A regular meeting of the Canton City Council was held on July 15, 2014 (6:30pm) in the Council
Chambers, The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520. This is the
fourth meeting of the new trial period to hold meetings twice per month instead of the first
four Tuesday's of each month. This trial period will be during the months of June and July 2014,
but will be discussed during tonight's meeting about continuing this schedule.

OF MAINTENANCE COSTS.

BID RESULTS FOR SMALL ELEVATED WATER TOWER
A bid opening was held on July 10, 2014 at 2:OOpm at City Hall for the small elevated water
tower improvements project.- 150,000 gallon cone roof. One bid was received from Class
Protective Coatings, Menomonie, Wisconsin. The total bid was in the amount of$632,320.00.
The breakdown of costs is as follows:
Foundation Repairs: $11,100.00
Interior Repairs: $53,150.00
Exterior Painting: $568,070.00
Superintendent Greg Pollitt explained that the City anticipated getting more than just one
bidder and expected the cost to be lower. The recommendation would be to reject the bid and
rebid the project later in the fall.
Alderman Ellis said the City might want to consider completely replacing the tower at a cost
that would be about double the amount of the submitted bid for the repair work. Replacing
the tower would give the City a brand new tower that might serve the City better for a longer
period of time. This could be reviewed at a later date.

Treasurer Kathy Luker reported the total expenses presented on the bill list total $698,165.38.
This total includes property taxes paid by the City and permits paid for the WTP and the WWTP.

TREASURER'S REPORT
Treasurer Kathy Luker reported that the co-mingled cash has a current balance of$261,705.31.
The revenue in the general fund for the first two months of the fiscal year is down 4.2% due to
tax levy money not being received. The revenues for the water and sewer fund for the first two
months of the fiscal year are down 2.0%. The expenses in the water and sewer fund were
down 1.2%.
The City should be receiving 2.2 million dollars from property taxes for the general fund. The
City received notice that Cook Medical had a corrected extension sheet for 2012. The amount
was $120,618.60 less than what was anticipated for the TIF 1. The 2011 Cook Medical
corrected extension in the amount of$118,818.16. This brings the total down to $694,889.24.
The DECA loan recap reflected two are current, but one is two months behind. The current
DECA checking account balance is $37,023.41.

report.
Discussion:
Alderman Jim Nelson explained that the correction for the TIF 1 is not due to the fault of the
County. Cook Medical went to the property tax appeal board and had their value lowered
which created a reduction. 2013 taxes were already adjusted.

DISCUSS, CONSIDER AND VOTE ON CHANGING THE AUGUST 5, 2014 MEETING DATE FOR THE
NATIONAL NIGHT OUT EVENT.
The National Night Out Event will be held on August 5, 2014 from 4:OOpm to 7:OOpm which is a
safety oriented event. Chief Kent McDowell suggested changing the meeting date on this night
from 6:30pm to 7:OOpm.

Discussion:
Community Service Director Jason Strandberg explained that the City will work on the
possibility of creating an electronic format of the form and will implement the form in a few
weeks.

Whereas, the Nationa) Association of Town Watch (NATW) is sponsoring a unique, nationwide
crime, drug and violence prevention program on August 5, 2014 entitled "National Night Out";
and
Whereas, the "31st Annual National Night Out" provides a unique opportunity for Canton,
Illinois to join forces with thousands of other communities across the country in promoting
cooperative, police-community crime prevention efforts; and
Whereas, The City of Canton plays a vital role in assisting the Canton Police Department
through joint crime, drug and violence prevention efforts in Canton, Illinois, and is supporting
"National Night Out 2014" locally; and
Whereas, it is essential that all citizens of Canton, Illinois, be aware of the importance of crime
prevention programs and impact that their participation can have on reducing crime, drugs and
violence in Canton, Illinois; and
Whereas, police-community partnerships, neighborhood safety, awareness and cooperation
are important themes of the "National Night Out" program;
Now, Therefore, 1, Jeffrey A. Fritz, do hereby call upon all citizens of Canton, Illinois, to join the
Canton Police Department, Canton Fire Department, Canton Main Street, Canton Park District,
Fulton Co. Emergency Medical Association, University of Illinois Extension/ 4-H, and the
National Association of Town Watch in supporting "31st Annual National Night Out" on August
5, 2014.
Further, Let It Be Resolved that I, Mayor Jeffrey A. Fritz, do hereby proclaim Tuesday, August 5,
2014 as "Canton Night Out" in Canton, Illinois.
CITY TOTES AVAILABLE FOR PURCHASE
The City of Canton will be offering garbage containers (totes) for purchase by residential
households. This is not mandatory and is being offered as a service to our residential
customers. 35, 65 and 95 gallon garbage containers will be available for purchase. The garbage
containers come with a 10 year warranty on the cart body, lid, wheels, axle, stop bar and all
attachments. The City will be responsible for warranty related items with garbage containers
purchased through the City.
If you are interested in purchasing a garbage container, please complete the form below and
deliver or mail to Canton City Hall — Public Works Department. The City will be placing an order
for garbage containers in July and would ask that you return your order form by the end of luly
in order to secure your garbage container. Delivery of containers to your residence is
anticipated to occur in October or November.

CITY WIDE CLEAN UP WEEK- JULY 14, 2014-JULY 19. 2014
In lieu of gabby days Canton will hold a Clean Up Week between July 14-July 19, 2014. The
hours/location will be:
West Locust and Avenue F (City Garage)
7:30am to 3:OOpm Monday to Friday.
8:OOam to 6:OOpm Saturday.
Identification will be required to make sure you are a Canton resident. Electronics, tires, paint
and batteries will not be accepted.
JULY BRIGHT SPOT AWARD
The July bright spot award is being presented to Dick and Vickie Harris, who reside at 307 West
Spruce Street. Together, Dick and Vickie have planted a mix of perennials and reseeding
annuals to blend with a small pond, a fairy garden, brick edging and a variety of art objects
created by Dick.
