'' d� AN ORDINANCE ESTABLISHING SALARIES AND PROVIDING FOR CERTAIN BINEFITS �FOR CERTAIN EMPLOYEES OF THE CITY OF CANTON, ILLINOIS FOR THE FISCAL YEAR COMMIIVCING MAY, 1973. * * * * * * * * * * * * * * * * WHEREAS� it is thought by the corporate authorities of the City of Canton, Illinois that an Ordinance setting forth not only rates of pay for certain employees of said City but which also outlines and defines certain other benefits for such employees and which, as well, enunciates the policy and outlook of said City with respect to such employees would be of benefit to all concerned ; and, WHEREAS, and further, it is the intent of said corporate authorities, hereby promulgated, that there shall be dignity and reasonable stability in relation and attitude towards all employees of said City� NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CANTON, ILLINOIS , AS FOLLOWS : Section.l. That this Ordinance may be ref erred to as the "Employment Ordinance" of the City of Canton, Illinois. Section 2. That the following words or phrases, as used herein, shall have the following meanings, to-wit : a. "Employer" shall mean the City of Canton, Illinois. b. "Employee" shall mean a person, other than appointed or elected official or department head, who does work for or renders services to the employer and who is paid therefor at weekly intervals. c. "Department head" shall mean either the Fire Chief� the Police Chief, the Superintendent of the City Water Works� the Superintendent of the Waste Water Treatment Plant ; the Superintendent of Streets and Alleys� or the Plumbing Inspector, as the context requires ; and shall also have reference to several or all of them when used in the plural , as the context requires. d. "Full Time Employee" shall mean and have ref�rence to an employee of the employer who regularly works a minimum of 40 hours per week in a particular work category established by the employer and which has subsisted as such a work category utilizing the services of an employee for a minimum of 40 hours per week for each week of the preceding fiscal year of the employer and wherein the need for continuous like services is anticipated in the f oreseeable future. e. "Temporary Employee" shall mean an employee whose -1- \ • . . � . � � � � , i � ' � � , f � services in any work category established by the employer are expected to be of short duration and wherein the need therefor is casual or intermittent . f. "Seniority" (or variations of this word) shall have reference to the continuous service of a full time employee within the Department of his employment unless otherwise specifically defined. g. "Regular Pay" (or, salary) shall mean the basic weekly salary plus all money additives thereto which shall be applicable to any full time employee as hereinafter provided ; or, if the context requires, it shall mean the basic weekly salary of a Department Head or the weekly pay provided for a particular appointive position. Section 3. FULL TIME EMPLOYEES. a. The following provisions are applicable to all full time employees : A basic weekly salary, based on 40 hours actually worked, shall be paid to each full time employee in the amount of �160.18 per week. The sum of �2.00 per week shall be added to the basic weekly salary of each such employee commencing with the first 40 hours worked by such an employee following completion of any applicable period of probation for service within the department. A further sum of $2.00 per week shall be added to said basic weekly salary commencing with the first 40 hours worked by such an employee following completion of four years service within the department. b. The following provisions shall be applicable to particularized full time employees and in addition to the provisions of the preceding paragraph. I. POLICE DEPARTMIIVT : 1. ADDTTIONS TO BASIC WEEKLY SALARY: To the basic weekly salary of the senior patrolman (other than the Sergeant in charge) on each shift shall be added and paid the further weekly sum of �2.00. To�•the basic weekly salary of each Police Sergeant shall be added and paid the further weekly sum of �17.06. 2. CLOTHIN� ALLOWANCE: Each Police Officer including the Police Chief and Traffic Control Officer, shall be allowed and paid a Clothing Allowance in the yearly sum of �200.00. Each full time Meter Maid shall be allowed and paid a clothing allowance in the yearly sum of $150.00. The sums he re in provided for clothing allowance shall be paid in advance at the commencement of the fiscal year of the City or as near thereto as practicable. II. FIRE DEPARTMENT : l. ADDITIONS TO BASIC WEEKLY SALARY: To the -2- �� ' . , .• ' ,. , ' , . . � . . basic weekly salary of the Fire Truck Drivers (who are to be the senior employees on a particular shift) shall be added and paid the further weekly sum of $3.00. To the basic weekly salary of each Assistant Fire Chief shall be added and paid the further weekly sum of �17.06. 2. CLOTHING ALLOWANCE: Each Fireman, including the Fire Chief, shall be allowed and paid a Clothing Allowance in the yearly sum of �155.00. The sums herein provided for clothing allowance shall be paid in advance at the commencement of the fiscal year of the City or as near thereto as practicable. III. ASSISTANT TO DEPARTMENT HEADS . Department heads excepting of the Fire and Police Departments and the Plumbing Inspector, may designate a full time employee as an Assistant . Such an Assistant, in addition to his basic weekly salary, shall be paid and receive an additional �2.00 per week, provided, however, in the event the Department Head is unavailable and off duty for a continuous period of five calendar da,ys, such Assistant, upon certification by the Department Head , shall thereafter and during the subsequent absence of the Department Head be paid the salary of the Department Head and in lieu of the salary and money benefits he otherwise would have been paid as hereinabove provided. Section 4. TE�IPORARY EMI'LOYEES. A temporary employee shall be paid and receive an hourly wage of not less than �2.50 per hour nor more than �4.00 per hour for each hour actually worked in any applicable week. The hourly rate to be paid such an employee shall be as from time to time determined by the applicable Department Head, Committee Chairman and the Mayor. Section 5. DEPARTMENT HEADS. The basic weekly salary of each Department Head� to be paid weekly, is the sum of �211.42. This City recognizes, however, that Department Heads may sometimes be required to perform services over continuous periods of