' revision. � ORDINANCE N0. ���-�� ESTABLISHING RULES AND RE�ULATIONS GOVERNIN� THE INSTALLATION OF ELECTRICAL WIRING AND EQUIPMENT IN THE CITY OF CANTON, ILLINOIS SECTION l. DEFINITION. The term r`electrical contractor"', as used in this division, means any person engaged in the business of installing or altering by contract electrical equipment for the utilization of electricity supplied for light , heat or power, not including radio apparatus or equipment for wireless reception of sounds and signals, and not including apparatus , conductors and other equipment installed for or by public utilities , including common carriers , which are under the jurisdiction of the Illinois Commerce Commission, for use in their aperation as public utilities ; but the term "electrical contractor" does not include employees employed by such cor��ractor to do or supervise such work. �CTION ,2��� EGISTRATION - �tEQUIRED. SAME - APPLICATION; FEE. Any person desiring to engage in the business of electrical contractor shall fill out application for registration to the chief electrical inspector. Upon the filing of such application in proper form and the payment of twenty-five dollars, the chief electrical inspECtor shall issue a receipt to the applicant . Such application shall be accompanied by satisfactory affidavit that the applicant has had at least four years ' practical experience installing, altering or repairing electrical equipment. SECTION �. SAME - EXAMINATION OF APPLICANT. Before a certificate of registration required by this division shall be issued to an applicant by the electrical commission of the city, the applicant shall , following reasonable advance notice, present himself for examination as instructed by the chief electrical inspector at the time�a�d place set by him. The electrical commission shall examine such applicant as to his practical knowledge of the installation an d alteration of electrical equipment as set forth � ' . . . t. . , � , , � , ' in the rules and regulations of this article and in the latest issue of the National Electrical Code which is the regulations of the National Board of Fire Underwriters, as recommended by the National Fire Protection Association and approved by American Standards Association. Such examination shall be, in whole or in part , in writing and shall be of practical character, as determined by the electrical commission, but sufficiently strict to th�oughly test the experience and qualifications of the applicant . SECTION t4. SAME - ISSUANCE. Any person who shall have filed proper application and later shall have passed satisfactory examination, shall be entitled to receive a certificate of registration to do electrical wiring and engage in the business of electrical contracting in the City. SECTION �j . SAME - TRANSFERRING LOANIN�, ETC. ; SUSPENSION OR REVOCATION. A certificate of registration issued by the electrical commission shall not be loaned, rented, assigned or transferred. Each and every certificate of registration may, after hearing, be suspended or revoked by the city council upon recommendation of the electrical commission upon failure or refusal of the electrical contractor to comply with the rules and requirements of the chief electrical inspector. SECTION '�. SAME - EXPIR.ATION; RFNEWALS. No person, granted a certificate of registration under provisions of this division, shall install, repair or perform any wiring after the expiration of the certificate of registration shall have been suspended or revoked by the city council , as herein provided. A certificate of registration shall expire on December thirty-first in the year issued, and a renewal shall be taken out before any further permits will be issued by the chief electrical inspector. .Any persons having secured an electrical contractor ' s certif icate of registration under the conditions above set forth, shall be granted a renewal of such certificate, provided application is made to the chief electrical inspector by the holder of such certificate, and upon payment of twenty-five dollars with such , renewal request. SECTION '�. DEFINITION OF "ELECTRICAL INS TALLATIONS'" OR "ELECTRICAL EQUIPMENT" . The terms 'relectrical installations" or "electrical equipment" as used in this division mean conductors and equipment installed for the utilization of electricity supplied for light , heat or power, but does not include radio apparatus or equipment for wireless reception of sound and signals and � . . � '. � � �. . . , . � - does not include apparatus , conductors and other equipment installed for or by public utilities , including common carriers, which are under the jurisdiction of the I1linois Commerce Commission, for use in their operation as public utilities. SECTION Se CONFORMITY. Except as otherwise provided, all electrical installations ehall be in conformity with the provisions of