(AN ORDINANCE CftEATING A CANTON YOUTH GUIDANCE COUNCIL IN THE CITY
OF CANTON, ILLINOIS.)
BE IT ORDAINED BY THE C ITY COUNCIL OF THE CITY OF CANTON,
ILLINO�S :
� SECTION l. That there shall be created the Canton Youth
Guidance Council consisting of ten board members who are residents
of the City of Canton, Fulton County, Illinois , and who over the
years have shown a special, vital and public spirited interest in
youth leadership and youth problems.
SECTION 2. That the overall purpose of said Council shall
be to encourage the continuing betterment of opportunities for the
wholesome development of the youth in the City of Canton.
SECTION 3. That the board members of said Council shall be
appointed by the Mayor, subject to approval by the City Council of
. the City of Canton, In making appointments to fill vacancies the
• Mayor shall first consider recommendations made by the Canton Youth
r �uidance Council. Initial appointments of Board Members shall be
made by the Mayor subject to approval of the Council and shall be
_made forthwith following the passage of this Ordinance. In the
month of March each hereafter succeeding the Board of the Canton
Youth Council shall mak� i.#s �ecommendation� for appointments to fill
any vacancies about to occur by reason of_ the expiration of terms ,
and all appointments so made shall become effective on the first
Tuesday in May next following such appointments . V:�nancies whic�
may ocCUr by reason of death or resignation may be filled by
appointment of the Mayor after recommendation by the Board of the
Canton Youth Guidance Council , but said recommendation to fill
such vacancies shall be made at least one month prior to said
appointment to fill such vacancies .
SECTION 4. The terms of the members of the Board of Canton
Youth Guidance Council shall be for three years except for the
terms of the initial appointees which shall be assigned so that
the terms of four members shall commence from the time of their
appointment and end on the f irst Tuesday of May, 1977 ; and, so
that the terms of three members shall commence from the time of
their appointment and end on the first Tuesday of May, 1976 ; and ,
so that the terms of three members shall commence from the time of
their appointment and end on the first Tuesday of May, 1975.
SECTION 5. That the Board of the Canton Youth Guidance
Council shall :
A. Assist in coordinating and intergrating governmental
and private plans and services affecting the welfare of children
and youth in the City of Canton.
B. Assist in conrdinating and intergrating all plans
and services for protecting children from exposure to harmful
influences and conditions conducive to delinquency.
C. Make or cause to be made shidies and surveys related
to juvenile behavior or in the interest of youth guidance.
D. Request and obtain such cooperation, assistance and
data from City departments and agencies as may be reasonably necessary
to carry out its work.
E. Recommend plans and methods for the improvement of
opportunities for the wholesome development of youth in the City of
Canton.
F. Create subcommittees , composed of inembers or non-

members of said Council , to aid and assist in the work of the
Council.
G. Create a special subcommittee consisting of persons
qualified by experience and training to provide guidance and counsel
to, children referred to it by the Iyolice ?�epartment , the family
court, the schools or any social agency.
SECT3:bN 6. That the l�tayor and Chief of Folice of ttie City
of Canton shall be Ex-officio members of the Board of the Canton
Youth Guidance Council.
SECTION 7. That in P�iarch of each year, the Canton Yout�i
Guidance Council shall prepare and submit to tYie l��ayor and City
Council of the City of Canton a summary report of its operations,
studies, meetings held and attendance of inembers during the preceding
fiscal year, along with a statement of projected plans for the
�' subsequent fiscal year. The Council shall keep a written record of
. its proceedings which shall be available for public inspection.

SECTION 8. All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
SECTION 9. This ordinance shall be in full force and
effect from and after its passage, and approval, as required by
law.
