A regular meeting of the Canton City Council and a joint meeting with the clerical committee
was held on June 3, 2014 (6:30pm) in the Council Chambers, The Donald E. Edwards Way-50
North 4th Avenue, Canton, Illinois 61520. This is the first meeting of the new trial period to hold
meetings twice per month instead of the first four Tuesday's of each month. This trial period
will be during the months of June and July 2014.

SOLID WASTE COLLECTION ORDINANCE MODIFICATIONS
Keith Plavec explained that a meeting took place today at 5:45pm to discuss potential changes
that may occur regarding residential V.S multi-family garbage pickup and the number of totes
allowed for each property. The City is considering allowing a maximum of three totes per
property. The current ordinance allows a maximum of six containers (bags, containers etc). If
the City would decide to allow only three totes, residents would still be able to combine these
with bags for a total of six items. The City is still allowing time for additional discussion before
a final determination is made that would change the current ordinance.

2014 WWTP BID RESULTS AND AWARDS
The City held a bid opening on May 23, 2014 for the WWTP misc. improvements. Leander
Construction was the low bidder with a bid price of$ 2,162,900.00 for the water/wastewater
project. The City does not have the funding to award the project and financing options are
currently being reviewed. This will be placed on the Council agenda in two weeks for further
discussion. The bids are good for 90 days.

FINANCING OF WATER/WASTEWATER PROJECTS
Treasurer Kathy Luker explained that she sent information out last week to five financial
institutions for the financing of the water/wastewater projects. All rates are due back to the
City Treasurer by Noon on Friday, June 6, 2014.
Comptroller Caty Campbell explained that the City is looking at financing 2.1 million dollars for
the projects. This amount would be paid back at an estimated rate of 4.0% annually over a four
year period. The total interest charge would be $340,000.00. The Comptroller and City
Treasurer are currently working together to find ways of reducing the total interest paid.
The four year loan would be paid in full in October 2018.

GARBAGE HAULER PERMIT FOR JOHN LEMON
Linda Mazaradei who is a neighbor of John Lemon wanted to address the Council regarding her
concerns with lohn Lemon obtaining a garbage haulers permit. Linda said that John Lemon has
been operating a business out of his home even though he was denied a request to operate a
business out of his home four years ago. Linda said recently code enforcement went to his
house ordering him to clean up the property. Linda was informed that he was going to park his
truck someplace other than his home, but she said he actually has two trucks that he uses to
haul garbage. Linda said that he would put stoves, microwaves, freezers etc in the front lawn
all winter. The animal control was called to his house to get all of the cats out of the home.
Linda said he is basically running the business out of his home without a permit to do so.
Community Service Director Jason Strandberg explained that the City has recently been in court
with him regarding nuisance violations. The actual request coming to the Council is for a
garbage haulers permit. If the garbage is hauled to his home for a business the current zoning
code would not allow it. Several citizens have also filed complaints.
Mayor Fritz explained that the garbage hauler permit that he is requesting is separate from a
license to operate a business out of his house. If the garbage hauler permit is issued and he
violates the current ordinance, the City can revoke the license. The truck would not be allowed
to be parked at his home, but would need to be parked at the location at the Enterprise Zone
that is listed on his application.
The current code has language that states that any "individual" must obtain a license for a
garbage haulers permit. Attorney Rabel said that she thinks it could be possible that when the
ordinance was originally drafted consideration was taken that corporations would fall under
state guidelines with EPA requirements that would monitor the corporations. This current
ordinance would therefore be for the individual's seeking garbage haulers permits.
Linda said that it just doesn't seem fair that lohn Lemon would be able to bring garbage home
that he has hauled away from other properties and is able to put the garbage in his front yard
where the neighbors all have to look at it. John should have a place for his business.
Mayor Fritz informed Linda Mazaradei that the request is not for a business license, but instead
for a garbage haulers permit. The garbage haulers permit prohibits him from parking the
vehicle within the City limits. The vehicle would need to be parked at the Enterprise zone as
referenced on his application.
Motion and second were made by Aldermen Ellis/Pickel to issue the garbage haulers permit
under conditions. The conditions would include the parking of his vehicle at the Enterprise
Zone.
Attorney Rabel said that he is currently in court with a nuisance violation for his yard. It is a
requirement of the current ordinance for him not to park the vehicle within the City limits. The
code also states that each vehicle must be equipped to prevent the spillage of waste on the
street. Satisfactory proof must be provided to the City. The penalty for violation of the code is
between $25.00 and $500.00 for each offense. There could be additional fines under the
nuisance section of the code.
Alderman Putrich explained that John Lemon must be informed that the City will have a "zero
tolerance" level for any type of violation. If any section of the code is violated the Council will
revoke the license.
Deputy Chief Nichols asked Linda to contact the code enforcement officer (Drake Wilson) if she
notices the vehicle being parked at his house or has any other type of violation.

APPROVAL OF A SPECIAL EVENT REQUEST FOR CANTON MAIN STREET- KID'S FEST
An application was submitted from the Canton Main Street organization for the Kid's Fest and
Open Air market. This is the same request that has been made over the last few years. The
event will be held in Jones Park and the CEFCU lot on Saturday,July 12, 2014 from 10:OOam to
1:OOpm. The request includes road closure for the CEFCU lot at the south end of Jones Park and
2-3 parking spaces on Main on the west side of the park. A certificate of insurance is on file
listing the City of Canton as additional insured.