this division. Where no specific standards are pres.cribed by this division, conformity with the regulations set forth in the National Electrical Code, current edition, as approved by the American Standards Association, shall be prima facie evidence of conf ormity with approved standards for safety to persons and property. SECTION : 9. POWERS AND DUTIES OF CHIEF ELECTRICAL INSPECTOR. The following authority shall be granted to the chief electrical inspector : (a) . The chief electrical inspector shall have the right during reasonable hours or at any time when an extreme danger exists , to enter any building in the discharge of his official duties , or for the purpose of making an inspection, re- inspection or test of the installation of electrical wiring, devices , applicances and equipment contained therein. The chief electrical inspector shall have the authority to cut or disconnect any wire in cases of emergency where necessary for safety to life or property, or where such wire may interfere with the work of the fire department. The chief electrical inspector is hereby authorized to disconnect or order discontinuance of electrical service to any electrical wiring, devices , applicances or equip- ment found to be dangerous to life or property because they are defe�ctive or defectively installed. (b) . The chief electrical inspector may, in writing, delegate any of his powers or duties to any electrical inspector. SECTION 10 . INSTALLATION OR ALTERATION OF ELECTRICAL EQUIPMENT - PERMIT REQUIRED; CONFORMANCE TO STANDARDS AND SPECIFI- CATIONS . No electrical equipment shall be installed or altered except upon a permit issued by the department of buildings . The chief electrical inspector shall inspect and shall require that it conform to the standards and specifications applicable thereto which has been recommended and adopted as provided in this division. No electrical permit will be issued for the installation of electric wires , conduit , neon tubing, or electrical equipment in, on, or connected to any sign, building, or structure within � ' , ' � • the City of Canton which is in violation of the Building Code or Zoning Ordinance. SECTION 11. SAME - INSPECTION; CERTIFICATE. Upon the completion of the installation or alteration of electrical equip- ment in any building, it shall be the duty of the person installing or altering the same to notify the chief electrical inspector, who shall inspect the work within twenty-four hours after such notice is given ; and if such electrical equipment is found to be fully in compliance with this division, and does not constitute a hazard to life and property, he shall issue to such person for delivery to the owner a certificate of inspection authorizing connection to the electrical s�ervice and the turning on of the current. All wires which are to be hidden from view shall be inspected before concealment, and any pErson installing such wires shall notify the chief electrical inspector, giving him twenty- four hours in which to make the required inspection before such wires are concealed. SECTION 12. SUBMISSION OF PLANS FOR WORK TO BE DONE. Plans must be submitted by architects, engineers or owners and approval obtained from the department of buildings before work is started for electrical work to be done in all new buildings , except residences and in any building undergoing remodeling. SECTION 1�. SERVICE RENEWAL OR CHANGE OF LOCATION. Wherever a service to a building is to be renewed, enlarged or the location changed such service and subsequent wiring shall be installed in compliance with this Code. SECTION 1�4. INSPECTION AND CERTIFICATE OF APPROVAL REQUIRED. An inspection and certificate of approval by the city department of buildings will be required on the wiring in all new buildings or in remodeled buildings before the same will be connected to the supply lines of theCentral Illinois Public Service Company. SECTION 15 . INSPECTIONS OF OLD HOUSES. No inspections wi11 be made, no.r certificates issued for the wiring or rewiring of existing dwelling occupancies unless such dwelling occupancies shall have at least one outlet for lighting and one duplex convenience outlet in each room thereof. If a convenience outlet is used in lieu of the lighting outlet , it shall be switched at the entrance. SECTION 16 . PERMITS - REQUIRED. Permits shall be taken out for both old and new electrical work, and the fee for the same shall be the sum of one dollar. Permits must be obtained before work is started. No permit fees will be added to inspection rates for signs and control circuits for heat�ing apparatus. SECTION l�. SAME - TEMPORARY PERMITS. Temporary permits for electrical work may be issued at the option of the electrical inspection department . SECTION 18. TEMPORARY CONNECTION - CERTIFICATE; FEE. A certif icate for temporary connection for light or power used