A RESOLUTION APPROVING AN AMENDMENT TO SARA'S FRIENDLY HARDWARE INC
PROMISSORY NOTE. #4098
The request is to suspend the principal payments and make interest only payments for
February, March, April and May. The regular payments will begin in June.

A RESOLUTION APPROVING A LETTER OF UNDERSTANDING FOR SERVICES PROVIDED TO THE
CITY OF CANTON BY SEMONIS INSURANCE GROUP D /B /A SBSI SEMONIS FOR CONSULTING
SERVICES FOR THE CITY'S GROUP MEDICAL AND DENTAL INSURANCE CONTRACT RENEWALS.

The City received an engagement letter from SBSI Semonis requesting that the City of Canton
allow them to provide the services to the City for their group insurance contract negotiations
for a fee of $3,000.00. This fee has remained the same for many years. Treasurer Kathy Luker
explained that Semonis does not act as an agent or a broker to the City of Canton. Rick
Semonis is a consultant for the City of Canton with our insurance renewals. Rick does not
receive any type of commission or compensation from BCBS or any insurance company that the
City would use.
Motion and second were made by Aldermen Justin Nelson /Hale to approve the resolution and
place it on file.
Discussion:
Alderman Jim Nelson asked who else Rick Semonis deals with besides Blue Cross Blue Shield
when he goes out to get bids.
Treasurer Kathy Luker explained that Rick Semonis works with approximately five other
insurance companies during the renewal process to see who would offer the best rate.
Alderman Jim Nelson further explained that the insurance committee could work with local
insurance companies to do the bids. The insurance companies would not charge to do the bids.
Alderman Putrich said the email received from Rick Semonis states that he does not market
our account to other carriers. Alderman Putrich would like to see bids sent with several other
companies.
Alderman Ellis said that Rick Semonis has historically done a good job with negotiations that
saved the City a substantial amount of money.

LEGAL AND ORDINANCE
ALDERMAN CRAIG WEST
DISCUSS, CONSIDER AND VOTE ON GARBAGE HAULERS LICENSE FOR JOHN LEMON WITH THE
BUSINESS ADDRESS OF: 2 ENTERPRISE ZONE, CANTON ILLINOIS FOR USE WITH A 1993 FORD
F3501 TON.
Alderman Craig West explained that John Lemon had some previous issues with his garbage
hauling permit. Last year John Lemon did not pick up his license after it was approved by the
Council. John had an issue with his property as well.
Attorney Chris Walters represents John Lemon. Attorney Walters said that John did have some
issues with the City over the last 12 months. One issue involved a mower on his property that
did not work along with household items on his lawn. He was ticketed with a nuisance violation
from the City. John pled guilty to the nuisance violation but the court dismissed his citation for
the other issue where a neighbor complained about a garbage hauler on his property. It was
not his garbage hauler, but his personal truck. The garage inside of the truck was his personal
garbage. Attorney Walters said he would like to see a permit issued.
Attorney Walters said the vehicle that he uses for garbage hauling will be parked at the
Enterprise Zone address and not his house.
Alderman Putrich explained that John Lemon must follow the rules or the permit will be
revoked.
Attorney Rabel said that she dropped the charges, they were not dismissed by the courts.
Officer Wilson went to John Lemon's property multiple times to clean up the property. The
police department has given many opportunities to clean up the property. There is a zero
tolerance policy by the City and the property must be kept clean without garbage left in the
vehicle at his home.

COMMUNITY AND INDUSTRIAL DEVELOPMENT
ALDERMAN TAD PUTRICH
UPDATE FROM MISSY TOWERY- SPOON RIVER PARTNERSHIP FOR ECONOMIC DEVELOPMENT.
Missy Towery explained that the IDEC tables are now available on the Canton Illinois.org
website. The tables are for the City of Canton as well as Fulton County. The Illinois
development economic council sets these standards that they have for site selectors. There are
21 different tables for the site selection standards. It is important to have these available on
the website so we can be competitive with other cities. Developers could go directly to the
specific table to gather the information that they are seeking.
A newsletter (Inside the Partnership) was released. This newsletter will be provided on a
monthly basis.
A site visit is planned for next Monday with a company that has expressed interest in the IH site
for development.
In partnership with the Spoon River College, Chamber and the DCEO is sponsoring an expo that
will be held on March 4, 2015 from 9:00- 11:00am.

After an audit it was discovered that a resolution was not previously passed for this project.
The state did the paperwork to start the process. The City previously paid them; however they
just need a resolution on the item.

DISCUSS. CONSIDER AND VOTE ON A UTILITY BILLING POLICY FOR THE CITY OF CANTON
A draft copy of the utility billing policy was brought forward for review. Some of the changes in
the policy will require changes in current ordinances. Any questions or comments should be
addressed prior to the next Council meeting. This item will be on the next council agenda for
further discussion.
COMMUNICATIONS FROM MAYOR JEFFREY FRITZ
Mayor Fritz complimented the city staff for their work on the streets during the recent snow
storm.

AN ORDINANCE DECLARING SURPLUS REVENUE IN THE CANTON 2 RT 9 /CHESTNUT STREET TIF
DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS
