Alderman West asked to remove the item (A Resolution approving and allowing the Mayor to sign a contract of sale for Ameren property located on West Locust Street) from the legal and ordinance committee agenda. COMMITTEE REPORTS: LEGAL AND ORDINANCE ALDERMAN CRAIG WEST 340B DRUG PRICING PROGRAM (GRAHAM HOSPITAL) Holly Henline representing Graham Hospital explained the 3408 drug program. The program was established in 1992 by the health resources and services administration. The program is intended to benefit communities by allowing hospital organizations to purchase drugs at a discounted rate. The drug manufactures also must participate in the program to enable the hospitals to participate. To be an approved organization the hospital must provide proof that they are a sole community hospital providing care to lower income patients. Graham hospital is seeking the cities approval that Graham meets these guidelines. For patients to be eligible for the program, they must seek care through Graham Health System with the 3408 program. Graham will submit an application to the health resource services administration between April 1 and April 15, 2015 to participate in the 3406 program. The hospital program could then be setup. Motion and second were made by Aldermen Pickel/Putrich to authorize the Mayor to sign the letter for Graham Hospital. AN ORDINANCE ADOPTING THE BUDGET FOR ALL CORPORATE PURPOSES OF THE CITY OF CANTON FULTON COUNTY ILLINOIS IN LIEU OF AN APPROPRIATION ORDINANCE FOR THE FISCAL YEAR BEGINNING MAY 1P 2015 AND ENDING APRIL 30 2016 UST READING Alderman Jim Nelson arrived at the meeting. Alderman Pickel said he can't see passing the budget the way it is currently being presented. He thinks there are some issues that need addressed before the ordinance is passed. Jason Strandberg said the insurance quotes came in lower than was actually budgeted. The difference in the insurance actual quote and the amount budgeted will add an additional $75,000.00 to the budget that will provide additional funds to help offset the police retro pay that will be paid next fiscal year. The insurance committee met earlier today. The City currently has the group medical plan with BCBS. The quote from BCBS was a 5.14% increase. The quote from United Healthcare was a 2.6% increase. The difference in what is budgeted in the general fund down to the 2.6% increase would be $75,000.00. This amount plus the current surplus would bring the surplus in the general fund to $112,000.00. The insurance committee will meet again on April 16, 2015 to further discuss the renewal and will make a recommendation that will be brought to the next Council meeting. The retro pay for settling the police union contract will be paid out of the 2015-2016 fiscal year budget. Alderman Jim Nelson further explained that the employees have a "good deal" by only paying 20% of the premium. The County employees pay 33% of the premium, but they are trying to get it increased to 50%that the employees will be paying. A RESOLUTION APPROVING AND ALLOWING THE MAYOR TO SIGN A DONATION AGREEMENT FOR 920 WEST LOCUST, CANTON ILLINOIS #5007 Attorney Rabel explained that the City has been working on the property at 920 West Locust (Siesta Motel) for several years. The City has an agreement that is ready to present to the other parties. The agreement states that they would give the City the property, but the City would owe for the back taxes. The City would be responsible to clean up the property. Alderman Jim Nelson said the approximate amount of the back taxes would be $5,400.00. Attorney Rabel further explained that the City asked Chicago Title to issue a title policy. Documentation was received from the FDIC that is releasing the larger of the deeds and trust. The other one is a mortgage held by the current property owner- with possibly a small percentage of it held by an attorney in Georgia. He has requested a nominal fee ($5,000.00) to release it. Attorney Rabel said she would suggest we offer him a nominal fee of $500.00. At some point the City will want to be able to transfer the title. Our total cost would be approximately$6500.00. DISCUSS ALLOWING A DEBT COLLECTION AGENCY TO HANDLE COLLECTIONS OF ORDINANCE VIOLATION CASES. Attorney Rabel received a request from the circuit court to go to a collection agency for ordinance violation fines. If fines are not paid individuals keep going back to court for unpaid fines or warrants are made for the individuals with unpaid fines. Many judges are also recommending the collection agency for unpaid fines for ordinance violations. Comptroller Caty Campbell has currently been working on getting a collection agency for unpaid fines in the water department. The two will work together to see if the same agency would be able to handle both types of unpaid bills. DISCUSS GARBAGE HAULERS LICENSE REQUIREMENT FOR COMPANIES OPERATING WITHIN THE CITY. Alderman Ellis explained that the City needs to look at ways to generate revenue within the City. The City currently has one permit issued for garbage hauling; however the City should have all garbage haulers apply for permits. Jason Strandberg said the City has a dump to take yard waste. Several commercial tree cutting companies take waste to Canton. The City needs to look at amending the current ordinance or having a permit for out of town use. The current ordinance for the garbage hauling permit could be amended to have any person or entity have a permit to haul garbage. The fee for commercial trucks should be higher than an individual business owner. The fee for commercial use should be $500.00 per truck. The penalty for not having a permit to dump commercial waste at the city dump should be a high fine so people are encouraged to get a license. Signs would be placed at the dump with the rules/regulations. An amended ordinance will be brought back to the next meeting for review and approval. FINANCE ALDERMAN JUSTIN NELSON BID RESULTS FOR CITY OF CANTON FARM LEASE The City advertised and solicited bids for the farming/leasing of approximately 47 acres (tillable) and 7 acres of hay ground located on North 20th Avenue-Kilroy lift station/Zink Farm. Two farmers submitted proposals by the due date of April 1, 2015. Dan Zinck's bid was $6,251.00. Andrew Stuckey's bid was $6,150.00. The recommendation is to offer the farming/lease to the high bidder-Dan Zinck for a two year agreement for the planting and maintenance of the City owned farm. Motion and second were made by Aldermen Ellis/Pickel to approve the farming/lease agreement between the City of Canton and Dan Zinck. Discussion: Alderman Jim Nelson asked if there is any language in the agreement prohibiting hunting or sub-leasing. Attorney Rabel said the language in the agreement states it must be used as farm land and shall not be used for any other purpose. The City should be named as additional insured. A resolution with the lease will be brought back to the next Council meeting. TRANSFER OF FUNDS FROM THE VIDEO GAMING FUND (DESIGNATED FOR SIDEWALK REPAIRS)TO THE GENERAL FUND Alderman Ellis suggested a temporary transfer of the funds currently in the video gaming fund to the general fund to help with cash flow. Alderman Pickel said he would be against the idea. The City has already moved the money from next year's budget to the general fund, but this year's money should stay in the video gaming fund for sidewalk repairs. Alderman Jim Nelson would be against the transfer. This small amount is not going to make or break us. The City could look at the anticipation warrant and tax loan. Community Service Director Jason Strandberg said that sidewalk repair is scheduled to start in the next few weeks. This money is already targeted for these upcoming projects. No action was taken. DISCUSS A TAX ANTICIPATION WARRANT OR SHORT TERM LOAN. Treasurer Luker asked for authorization from the Council to have the ability to solicit local banks for either a warrant or a loan. The City will have three payrolls during the month of May that could cause a cash flow problem. If the City starts receiving tax levy money during the month of May a tax anticipation warrant or short term loan would not be necessary; however if the tax funds are not received in May Treasurer Luker would like to see approval to solicit local banks. CHILD ABUSE PREVENTION MONTH Mayor Fritz signed a proclamation naming April as child abuse prevention month. This proclamation was signed in the presence of the Department of Children and Family Services, Fulton/Mason Crisis Center and The Canton Police Department. April 10, 2015 will be a day to wear blue to show commitment for child abuse prevention.