time considerably in excess of 40 hours in any one week. Accordingly, and within reason, it shall be the policy of this City that unusual demands for service by Department Heads shall be recognized and that reasonable adjustments and concessions therefor shall from time to time be considered and made, provided, however, that any such adjustments shall be in the sole discretion of the corporate authorities of this City and , further, that nothing hereincontained shall be construed as an inducement , promi�se or obligation �unning from the employer to any Department Head. Section 6. APPOINTIVE POSITIONS . The following positions -3- • . � , � : . ' � , ' ' - �, . . , or offices shall be filled by appointment of the Mayor, with concurrence of the City Council, and the annual salary to be paid to the appointee for each such position or office (to be paid in 52 equal weekly , ,� installments) shall be as indicated : One Radio Operator, �7534.47 ; a� '��>+�''' w+ one Radio Operator, �7534.47 ; one Radio Operator, �7475.77 ; one part ,,.,,,- time Radio Operator, $1360.53 ; one Radio Operator-File Clerk, �7386.90, one Assistant File Clerk, �5884.28; one Care Taker (Police Department) $1497.69 ; one City Attorney (part time) , �7362.24 ; Deputy City Clerk not to exceed �3500.00 ; one Secretary to the Mayor, �6667.68; one Maintenance Supervisor, $10,517.21 ; one Buildings Custodian, $6345.66 ; one Meter Maid, �6345.66 ; one Meter Maid, �6345.66 ; one Traffic Control Officer, $8030.96 ; and, one Water Department Cashier, �7922.88. Section 7. VACATION PAY Each full time employee, official or officEr (including persons filling an appointive position) of the City of Canton, Illinois, who qualifies therefor as hereinafter provided, shall receive a vacation period, consisting of one or more weeks, as hereinafter provided, with 40 hours regular pay for each such week and as may be applicable to any such person� provided, however, that such person shall not perform his regular work or render his regular services for the City during any such vacation period or part thereof. The vacation period or periods, hereinafter set forth, shall accrue by way of entitlement only after continuous service to the employer for the entire lesser period in each instance named. Further, for the purpose of computing vacation entitlement, continuous service with the employer (as distinguished from service within a Department) shall be counted. The vacation period hereby provided for such service of not less than one, nor more than three calendar years, shall be two weeks ; for not less than three years, nor more than ten years, three weeks ; for not less than ten years, nor more than fifteen years, four weeks ; and, for any period in excess of fiteen years, five weeks. Vacation periods may not be accumulated and must be used during the fiscal year of the City during which the entitlement arises unless otherwise expressly provided by the corporate authorities at a regular meeting. Section 8. HOLIDAY PAY. Each full time employee, official or officer of the City of Canton, Illinois shall be paid and receive a '.'Holiday Pay" consisting of, each instance, eight hours regular pay applicable to each such per�on, for each of the following seven holidays, to-wit : New Years Day; Memorial Day; Fourth of July; Labor -4- • . . '• ' '� ' � � , , • .;i • - �, , , { . �• Day ; Veterans Day; Thanksgiving Day ; and� Christmas Day; provided� however, that such employee� official or officer be employed by the City both before and after the applicable holiday for which payment is herein provided. In the event any such employee, official or officer actually works an eight-hour period on any of the holidays herein named as a part of his regular work week, such person shall be paid and receive a yet additional pay therefor consisting, in each instance� of eight hours regular pay applicable to each such person. The calendar day on which each such holiday falls and for which payment is to be made as herein provided shall be as provided by law, or in the absence thereof, by custom. For the purpose of clarification, the intent of the foregoing is that each full time employee, official or off icer shall receive his regular pay for each named holiday if not worked, Triple, if worked. Section 9. NIGHT TIME BONUS. Each full time employee� official or officer of the City of Canton, Illinois, excepting of � members of the Fire Department, who works a regular eight-hour night shift as a part of his regular work week� shall receive and be paid an additional increase in his b asic weekly salary in the amount of one-fifth of two per centum thereof for such eight-hour night shift actually worked. For the purpose of this Section the term "night shift " shall mean any regular eight-hour period actually worked between the hours of three o 'clock in th e afternoon of any day and eight o 'clock in the morning of the day thereafter immediately succeeding. Section 10. SICK PAY. Each full time employee, official, officer (including persons who work in a full time appointive position), shall be entitled and shall be paid , during the f iscal year of the employer, a sick pay. The sick pay which sfiall be paid by the employer to the person thereto entitled shall consist of the average money entitlement which that individual earns in his average work week. In the event this sick pay is not paid to the individual during the current fiscal year, the same shall be paid at the commencement of the ensuing fiscal year of the employer or as near thereto a� practicable. Section 11. INSURANCE. The employer shall pay for and on behalf of its participating employees, including elected and appointed Officers, all applicable premiums under the group insurance pro�ram presently in f orce between the employer and the existing group insurer; in addition ther.eto, the employer shall pay f or and on behalf of such -5- . . ' - � ' ' ' ' ^ ` . , � . , ' ,� , participating employees who, may hereafter become retired and who is entitled to monthly benefits under a pension plan of the employer, commencing at his age of 62 years, all applicable premiums of his under said group insurance plan, provided, however, such an employee, if first hired after May 2, 1972, must have retired with a minimum of 15 years service with the City, and provided, further, however, the amount so paid for and on behalf of any such retired employee shall not exceed �25.00 per month. Section 12, The provisions hereof' shall be and become effective on the first Monday in May, 1973.
