A regular meeting of the Canton City Council was held on December 2, 2014 (6:30pm) in the
Council Chambers, The Donald E. Edwards Way -50 North 4th Avenue, Canton, Illinois 61520.

ADDITIONS OR CORRECTIONS TO THE AGENDA
Alderman West asked that the item listed as "Discuss, Consider and Vote on a resolution
approving a donation agreement between Soo Lee and Kung Lee and the City of Canton in
regards to 920 West Locust Street, Canton Illinois" be removed from the agenda.
Alderman Ellis asked for approval to have discussion take place under the legal and ordinance
committee about the property on Van Winkle Street.
OATH OF OFFICE
City Clerk Diana Pavley -Rock performed the oath of office for firefighter Jacob Leake and
Michael Strickley.

COMMITTEE REPORTS:

ALDERMAN JUSTIN NELSON
PRESENTATION AND APPROVAL OF THE CITY AUDIT BY AARON PHILLIPS FOR FISCAL YEAR
2013 -2014
Aaron Phillips with Phillips, Salmi & Associates out of Washington Illinois addressed the Council
regarding the audit they performed for the City.
Aaron explained that this is the 5th year he has performed the audit for the City of Canton. The
audit conducted was for the fiscal year ending April 30, 2014. A management letter that is
required to be distributed to the Council was presented to the council members.
Aaron further explained that during the audit he didn't find any unusual transactions or any
internal control issues. Aaron said it is great news to be able to stand up and say that he did
not have any major adjustments to the books or discover any problems with the accounting
department. He was very pleased with the work that Comptroller Caty Campbell and Treasurer
Kathy Luker did in the accounting department. Aaron Phillips said "from where you came
from- to where you are today- is leaps and bounds."
Page one of the audit report shows that the audit was found to be in accordance with the
accounting principles that govern municipalities our size.
The statement of net position on the audit report shows basically what we have compared to
what we owe with the exception of the police and fire pension funds.
The total assets is $51,444,658. The total liabilities is $27,273.788. From a long term vision the
City is in very good shape. On a monthly or yearly basis the cash flow is pretty tight. There is
definitely some short term things that the Council needs to address.
The City refunded some debit a couple of years ago and reduced the rates on the water and
sewer bonds. This year the debt was paid down at approximately $400,000.00 faster that we
would have if the City did not refinance that debt. This year we have the $27,273,788 in debt.
Last year the City had $2,000,000 more in debit than we do now.
The cash investments at the end of this fiscal year is approximately 6.9 million dollars. The end
of last year it was 9.5 million dollars. The reduction is due to some redevelopment agreements,
legal costs, and capital expenditures. On an operating basis, the City broke even.
The audit also reflects that the General, Canton 1 Tax Increment financing district and other
governmental funds all have negative figures. The reason these are negative figures is because
the City spent more than what was brought in under these areas. Aaron said this area needs to
be addressed.
The water and sewer funds are designed to be self sufficient. The report reflects that the net
cash provided by (applied to) operating activities is $2,652,991. This number last year was
$2,700,000.
The cash flows from capital and related financing activities shows the principal payments on the
debt and the interest paid was $2,460,000. The water and sewer fund is just barely making its
principal and its interest payments from operating cash flows. Aaron said he wanted to
congratulate everyone for doing what they did with the rate adjustment and doing something
about this area. Going into next year this area will look much better. The cash flows from the
water and sewer should be significantly higher next year.

APPROVAL OF PURCHASE FOR THERMAL IMAGING CAMERAS FOR THE FIRE DEPARTMENT
The Canton Fire Department has been using thermal imaging cameras since 1997. The first
camera on the market available to the fire service was purchased by the fire department with
funds raised by firefighters and local business.
The request is to spend $15,098.00 out of the fire department depreciation fund that has a
current balance of $56,777.13.
The total monies approved would pay for one camera and half of the other. The Canton Fire
Department Foreign Fire Fund would purchase one and pay for half of the other. This would
allow a total of 3 cameras to be purchased with both money sources.

DISCUSS. CONSIDER AND VOTE ON THE CITY OF CANTON ELECTRIC SERVICE AGREEMENT
The contract with Dacott Energy for electricity purchase service agreement with Illinois Power
Marketing Company dba Homefield Energy is at the rate of 4.97 cents per kwh for 12 months.
This would run from December 2014 to December 2015. This contract was signed last month
and doesn't require any further Council action.
DISCUSS, CONSIDER AND VOTE ON AN INVOICE FROM HUBER COMMERCIAL INC IN THE
AMOUNT OF $5,428.79.
The theater group approached the Council in October 2012 about hiring Mr. Huber to evaluate
the existing theater and the possibility of converting it to meet the digital requirements. The
Council at that time approved up to $12,000.00 for his work. The City just received an invoice
from Huber Commercial Inc in the amount of $5,428.79 that would be paid from the TIF 1 bond
funds.
Motion and second were made by Aldermen Justin Nelson /Pickel to approve the invoice from
Huber Commercial Inc in the amount of $5,428.79 from the TIF funds.
Alderman Jim Nelson asked if we have anything that shows what work was performed.
City Engineer Keith Plavec explained that he does have the detailed report showing the work
performed and the concerns they found during their work. The invoice is just now being
presented for payment because Huber Commercial realized that the project is not moving
forward.
Alderman Jim Nelson expressed concerns about the bill from two years ago just now being
presented for payment.

DISCUSSION OF VAN WINKLE PROPERTY
The property on Van Winkle is currently out for bids. The bid process will close on December
16, 2014 at 4:OOpm. The bids will be opened at the Council meeting that night at 6:30. If
anyone would like to pick up bid documents they can be obtained at the City Clerk's office at 2
North Main Street. There is a stipulation in the bid document that requires the property to be
demolished.

The State requires the City to look at bridges every few years. There is a 10 day course to do
the inspections. The recommendation (by Engineer Keith Plavec) is to have the Fulton County
Highway Dept do the inspection at a cost of $400.00.

GARBAGE TOTES AVAILABLE FOR PURCHASE
Garbage Totes are still available at the City. Citizens are encouraged to purchase totes to help
the street and garbage department. The totes also help keep the communities appearance
better. Totes are available at the cost of $45.00 for a 35 gallon tote, $51.00 for the 65 gallon
tote and $58.00 for the 95 gallon tote. Citizens can call City Hall to order a tote.
LEAF PICKUP PROGRAM ENDING
This will be the final week for the leaf pickup program.

PURCHASE OF HYDRAULIC RESCUE TOOLS- INFORMATIONAL ONLY
Fire Chief Tom Shubert explained that the foreign fire fund has approved buying a set of
hydraulic rescue tools at a cost of $8,000.00 to replace a set that is not functioning properly.
