Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. STAFF IN ATTENDANCE City Clerk Diana Pavley-Rock, Mayor Jeffrey Fritz, Attorney Nancy Rabel, City Treasurer Kathy Luker, Comptroller Caty Campbell, Fire Chief Tom Shubert, Police Chief Rick Nichols, Community Service Director Jason Strandberg, WTP Superintendent Greg Pollitt, Public Works Director Bill Terry, Spoon River Partnership Director Missy Towery MEDIA IN ATTENDANCE: Daily Ledger, Fulton Democrat VIDEO SERVICES BY JOE GINGER PLEDGE OF ALLEGIANCE OPENED THE MEETING- Boy scout pack 104 INVOCATION- Pastor Glen Nestlerode- First Christian Church PUBLIC PARTICIPATION-CANTON SCHOOL DISTRICT- REPORT OF FUNDS RECEIVE FROM THE CLASS H LIQUOR LICENSE. Superintendent Roy Webb explained how the school district invested the money they received from the City of Canton from the Class H liquor license fees. Roy further explained that he started out with a leadership conference. Students from grade 5-12 was brought in for the conference. During the conference they defined a specific problem within the schools and then they worked together to come up with a solution to that problem. Mayor Fritz, City Clerk Diana Pavley-Rock and Chief Rick Nichols attended a session during the conference speaking about public service and leadership. Senior Drew Swise explained that the high school created a pilot program. Ten students from the high school in the pilot program work with students at Ingersoll Middle School. The goal of the program is to guide the students at the Ingersoll Middle School into making good decisions and helping them with various issues. Teachers at the middle school selected students they felt would be good candidates for the program. The high school students in the program have made arrangements to work on a weekly basis with the younger students and have constant communication with them. The high school students will have speakers come to the high school to educate the students about drug and alcohol related issues. The Ingersoll Middle School students explained that they developed a club (Project Hope) from some of the proceeds they received from the City's Class H liquor license fees. The main focus of the club is to spread acts of kindness throughout the school and community. Hope stands for-Helping People Everywhere. The group wants to be able to spread hope to everyone. By spreading hope-they focus on also spreading acts of kindness. The group currently has a shoe drive underway. COMMITTEE REPORTS: FINANCE ALDERMAN JUSTIN NELSON AN ORDINANCE AMENDING TITLE 3 (BUSINESS REGULATIONS) CHAPTER 14 (GARBAGE HAULERS) OF THE CITY OF CANTON MUNICIPAL CODE. The current ordinance regarding garbage hauler permits requires individuals to obtain a license to operating a garbage hauling business. The Council recently discussed changing the language in the current ordinance so any individual or business would be required to have a license. Alderman Ellis suggested having each vehicle owned by a business be required to have a license. The large garbage trucks do a substantial amount of damage on the street so it was his recommendation to have each individual vehicle have a license/permit. Further discussion took place regarding the fee. It was the recommendation of the Council to have a fee of $300.00 per business and $100.00 per vehicle. The license fee would run concurrent with the fiscal year (May 1-April 30) Attorney Rabel clarified that only the businesses would be required to pay a flat fee plus the additional fee per truck. Individual's operating a garbage hauling service would not be required to pay the flat fee. They would only be required to pay a fee per truck. A draft ordinance will be prepared and brought back to Council for consideration. DISCUSS CONSIDER AND VOTE ON FUNDS PAID TO THE SPOON RIVER PARTNERSHIP BY THE CITY OF CANTON Mayor Fritz explained that this item was brought up during budget discussion. Mayor Fritz explained that he believes that we need the Spoon River Partnership and thinks they do a good job. The City is currently in tough times and had to eliminate two positions within the City during the budget process. Mayor Fritz asked if it is good practice to layoff two of the City employees, but still fully fund another organization where they are funding their own assistants. Mayor