AN ORDINANCE providing for the submission
to the voters of the City of Canton, Fulton
County, Illinois, the question of issuing
$1,360,000 Sewer Bonds at a special election
to be held in and for said City on the 31st
day of October, 1970.

WHEREAS, it is deemed advisable and necessary and for
the best interest of the City of Canton, Fulton County, Illinois,
in order to promote, protect and safeguard the public health of
the inhabitants of. said City that provision be made for extending
and improving the existing City sewer system including the construc-

and the acquisition and installation of all valves, controls , equip-
ment, wiring, appurtenances and connections necessary and incident
thereto, all in accordance with the plans and estimate of cost here-
tofore approved by the City Council and now on file with the City
Clerk; and
WHEREAS, the City Council of said City has heretofore es-
timated the cost of constructing said extensions and improvements
and does hereby estimate that it will cost not less than $� >7�5,3Cj� �

WHEREAS, funds are not available for the purpose of con-
structing said extensions and improvements and it will, therefore,
be necessary to borrow money and in evidence thereof issue the bonds
of said City for the purpose of paying part of the cost thereof and
before bonds can be issued, the question of issuing said bonds must

be submitted to the electors of said City and approved by a ma�ority
of the electors voting on said question at an election called for
that purpose:
NOW, THEREFORE, Be It Ordained by the City Council of the
City of Canton, Fulton County, Illinois , as follows :
Section 1. That it is hereby determined to be in the
interest of the public health and safety of said City that the
City sewer system be improved and extended as hereinabove described
in the preambles of this ordinance and for the purpose of paying
part of the cost of constructing said improvements and extensions
it will be necessary that the City borrow money in the amount of
�1,360,000 and in evidence thereof issue the bonds of said City in
that amount .
Section 2. That there be borrowed for, by and on behalf
of said City the sum of $1,360,000 for said purpose and that to evi-
dence said loan negotiable bonds of said City be issued and that
sa.id bonds bear interest from date at the rate of not to exceed
seven per cent (7�) per annum.
Section 3. That the question of issuing said bonds be
su�bmitted to the le�;al voters of said City at a special election
which is hereby called to be held in and for said City on Saturday,
the 31st day of October, 1970, between the hours of 6 :00 o' clock
A.M. and 6 :00 o' clock P.M, of said day.
Section 4. That for the purpose of said election each
of the wards of the City shall be an election precinct, and the
polling place for each prec3nct shall be as hereinafter set forth in
Seetion 5 in the form of the notice to be given of said election.
Section 5. That the City Clerk of said City be and is
hereby ordered and directed to cause notice of said election to be
given by publishin� notice thereof once in the Canton Daily Ledger,
being a newspaper published in and having a general circulation

within said City. The date of such publication of said notice
shall be not more than thirty days nor less than fifteen days
prior to the date set for said election and said notice as pub-
lished shall be in substantially the following form:

PUBLIC NOTICE IS HEREBY GTVEN that a special election
will be held in and for the City of Canton, Fulton County, Illinois,
on Saturday, the 31st day of October, 1970, at which time there will
be submitted to the electors of said City the following question:
Shall bonds in the amount of $1,360,000 be
issued by the City of Canton, Fulton County,
Illinois , for the purpose of paying part of
the cost of constructing im}�rovements and ex-
tensions to the City sewer system, said bonds
to bear interest at the rate of not to exceed
seven per cent (7�) per annum?
That for the purpose of said election each of the wards
of said City will be an election precinet and the polling place

are qualified to vote on said question, and voters must vote at
the polling place designated for the election precinct within
which they reside.

Section 8. That the City Clerk is hereby ordered to
cause a sample of the ballot to be published once in the Canton
Daily Ledger, being a newspaper published in and having a general
circulation within said City, not less than five days prior to the
date set for said election and to procure and prepare all necessary
election material for holding and conducting said election.
Section 9. That said election shall be held and conducted
and the returns thereof duly canvassed, all in the manner and time
as provided by law, and all persons desiring to vote at such elec-
tion, upon presenting themselves at the polls , shall first request
of the Judges of the election and sign an affidavit in substantially
the following form:

Each of the undersigned does hereby solemnly swear (or
affirm) that he is a citizen of the United States of America, above
the age of twenty-one (21) years and has resided in the State of
Illinois for one (1) year or more, in the County of Fulton for
ninety (90) days or more and in the City of Canton, Fulton County,
Illinois , for thirty (30) days or mare prior to the date of the
execution hereof, and does further state that he presently resides
within said City at the address shown below opposite his signature,
and that he is registered to vote in general elections from said
residence located in the City, that he desires to vote at the
special election heretofore called to be held in and for said City
on the3lst day of October, 1970, and that he is a qualified voter
of said City.
