HomeMy WebLinkAboutOrdinance #417, : -. - "head: Council 3/20/71 Laid over' .f ORDINANCE NO. (AN ORDINANCE PROVIDING FOR AND ESTABLISHING AN AUXILIARY POLICE FORCE FOR THE CITY OF CANTON, ILLINOIS.) BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS: Section 1. This Ordinance may be referred to as the "Auxiliary Police Ordinance ". Section 2. An Auxiliary Police Force for this City is hereby created and established. The members thereof shall consist of fifteen Auxiliary Policemen, each of whom shall be appointed by the Mayor with the advice, consent and approval of not less than two - thirds of the City Council. Such appointments shall be made on the first Tuesday of each May hereafter and at such intervals thereafter as may be necessary to fill any vacancy and so as to keep the compliment of the Auxiliary Police Force at its maximum of fifteen members at all times or as near thereto as may be. Section 3. Auxiliary Policemen shall meet the following minimum requirements: Each of them shall be adult male citizens of the City of Canton, Illinois, shall not be members of the regular police department of this City, shall be of good morals and character, and shall not have ever been convicted of a felony or any crime involving moral turpitude. Section 4. Prior to entering-,upon Auxiliary Policeman shall receive a course weapons and such other police procedures a for the exercise of their powers conferred and as shall be determined and provided by of this City from time to time. any of their duties, each of training in the use of s shall be appropriate upon by this Ordinance the corporate authorities Section 5. A candidate for appointment to the Auxiliary Police Force of this City, as a condition to appointment, shall be fingerprinted and shall provide such other personal data as may be req&ested of him by the Police Chief of this City, such prints and data to be maintained by said Police Chief. Section 6. Auxiliary Policemen shall be provided with appropriate uniforms at the expense of this City. Such uniforms shall be different and distinct from those used by the members of the regular Police Department of this City and any identification symbols worn thereon shall likewise be different and distinct from those used by members of the regular Police Department of this City. Such uniforms and identification symbols shall be as from time to time provided by the corporate authorities of this City. Section 7. Auxiliary Policemen shall at all times during the performance of their duties be subject to the following discipline: They shall be subject to the direction and control of the Police Chief of this City. Section 8. Auxiliary Police members shall only be assigned to perform the following duties in this City: a. To aid or direct traffic within this City. b. To aid in the control of natural or manmade disasters. c. To aid in cases of civil disorder as directed by the Chief of Police of this Cit�r, provided, that in cases that render it i � r 1 ' i • - v J impractical for members of the regular Police Department to perform the regular and normal police duties, the Chief of Police of this City may (and he is hereby authorized) to assign Auxiliary Policemen to perform such normal and regular police duties as may be necessary. Section 9. The duties of Auxiliary Policemen shall be restricted and confined to the areas above provided. Auxiliary Police Officers shall not carry firearms except with the expressed permission of the Chief of Police and then only while in uniform and in the performance of their duties. Section 10. In addition to the foregoing duties, Auxiliary Policemen, when on duty, shall also be conservators of the peace and shall have the powers now specified and which may hereafter be specified in the legislative enactments of the State of Illinois. Section 11. Each Auxiliary Policeman shall be paid by this City for time spent on duty as an Auxiliary Policemen in the following manner: � o o?, !0 3 7Z /-� ©� 7Z P O � rj l= Section 12. This Ordinance shall be in full force and effect upon its passage by the City Council and approval by the Mayor.