Fritz explained that part of the amount ($7,000.00) that the City pays to the Spoon River Partnership is used for their assistants. This $7,000.00 is 20% of the funds the City pays to the partnership. Alderman Putrich explained that he does not feel the City should make any cuts to the funds paid to the Partnership. The City needs to have someone trying to boost economic development in Canton to help generate more revenue. It is important to have the group continue to look at ways to generate income. Alderman Ellis said the budget was already passed and should not be amended at this point. Alderman Pickel agrees that the Partnership is a vital part to the community. Alderman Justin Nelson explained that The Spoon River Partnership needs to approach the other cities for help and not just rely on Canton for support. Missy Towery (Spoon River Partnership Economic Development Director) explained that the partnership has currently been working on reaching out to other potential areas for funding. DISCUSS CONSIDER AND VOTE ON TRANSFER OF VIDEO GAMING MACHINE REVENUE PREVIOUSLY DESIGNATED AS PART OF THE GENERAL FUND BACK TO THE SIDEWALK AND DEMOLITION FUND. Alderman Pickel said he knows the City had trouble balancing the budget and the City ended up eliminating a couple of positions to create more of a cushion in the budget. Alderman Pickel said he thinks it is important to look at moving the gaming money back to where it was originally designated and possibly using part of that money for the demolition fund. The $20,000.00 from the demolition fund could be put back into the general fund and then use the gaming revenue to help fund demolitions. Alderman Pickel suggested having two line items for video gaming fund revenues. Alderman Pickel explained that two of the biggest problems he has seen in the community is the need of sidewalk repair and the need to demolish properties. Using the funds from the video gaming revenue is a way to solve both of the problems at no expense to the tax payers. Alderwoman Hale said if the City is looking at putting money back into the general fund the City should look at the people they had to eliminate from their jobs. Motion and second were made by Aldermen Pickel/Putrich to amend the budget to transfer the revenue from the video gaming fund into two separate line items. One line item would be for the demolition fund and the other would be for sidewalk repairs. 1/3 of the money will be transferred to the demolition fund and 2/3 will be transferred to the sidewalk fund. Attorney Rabel said we will have the Siesta property coming up that will need money from the demolition fund. Alderman Ellis explained that making this amendment to the budget will bring the amount of the surplus approved in the budget down $36,000.00. DISCUSS CONSIDER AND VOTE ON PROPOSALS FOR COLLECTION SERVICES This will be brought to the next Council meeting. A RESOLUTION APPROVING A LINE OF CREDIT AGREEMENT WITH IPAVA STATE BANK#5012 The terms of the agreement will be for a line of credit up to $600,000.00 for less than six months with a rate of 2.75%. Motion and second were made by Aldermen Ellis/West to approve the resolution and place it on file. LEGAL AND ORDINANCE ALDERMAN CRAIG WEST DISCUSS, CONSIDER AND VOTE ON A REQUEST FOR A CLASS H (BEER AND WINE) LIQUOR LICENSE BY CANTON FOOD AND GAS D/B/A CANTON PANTRY LOCATED AT 509 SOUTH 5TH AVENUE CANTON IL An application for a Class H liquor license was requested by Canton Food and Gas d/b/a Canton Pantry. The liquor commission met on 04-30-2015 to discuss the request. It was the recommendation of the liquor commission to send the request to Council for approval. Motion and second were made by Aldermen West/Putrich to approve the class H liquor license request contingent upon receipt of the certificate of insurance. DISCUSS, CONSIDER AND VOTE ON A REQUEST FOR A CLASS F (SPECIAL EVENT) LIQUOR LICENSE FOR KICKAPOO CREEK WINERY FOR THE FINE ARTS FAIR (SUBMITTED BY CANTON MAIN STREET) An application was submitted by Canton Main Street for the Fine Arts Fair to be held on June 6- June 7, 2015. Kickapoo Creek Winery submitted an application to have wine available for tastings and for sale by the bottle. The liquor commission met on 04-30-2015 to discuss the request. It was the recommendation of the liquor