APPROVAL OF THE COUNCIL MEETING MINUTES HELD MARCH 3, 201S
BILL LIST
The total amount of this month's bill list is $391,840.44. A bill was included on this month's bill
list for the Futon County Clerk and Recorder. This was the police departments share of the
humane society cost for 2013/2014 in the amount of$25,711.87
TREASURERS REPORT
The unrestricted cash in the general fund is in the amount of $290,350.45. There are not any
reserves to be added to this amount for the general fund.
The garbage department depreciation account is in the amount of$134,703.11.
The fire department depreciation account is in the amount of$51,183.64.
The budget comparison report reflects the MTD loss in the amount of$26,309.00. The YTD loss
is in the amount of$120,488.00. This loss indicates that the City has used the general fund cash
reserves to keep the checking account afloat.
The YTD amount for the salaries for the patrolmen in the police department is at 85.0%which is
over the average amount of$83.3%.
The fire department YTD overtime was 89.2%which is over the average amount of 83.3%.
The buildings and grounds maintenance supplies MTD amount was 9.4% which is over the
average amount of 8.3%.
The water and sewer fund reflects an amount for the sludge removal paid out of the water
plant. This creates a percentage of 15.4%which is over the 8.3% monthly percentage rate.
The MTD loss for the water and sewer is in the amount of $147,128.00. The YTD loss in the
water and sewer fund is $831,355.00.
TIF 1 owes the general fund $257,903.11. TIF II owes TIF 1 $295,000.00. TIF II owes the general
fund $520,000.00.
Two of the DECA loans are current, but one is behind by four months.

SPECIAL EVENT REQUEST- FRAGILE X WALK
A special event request was submitted by Central Illinois Fragile X for a 5K walk to be held on
April 11, 2015 from 8:00am-9:00am starting at Ingersoll school. There are not any road
closures; however the auxiliary police will help with the traffic during the event. A certificate of
insurance is pending.

receipt of the certificate of insurance.

SPECIAL EVENT REQUEST FOR ART ON MAIN
A special event request was submitted by Canton Main Street for the Art on Main event to be
held on June 6-7, 2015 at Jones Park between the hours of 10:OOam-5:OOpm. The event
includes road closures for parking spaces on the east side of the square next to Jones Park and
the left lane of East Side Square (northbound) from Elm to Chestnut.
A liquor license application will be submitted and reviewed by the liquor commission during an
upcoming meeting.
A certificate for liability insurance is on file for the event.
Motion and second were made by Aldermen Putrich/West to approve the event.
Cheryl Bielema from the Canton Main Street group addressed the Council and explained that
the group is working with Kickapoo Creek Winery to be setup during the event.

NO PARKING SIGNS ALONG EAST ASH STREET NEAR INGERSOLL SCHOOL
Alderman Pickel said a resident approached him regarding the need for parking space along
East Ash Street to care for a handicapped resident. It was the recommendation to have no
parking from 7:OOam-9:OOam and 2:OOpm-5:OOpm along this area on East Ash Street.
Motion and second were made by Aldermen Pickel/Jim Nelson to create an ordinance to
amend the no parking in this area on Monday-Friday from 7:OOam-9:OOam and 2:OOpm-5:OOpm.

IDOT STATE LETTING RESULTS FOR ASH STREET& 20TH AVENUE
The project consists of resurfacing and reconstruction of the pavement on Ash Street from 16th
Avenue to 20th Avenue and the widening and resurfacing of the pavement on 20th Avenue
from Chestnut Street to just north of Ash Street. The bids came in lower than the engineers
estimate of$1,700,000.00.
Three bids were received for the project. Otto Baum Company Inc bid amount was
$1,532,007.00. R.A. Cullinan Inc bid amount was $1,543,775.03. Laverdiere Construction Inc
bid amount was $2,146,758.02.
It is the recommendation of Maurer and Stutz to award the project to Otto Baum Company.
This project is paid from federal funds. $1,275,000.00 was budgeted from the federal funds.
The total amount of$428,000.00 was budgeted from the MFT funds.
If Council approves the bid, letters will be mailed out to the property owners along Ash and
20th Avenue to let them to know who is doing the project and give them a timeframe on when
the work would be performed.

CONSTRUCTION ENGINEERING SERVICES AGREEMENT FOR FEDERAL PARTICIPATION FOR
CANTON DOWNTOWN STREETSCAPE
City Engineer Keith Plavec explained that the streetscape project is a federal program that was
matched with TIF dollars. The project was going to include street lighting and landscaping.
IDOT wanted to perform handicap/ADA ramp improvements. The project costs got too high so
the project was reduced to just include street lighting. This project is currently out for bids---
bids are due April 23, 2015 for this project.
Additional discussion took place a few weeks ago about the amount of money that would be
left in the TIF bond fund- and how to spend those dollars.
Keith was asked to look at the water main replacement on Main Street and the Chestnut Street
extension.
The water main replacement would cost$ 250,000.00 for design and construction.
The tower bid that will be discussed in the meeting is in the amount of $515,000.00. The
former Ashwood's pool hall would be $100,000.00. All of the projects discussed total
$1,208,750.00. On March 2, 2015 Comptroller Campbell reported 1.24 million in the TIF
project fund. The projects discussed are probably not all eligible for the TIF project fund. Keith
explained that the dollars are available for the proposed projects. If these funds can only be
used on certain infrastructure projects--- it would need to be determined what the projects
would be. The water main is a critical function due to the age and condition. This is a key
water main into the downtown area. The water tank being discussed is a small tank- and
ultimately the City would like to have a larger tank. A larger tank would cost over
$1,000,000.00 which cost more than the City has available. A larger tank would not be
financially possible at this time.
Keith said if the City could repair the existing tank with the recommendation from Dixon
Engineering, the City could expect 18-22 additional years of life. The streetscape and the water
main cost is currently just an estimate. These three projects total just under $1,000,000.00.
The City has 1.2 million in the TIF project fund.

BID RESULTS FOR THE 150.000 GALLON CONE ROOF/SMALL ELEVATED TOWER
This project was put out for bid. The low bidder for the project was not found to be the most
responsible bidder for the project. A list explaining the reasons why the low bidder was not the
most responsible was discussed at the last meeting. The recommendation was to award the
project to Seven Brothers Painting which was the next lowest bidder- and was found to be a
responsible bidder in the amount of$515,900.00.
Motion and second were made by Aldermen Ellis/Picket to approve the project to Seven
Brothers Painting from the TIF 1 Bond funds. (Debt Certificate)
Further discussion took place regarding the current condition on the tower along with available
funds in connection with other projects needed and the need for a larger tank. Currently the
City does not have the funds available to purchase a larger tank. The immediate issue with the
tower is the ladder that leads to the access hatch and light. The ladder is rusted and in poor
condition. The City could explore the option of just repairing the ladder at this time.
The City could postpone the project and realize the cost for the project could increase; however
the tank is currently operating. Alderman Jim Nelson said his only priority at this time is
replacing the water main.

NEW BUSINESS
City Engineer Keith Plavec attended a meeting with Keokuk Junction Railroad. It was recently
brought to his attention that some semi trucks are parking on the railroad tracks right of way.
Main to 3rd Avenue is all railroad property. They will be in the process of placing barricades to
discourage semi's from parking in the area. Signs will be placed as No Parking-Tow Zones. The
Canton police department will not be doing the towing.
A budget workshop will be held on Tuesday, March 24, 2015 and March 31st at 5:30pm.
The budget hearing will be held April 8th, 2015 at 6:OOpm.