GENERAL ECONOMIC DEVELOPMENT POINTS
RETAIL/COMMERCIAL/INDUSTRIAL DEVELOPMENT
Prepared for and attended Recruitment of Business committee meeting.
Conference calls, in-person meeting and tour with University of Illinois' Department of Urban
and Regional Planning Students who are using Canton as a Pilot Community to assist in their
goal to develop a curriculum to work with other "Main Street" communities. Assisted in
sharing the survey they prepared.
Prepared for and attended two Enterprise Zone committee meetings.
Worked on Canton Crossing and attended Grand Opening Celebration.
Prepared for and attended Transportation Committee meeting.
Facilitated meetings for development prospect needing to meet with City and County
Representatives.
Continued working with a business interested in 61 East Side Square.
BUSINESS DEVELOPMENT, ATTRACTION AND SUPPORT
Lunch meeting and tour of Canton with Steve Tarter from the Peoria Journal Star to discuss
local economic development.
Meeting with Mosaic representatives to discuss their services in the Macomb area and their
desire to grow their services in the Canton area.
Prepared for, attended and facilitated meeting with representatives from Metropolitan Water
Reclamation District to discuss their new comprehensive land use policy.

General Marketing&Tourism
• After escorting free-lance writer Dave Tompkins on a tour of Canton in April, Senior
News, a magazine for readers 50+, published a comprehensive article on Canton as a
day-trip or weekend getaway for those in the Peoria and Bloomington area. The article
also included dates and information on the Art on Main Fine Arts Festival and Cruise In
events.
• Attended the Illinois River Road National Scenic Byway Board meeting on Thursday, May
22 at Wildlife Prairie State Park.
• Escorted Kaci Osbourne, Tourism Manager for the Peoria Area Convention &Visitors
Bureau Tourism, on a tour of Canton and the Canton area for a half day on Tuesday,
May 23.
• Worked with Sally McKee, Managing editor of the Peoria Journa/Star, to secure an
article on the Art on Main Fine Arts Festival, which will appear as a section cover in their
Sunday, June 1, edition.
• Appeared with Cheryl Bielema, co-chair of Art on Main, on WMBD's Living Well segment
on Wednesday, May 28 to promote the event in the Peoria/Bloomington markets.
• Designed and scheduled advertising for Art on Main, Cruise In, and Music in the Park in
the Peoria Journal5tar's summer travel section, Gatehouse Media's Summer Travel &
Adventure Guide, the Bloomington Pantagraph, and a full-page in the Pekin Daily Times.
Canton Main Street.
• Continued to update Art on Main website, adding information, photos and sponsors to
the pages on both Cantonlllinois.org and VisitCantonll.org.
• Attended Art on Main committee meetings on May 6, 13 and 27.
• Worked with Promotions Chair Carol Kohler to finalize locations for semi-permanent
signage for Farmers Market, and to approve final design of signage by Snowman's
Studio Gallery for the Farmers Market.
• Prepared and mailed final mailing to artists for Art on Main with setup instructions.
• Prepared Canton Main Street minutes and financial reports for April.
• Attended the Canton Main Street Board meeting on Tuesday, May 27 at First Christian
Church at 5:30 p.m.
• Continued to work with Canton Main Street President Cheryl Bielema and Organization
Chair Amanda Atchley to follow-up with past CMS members who have not renewed
their dues, including phone calls and a mailing.

There were 15,547 unique IP addresses, an increase over April of 626.

were 2,347 unique IP addresses, an increase of 321 over April.
• These increases in traffic on the sites are most likely the result of the article in Midwest
Living magazine and other publicity Canton has received recently.
Scenic Drive
• Updated data base and mailed registration information to potential vendors.
• Secured education specialists from Wildlife Prairie Park to bring animals to Jones Park
on Sundays.

CITY CLEAN UP WEEK
Mayor Fritz announced that the City will not be doing Gabby Day's like they have done in the
past; however during the week of July 14-July 19, 2014 the City will have dumpsters at the
street department (520 West Locust) from 7:30am-3:OOpm Monday-Thursday and from
8:OOam-6:OOpm on Friday and Saturday. People will need to bring identification to show proof
of residency.
The City will not be able to accept paint, electronics, light bulbs, batteries and tires. The Fulton
County Health Department will accept some of these items.

Alderman Jim Nelson stated that the City does not have TIF funds at this time to go toward this
business. This request is being presented to the Council now because of something that
happened three years ago.
Community Service Director Jason Strandberg explained that everyone previously told him they
supported the agreement and he would hate to see this turned down now.
The agreement includes a tax break going forward but Mr. Lucas didn't ask for anything
retroactive.
Alderman Jim Nelson said he also was supportive of the agreement until the City received
information about the taxes and the lack of TIF funding.

Discussion:
Alderman Putrich asked if this was approved or offered to all of the unions. Attorney Rabel
explained that public works was negotiated prior to the fire union and has not come back
asking. The police union is not yet negotiated.
Mayor Fritz said this can be re-opened to the other unions if the Council wants to do so. The
non-union personnel can be determined by the Council.
Attorney Rabel recommended that the same amendment be offered to the other unions and
have it negotiated into their contracts.
