ORDINANCE N0. 2�32
WHEREAS, the Mayor and City Council of the City of Canton,
Illinois are concerned and mindful that the enhancement and better-
ment of the City of Canton, Illinois and contiguous area as a place
for its citizens to live, to rear their families, to work, to
commune and associate together, and to enjoy and experience
satisfying recreational experiences is a continuous need requiring
continuous vigilance, p�.anning, effort and foresight not only on
the part of its of��.cials but also on the part of its private
citizens as well ; and,
WHEREAS, the Mayor and City Council are equally mindful
that many high-minded citizens of this City, possessing varied
talents and abilities , if organized and afforded opportunity, would
in concert serve to enhance and better this City in the premises
set forth; and,
WHEREAS, the Mayor and City Council are resolved that the
organization and encouragement of such citizens is not only desirable
but necessary to the continuous enhancement and betterment of the
City of Canton, Illinois in the premises set forth,
NOW, THEREFORE, BE IT, AND IT HEREBY IS ORDAINED BY THE
CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS, AS FOLLOWS :
A commission of this City is hereby created and established
which shall be known as '"THE CANTON BETTERMENT COMMISSION”. The
composition, purposes, duties , powers , internal organization, and
expectancy of this Commission are as hereinafter set forth.
l. COMPOSITION. The Ganton Betterment Commission sha11
be composed of fourteen adult citizens of the City of Canton, Illinois,
who shall serve without pay and who shall be appointed two from
and f or each Ward. In so far as practicable the appointments from
each Ward shall consist of one man and one woman. The manner of
appointment and terms of office shall be as hereinafter set forth.
a. MANNER OF APPOINTMFNT AND TERMS OF OFFICE. Members
of the Commission shall be nominated and appointed by the Mayor
from each Ward after consultation with and the approval of the two
Aldermen of each respective W�rd and subject to the approval and
of the conf irmation of the City Council. With the exception of
initial appointees, members of the Commission shall be appointed
for three year terms commencing and ending with the f irst Tuesday
in May of applicable years. A membership vacancy which occurs

during a term of Office sha11 be filled for the remainder of such
term in the same manner as provided with respect to the original
appointment . No person may serve as a member of the Commission
for more than two consecutive terms. For the purpose of the
preceding sentence the tenure of an initial appointee and the
tenure of a member appointed to fill a membership vacancy shall
be considered a "term", provided, however, that tenure in office
for less than eighteen months sha11 not be considered a "°termr`
for the purpose of the preceding sentence.
b. INITIAL APPOINTEE. This term has reference to
those members of the Commission first appointed thereto in implemen-
tation hereof. The terms of office of such members shall be as
follows : The term of office for one such member from each ward
shall be from the time of his appointment to the f irst Tuesday
of May, 1972 ; the term of office for the other such member from
each ward shall be from the time of his appointment to the first
Tuesday of May, 1973. The term of office for each initial appointee
shall be designated by the Mayor and approved and confirmed by
the City Council at the time of appointment to membership to the
Commission.
2. PURPOSES. The purpose of the Canton Betterment Commission
is to further the enhancement and betterment of the City of Canton,
Illinois and contiguous area in the premises set forth and suggestive
in the recitals hereto.
3. DUTIES The Canton Betterment Commission shall meet
not less than four�times annually in implementation of the purposes
of its creation. All meetings sha11 be public, shall have a stated
purpose, shall be held after public notice as to time and place
and pursuant to such other reasonable rules as the Commission
itself shall make. Meetings of any sub-committees of the Commission
may be at convenience and without condition, provided, however,
that subsequent report thereof shall be made to the Commission.
The Commission shall make report of its acts , doings, recommenda-
tions and suggestions in the premises of its creation to the Mayor
and 8ity Council not less than twice annually and at a regular
meeting of the Council in the months of November and May of each
year.
In furtherance of the generality of its purpose the
Commission shall :
a. At all times concern itself with the beautifica-
tion and cleanliness of the City of Canton, Illinois , both with
respect to private as well as public property.
b. At a11 times concern itself with and accept reason-

able assignments in the premises of its creation from the Mayor
and City Council.
c. At all times engage in some affirmative program
of its own initiative in furtherance in the premises of its creation.
d. At a11 times stand ready to meet with individual
citizens, groups of citizens, and recognized organizations in and
of the City of Canton, Illinoisfor the purpose of implementing
the premises of its creation.
4. POWERS. The Canton Betterment Commission shall have
no legal powers or force with which to implement the premises of
its creation. The Canton Betterment Commission shall rely for such
implementation only on power of persuasion, reason, constructive
programs and goals, and kindly and helpful concern for fellow
citizens of the City of Canton, Illinois, both individually arad
collectively.
5. INTERNAL ORGANI2ATION. The Canton Betterment Commission
at its organizational meeting and prior to the transaction of any
other business, sha11 elect a Chairman and a Secretary from among
its membership, each of whom shall serve for a two year term and
who may not succeed themselves ; thareafter, a Chairman and Secretary
shall be elected for one year terms and may not succeed themselves.
Each Secretary shall keep minutes of each meeting of The Canton
Betterment Commission in a bool� provided for that sole purpose so
that a continuous and complete record thereof is kept and the
minutes so kept shall be made available to any citizen of the City
of Canton, Illinois.
In addition to the foregoing, but not inconsistent
therewith, The Canton Betterment Commission shall provide, in
writing filed with the City Clerk, for other matters concerning
its internal organization and w ith respect to its officers, their
nomination and election ; the composition of any of its standing
committees, its rules of order; its meetings (but not inconsistent
herewith) ; and for such other matters of like nature.
6. EXPECTANCY. The Mayor and City Council of the City of
Canton, Illinois, representatives of all of the citizens of the
City of Canton, Illinois , and in their interests , have reposed
faith and confidence in The Canton Betterment Commission and in
the individual members thereof in the premises hereof.
BE IT HEREBY FUR.THER ORDAINED that this Ordinance shall
be published in its entirety in a secular daily paper published in
the City of Canton, I1linois.