commission send the request to Council for approval. A certificate of insurance is on file. Pension Reform Residential Development Survey Mailed out 15 hard copies of surveys to local contractors in the area that have done recent work with the City Sent out one week left reminders via a-mails and social media. Submitted hard copies received to Kathie Brown to be included in the results Discussion with Steve Kline about residential TIF's during a visit to Bloomington, IL Produced and shared "Inside the Partnership"Newsletter Uploaded Small Business Development Toolkit to website Uploaded ESRI information provided by Manish Singh to the website that includes demographic information relevant to drive time. Working with Dana and Amanda to update the Canton Area Guide to Development RETAIL/COMMERCIAL/INDUSTRIAL DEVELOPMENT Prepared for and attended Transportation Committee meeting and provided follow up to the committee regarding the TIGER Grant Application, Canton Ingersoll Airport Runway Expansion Project (Nature's Grace & Wellness Site Visit) & Springfield meeting with the Secretary of Transportation& IDOT representatives. Attended one of IDOT's listening sessions in Macomb. Met with independent site selector who walked into our office that represents an auto parts retailer that wanted information on Canton. We discussed potential properties and I shared the IEDC Site Selection Data Standards tables, as well as other information that is available on the SRPED portion of the website. BUSINESS DEVELOPMENT, ATTRACTION AND SUPPORT Attended and presented at the Chamber's TCB Breakfast where Manish Singh gave his final report. Continued working with Loan Committee on potential loan/grant for a local business. Met with person interested in opening a business on the square. We discussed business planning and resources available to her through SRPED. She later followed up with me and is going to rent space from an existing business to see how things go. Phone conversation with former business owner who is coming back to the area and is looking for space to re-open her business. She also has followed up with me and has found space to rent. Agreed to help spread the word about the Giant Goose Ranch's grand opening celebration OTHER Prepared for and attended SRPED Executive Committee meeting Reviewed Organization Committee proposal for Art on Main Fine Arts Festival submission for the Illinois Main Street awards. Sent my comments to CMS President Cheryl Belem Prepared for and attended Canton Main Street board meeting. Participated in Cruise-In meeting Began work on SPRED FY 16—Goals & Budget NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERWOMAN HALE PUBLIC SAFETY&TRAFFIC ALDERMAN JIM NELSON, CHAIRMAN STREETS AND GARBAGE ALDERMAN DAVE PICKEL, CHAIRMAN DISCUSS SECTION 6-4-2 (P) OF THE MUNICIPAL CODE (ANIMAL NUISANCE) Alderman Pickel explained that he has concerns about people picking up after their animals in the downtown area. Chief Nichols explained that the current ordinance does allow to sign a complaint against the individuals. Chief Nichols will be working with owners in the downtown area and will continue to enforce the ordinance. Chief Nichols said the City could look into adopting an ordinance that would prohibit pets within a certain distance from the downtown area. Some communities currently have prohibited animals in their downtown areas. Alderman Justin Nelson explained that the City currently has two businesses for animals directly in the downtown area. Attorney Rabel suggested limiting an ordinance to only residential properties. The fee could be increased to discourage people from violating the ordinance. LAKE, BUILDING AND GROUNDS ALDERMAN JOHN LOVELL, CHAIRMAN PUBLIC WORKS, WATER&SEWER ALDERMAN GERALD ELLIS, CHAIRMAN COMMUNICATIONS FROM MAYOR JEFFREY FRITZ GREENWOOD CEMETERY Mayor Fritz explained that the Council approved an ordinance on April 8, 2015 transferring control of Greenwood Cemetery to the City officials. Mayor Fritz thanked the cemetery board members (John Favorita, Barb Ranallo and Susan Walters) for their years of service. RECOGNITION OF SERVICE FOR ALDERMAN DAVE PICKEL Mayor Fritz presented Alderman Dave Pickel with a plaque for his years of service with the City of Canton as Alderman of Ward 1 from January 2010 to May 2015.