for building purposes will be issued upon payment of a fee of one dollar for each sixty days or fractional part thereof that such connection is in use. SECTION `��. SAME - MANNER OF MAKING. Where a temporary connection for light or power for building purposes must be made to a pole or timber, such pole or timber must be seasoned cedar, pine or fir of the following dimensions : Pole - Circumference at ground line must not be less than twenty-one inches nor less than f ourteen inches at top. Timber - Four inches by six inches by sixteen feet. The pole or timber must have standard service wiring with a weatherproof fused disconnect capable of being locked in the open position. The above type of service must have a ground as approved by the current edition of the National Electrical Code. SECTION 20. WIRING INSPECTION RATES. The rates for wiring inspection shall be as follows : Wherever there is more than one motor of fractional horsepower, the sum total of such fractional horsepower shall be computed and the inspection fee shall be one dollar for eac'� whole horsepower and any additional fractional horsepower shall be charged as one whole horsepower as provided herein. For motors of one horsepower and more, the fee for each motor shall be as follows : 1 Horsepower. . . .�1.00 6 Horsepower. . . .�2.25 2 Horsepower. . . . 1.25 7 Horsepower. . . . 2.50 3 Horsepower. . . . 1.50 8 Horsepower. . . . 2.75 4 Horsepower. . . . 1.75 9 Horsepower. . . . 3.00 5 Horsepower. . . . 2.00 10 Horsepower. . . . 3.25 Over 10 horsepower, $3.25, plus ten cents for each additional horsepower. Maximum charge per single motor, �7.25. New service renewal or change in location of existing service, each meter location, �1.00 ; three or less outlets , a flat �0.50 ; four to twenty-five outlets , inclusive, �1.00 ; each additional twenty-five outlets or fraction thereof, �0.50. One to twenty-five sockets or fraction thereof, �1.00. Each additional twenty-five sockets , or fraction thereof, �0.50. Each flnorescent or cold cathode tube shall be considered as one socket . One to twenty circuits, inclusive, one dollar ; each additional twenty circuits or fraction th�reof, fifty cents ; control circuits for heating apparatus , each circuit one dollar and fifty cents. SECTIONS 21. REINSPECTIONS : FEE. An,y reinspection of any wiring installation made necessary through failuxe nf the contractors to properly install the same, or in violation of th� rules , shall be charged for at one dollar an d �ifty cents for each inspection, SECTION 2^. SEMIANNUAL INSPECTION� ; CHAR�ES OR A.LTERATIONS ; R�EINSPECTIONS ; CHARGES. It shall be within the authority and jurisdiction of the .^hief electrical inspector to require a - semiannual inspection of wiring, used in connection with light or power, in all ba.�ildings used for other than residential purp�ses within the city limits . The electrical inspection department shall leave the peraon in charge of �he premises inspected, a written notice of such change or alterations as may be required, an�l such chan�es shall be made within thirty days after receipt of such �written notice, unless in the opinion of the chief electrical inspecto.r such changes should be made at once, at t�ze end of which time the electrical inspection department shall reinspect the changes or alterations mentioned in such written notice. The charge for such reinspectio�l shall be as follows : For the first four branch circuits or less in any b�ailding, the inspection fee shall be one dollar. For each additional circuit , a fee of ten cents shall be charged. SECTION 2<3. ELECTRICAL INSTALLATIONS. All electrical installations within the fire district of �the City shall be installed in approved metal conduits or metal mouldings aild all electrical installations in all other (i.e. � residentialj areas may be installed with approved non-metallic cable, Al1 new installa- 't 1 Ori S "'°_asrer='r—irea7 t.. o" .,a a; .-,„,..,+ , , , . ' � . .. � , , sha11 have a fused disconnect , pull-out fuses or main breaker ahead of all branch circuits . SECTION 2 4. FLEXIBLE ARMORED CONDUITS. Flexible armored conduits known as BX may be installed as concealed work in hollow spaces of walls and ceilings in old residences only, provided, that the construction is such that the concealed lengths between outlets may be withdrawn and new lengths drawn in without injury to the finished surface. �reenfield or BX shall not extend into the basement more than two feet . SECTION 2�-� 230 VOLT CURRENT. 