That it is hereby determined to be in the interest of the public health and safety of said City that the City sewer system be improved and extended as hereinabove described in the preambles of this ordinance and for the purpose of paying part of the cost of constructing said improvements and extensions it will be necessary that the City borrow money in the amount of �1,360,000 and in evidence thereof issue the bonds of said City in that amount . Section 2. That there be borrowed for, by and on behalf of said City the sum of $1,360,000 for said purpose and that to evi- dence said loan negotiable bonds of said City be issued and that sa.id bonds bear interest from date at the rate of not to exceed seven per cent (7�) per annum. Section 3. That the question of issuing said bonds be su�bmitted to the le�;al voters of said City at a special election which is hereby called to be held in and for said City on Saturday, the 31st day of October, 1970, between the hours of 6 :00 o' clock A.M. and 6 :00 o' clock P.M, of said day. Section 4. That for the purpose of said election each of the wards of the City shall be an election precinct, and the polling place for each prec3nct shall be as hereinafter set forth in Seetion 5 in the form of the notice to be given of said election. Section 5. That the City Clerk of said City be and is hereby ordered and directed to cause notice of said election to be given by publishin� notice thereof once in the Canton Daily Ledger, being a newspaper published in and having a general circulation -2- within said City. The date of such publication of said notice shall be not more than thirty days nor less than fifteen days prior to the date set for said election and said notice as pub- lished shall be in substantially the following form: NOTICE OF SPECIAL ELECTION to vote upon the question o�issuing $1,360,000 Sewer Bonds of the City of Canton, Fulton County, Illinois. � � � PUBLIC NOTICE IS HEREBY GTVEN that a special election will be held in and for the City of Canton, Fulton County, Illinois, on Saturday, the 31st day of October, 1970, at which time there will be submitted to the electors of said City the following question: Shall bonds in the amount of $1,360,000 be issued by the City of Canton, Fulton County, Illinois , for the purpose of paying part of the cost of constructing im}�rovements and ex- tensions to the City sewer system, said bonds to bear interest at the rate of not to exceed seven per cent (7�) per annum? That the City Clerk is hereby ordered to cause a sample of the ballot to be published once in the Canton Daily Ledger, being a newspaper published in and having a general circulation within said City, not less than five days prior to the date set for said election and to procure and prepare all necessary election material for holding and conducting said election.
