A regular meeting of the Canton City Council was held on January 6, 2015 (6:30pm) in the

COMMITTEE REPORTS:

ALDERMAN JUSTIN NELSON
DISCUSS, CONSIDER AND VOTE ON A DEMOLITION OF PROPERTY LOCATED AT 629 VAN
WINKLE CANTON ILLINOIS.
This item was on the last Council agenda to open the bids; however there were no bids
submitted. It was recommended to extend the bids for one month.
Motion and second were made by Aldermen Justin Nelson /Ellis to extend the bids for one
additional month.
Discussion:
The demolition would include both the house and the garage.
City Engineer Keith Plavec explained that another option would be to accept bids for just a
demolition to see what it would cost to tear it down.
Amended motion and second were made by Aldermen Justin Nelson /Ellis to accept bids for the
demolition of 629 Van Winkle.

APPLICATION FOR PAYMENT NO 3 FOR WWTP MISCELLANEOUS IMPROVEMENTS FROM
LEANDER CONSTRUCTION INC IN THE AMOUNT OF $81,252.80
This pay request is for material for the project. It's too cold to do the work; however they are
wanting to get the material ordered. It will be paid from the bond funds.
Motion and second were made by Aldermen Justin Nelson /Picket to approve application for
payment in the amount of $81,252.80.

INVOICE FROM ILLINOIS PAVING IN THE AMOUNT OF $31,24S.90 FOR SEAL COAT WORK AT
THE CANTON WWTP.
Damage took place at the WWTP by Illinois Paving a few months ago. The City was holding this
payment until all of the work was completed. The City has now approved the work at the
WWTP and will release this payment.
Motion and second were made by Aldermen Justin Nelson /Putrich to approve the invoice from
Illinois Paving in the amount of $31,245.90 for the seal coat work at the Canton WWTP.

LEGAL AND ORDINANCE
ALDERMAN CRAIG WEST
DISCUSS, CONSIDER AND VOTE ON AMENDING THE LIQUOR ORDINANCE TO INCLUDE A BEER
AND WINE CLASS LICENSE.
This request previously came to the Council a few weeks ago. The City would need to decide if
they want to amend their current liquor license code to allow for a wine bar in Canton. Some
discussion has previously taken place regarding the concern that the request to have an alcohol
license is simply to allow for video gaming.
Alderman Lovell explained that he is not in favor of creating this type of license just to help
someone get a gaming license. It would be very difficult to believe that this establishment
could sustain itself on just the wine sales.
Alderman Putrich said he did research on other communities regarding similar requests. Other
municipalities are rejecting requests.
Illinois video gaming loopholes explains that one town had 158 applications for this type of
license request. That City does not want to have the town with multiple video gaming parlors.
Alderman Justin Nelson said that if the Council were to approve a new type of license, the
Council could create a class of license with restrictions.
Attorney Rabel further explained that the City would not be able to restrict gaming machines if
a liquor license has been issued.
Alderman Pickel suggested waiting until the state finalizes their regulations on gaming
machines before the City moves forward with any changes.
This item will be tabled.
COMMUNITY AND INDUSTRIAL DEVELOPMENT

UPDATE FROM MISSY TOWERY- SPOON RIVER PARTNERSHIP FOR ECONOMIC DEVELOPMENT
Missy Towery explained that she has been working on finalizing the Canton /Fulton County
Enterprise Zone application. The application was delivered on December 19, 2014.
Missy is currently working with an assisted living facility that also specializes in memory care
units. They are interested in the southwest development site at IH. They will be looking at this
area for the next 90 days. This could create 20+ new jobs.
January 17, 2015 the Glacial Golf fundraiser will take place

PURCHASE OF CASE MINI EXCAVATOR IN THE AMOUNT OF $27,500.00 FROM THE VIDEO
GAMING FUND.
The request is to purchase an excavator to be used by the street department to help with the
replacement of sidewalks and other projects. The City previously rented an excavator when the
City needed one. Purchasing the excavator will create a cost savings for the City by not renting
the equipment each time it is needed.
Motion and second were made by Aldermen Pickel /Jim Nelson to approve the purchase of the
Case mini excavator in the amount of $27,500.00.

Mayor Fritz presented the name of Alderman Justin Nelson for the WIRC board. The City no
longer has membership at WIRC; however they are requesting the input from a representative
in Canton.