120/240 volt motors of one- half horsepower capacity or larger shall be connected on 240 volt if such current is in the building. Cartridge fuses shall be used in a11 208/240 volt installations. SECTION 26. CIRCUITS. �ao extra circuits shall be provided for on new wiring installations , one of which can be used for the heating control circuit . Tr�elve (12) circuits shall be the maximum number installed on No. 6 A.W.G. service entrance conductors. All heating controls must be installed on a separate circuit or circuits as needed. SECTION 2�. SOLDERING. Wires must not be drawn into conduits until plastering is dry. When wires are pulled in and poled up, all connections must be soldered or spliced with pressure solderless connectors approved by the chief electrical inspector. This includes joints to which fixtures will be attached. SECTION 2$. OUTLETS. Al1 lighting outlets , in new work, must be installed with a four-inch box not less than one and one- half inches deep and equipped with plaster rings. Each ceiling, bracket , switch or receptacle outlet , on new jobs , must be provided with lath supports or plaster rings. Al1 such plaster rings must be provided with ears. Lath supports must be at the outlet. SECTION 29. BRANCH CIRCUITS. In the wiring of a11 lighting and appliance branch circuits, no wires smaller than No. 12 A.W.G. will be permitted, except for control circuits . Lighting switch legs are not to be construed as control circuits unless they be of � lAw voltage (less than 50 volts) switching. Low voltage (less than 50 volts) wiring will be permitted as recommended in the current edition of the National Electrical Code. ' • . i � �. ' . . , � � � . , � ' '� • ' ' , ; . SECTION 3h. OUTLET BOXES. Fixtures which are supported in such a manner as to make the outlet box inaccessible, will not be permitted. This applies to bracket lights which are set in cement as in bathrooms. SECTION 31. RESIDINCE WIRING. Nine light outlets shall be the maximum of outlets in one lighting circuit in residence work, but in no case wi11 more than two thousand watts be permitted on one branch circuit. As a basis for determining the size of service entrance conductors in dwelling occupancies , outlets will be rated as follows : Receptacle outlets in the kitchen, laundry, pantry, dining room, and breakfast room shall be rated at 500 watts . All other receptacle outlets. . . . . . . . . . . . . . . .200 watts All lighting outlets (ceiling or walls) . . . . . . . . . . . . . . . . . . . . . . . . .100 watts SECTION 32. PLUG FUSES. Holders f or plug fuses or 30 amperes or less shall not be installed unless they comply with Section 2453 of Article 240 of the National Electrical Code, or are made to comply with Section 2453 by the insertion of an adapter. SECTION 33. SERVICE ENTRANCE CONDUCTORS. Single Phase 3- wire service entrance conductors shall not be smaller than No. 6 A.W.G. SECTION 34. SIGN AND BORDER LIGHTING. Signs and border lighting sha11 be wired with No. 12 wire and a maximum of two thousand watts per circuit will be permitted. Sign and festoon lighting shall be taken only from such points on the wiring system that correct fusing can be provided for. All outdoor electric signs shall be controlled by an externally operated switch, capable of being locked in the open position. Transformers used outdoors shall be of the weatherproof type or shall be enclosed in the sign body, or in a separate metal box. The wires on all outdoor signs and billboards shall be encased in conduit or metallic tubing. SECTION 35. ORNAMIIVTAL STREET LIGHTING. All plans and specifications for ornamental street lighting shall be submitted to the electrical inspection department before being incorporated in an ordinance, and the electrical installations of such lighting systems shall be under the supervision of the chief electrical inspector. SECTION 36 . PENALTY. If any person, firm or corporation shall place or install or cause or permit to be placed or installed in any building, any wiring, apparatus or fixtures for the use of electricity, or shall make or cause or permit to be made any alterations or change in or additions to any wiring, apparatus or fixtures , without a permit first having been obtained for the • � � ,S • . . y��� ., . . . � . . ' , ' . same as required by this chapter, no permit shall be subsequently issued for such change or installation and no inspection of the same shall be made until double the amount of fees otherwise provided by ordinance are paid for such permit and inspection. The payment of the double fee, however, will not relieve the said person, f irm or corporation from other penalties for violation of this chapter. Failure or refusal to comply with an order of the department of buildings shall constitute a violation of this article. Such violation shall subject the person in charge of the premises to the punishment provided for in Section � of this Code, and each day such wiring is permitted to remain unchanged or unaltered after the expiration of the time given on such written notice shall consitute a separate offense. This Ordinance shall be in full force and eff ect from and after its passage by the City Council and approval by the Mayor according to law.
