(An Ordinance re�ulatin� the issuance of 1�uildin�; Permits)
WIIf��'�EAS, �;here has occurre� :�� the City of Canton, (l�erein�fter
referred to as the "City") , a n�ttir�l disaster in tk�e form of a tornado,
which has caused the c]estruction of certai� areas in the City; r�nd,
WIiEREAS, there have e�:isted i� the City c�eteriorated conditions
in aged, commerci.al, and residentia]_ structure� i�n certai� areas
o.� the City ; �nd,
t��iF��, the natur�al d5_s�stcr and the de�erioration �ave caused
serious erosion of the tax base oi' the City with tlze additioraal burden
of taxation ; anc�,
t�iE��.EAS, uncontrollea redevelo�ment in the City may adversely
atfect �uture developme�t and may exacerbate the erosion of the ta�
base ; that i� undesii^ablc c�evc:lo�ment of the por�;ions of tY�e vacr�nt
property presentl.y zonec� �3-1 anc� �-2, or vacant areas roned ��-1
thru ��,-4 or S requirit�� but not presently having City' ��ater a�nd
sewer servi.ce occurs, lor��-term development and �ooc� pla���:�n� of_ th�
City ' s develo�ment will b� �dversely effected ; and m�y result in adverse
consecguences to the lheal�;h anc? welfare of the citizens of the City ;
and,
t�3i�:REAS, it is in the �ul�lic ia�terest anc, is � public purpose to
develop a general p�a� .for the development of aa eas c�F the City �,�hich
consist of vacant pro�erty presently zoned I31 or 2, or vacant are<�s
�oned �Z-1 thru I?.-4 or I requi_rin� bu-t not �resently l��vin� pu��lic
eaater and sewer utility service ; �nc�,
WI-IE14.EAS, the City �s in the process of formulatin� an i�tegra�;ed
�lan for such development ancl a re�� zo�ir_� orclinance ; a zonin� committee
appointed by the I�layor �as been assi�ned �;he resg�ansibility of unr�er-
taking studies ; r_umerous chat��es m�y be made in the zonin�, ordi�aa�ce
�ertaining to the aforementionecl areas, and additional time is require�
�'or revie�v ��nd �doption of ckzan�es ; anc�,
'��il��'.1��EAS, immediate unpl�-�nned de�elopment �aill disru�t ��d �rustrate
the proposed amendments to the Zonin� Code ; ancl,
��3IEREAS , it is not tlle intention of tlbe City to prevent future
clevelopment, Uut tM;uide su.ch develo�ment i.ri a m�nner �enefici�l to the

cations .�or buildin� �ermits,

Property presently zoned Iil anc� �32 under the Zoning Ordinance of this
City, or involving vac�nt areas af property preser�tly zoned �tl through
R4 or I and whereby t�le �roposed usage thereof would renuire the
utilization of City water and sewer ser�ice not presently in place
and available, shall be reviewed by the City of C�r�ton for a period
of 180 days from the effective date of th�� Ordin�nce prior ta talcing
action and makin� �inal determination ��ith respect �:o sucl� applications.
