice vote, motion carried. Council adjourned at 8:43 P.M.
