POLICE REPORT

FOUNDATION GRANT FROM WAL-MART
Chief McDowell applied for a grant for the wellness program for family oriented programs from
Wal-Mart. The department received a $1500.00 grant to allow for events such as wiener
roasts, swimming parties etc.
FIRE REPORT
A copy of the fire report was distributed for review and is on file in the Clerk's office.

DISCUSS AMENDMENT TO ORDINANCE REGARDING FARM ANIMALS
Alderman Jim Nelson explained that there was previous discussion about allowing chickens
within the City limits of Canton. The previous motion was to allow chickens 150 feet from
another propertv line. The previous motion did not address the other farm animals currently in
the code. The code currently allows other farm animals 150 feet from another residence.
Attorney Rabel suggested having an ordinance that would be consistent with all farm animals.
It would need to be decided if the distance allowed would be from the property line or from the
residence.
Motion and second were made by Aldermen Jim Nelson/Lovell to send to Council.
The motion carried by voice vote and was unanimous.
Discussion:
Alderman Lovell suggested allowing all farm animals 150 feet from a residence and not from
the property line.
Alderman Putrich said he was contacted by a resident on the north end of Canton expressing
concerns about the barking dogs that are allowed within the City limits without any setback
requirements. The citizens made recommendations on atlowing the chickens within the City
limits so people could benefit from the fresh eggs and become self sufficient.
Alderman Putrich said he has only had two people from his ward that would like to see the
chickens within the City limits and all of the other comments he received have been against
allowing the chickens.
Attorney Rabel further explained that there is another section of the code under zoning that
would need to be addressed to be consistent with the police section of the code.
Motion was made by Alderman Lovell to have the requirements for chickens be consistent with
all other farm animals within the City limits.
Alderman Rabel again explained that the issue is to determine if the ordinance would restrict
the animals from the property line or from the residence. The code now states that they must
be 150 feet from a residence; however last meeting Alderman Pasley made a motion to allow
chickens 150 feet from the property line. The police and the zoning section of the code should
be consistent with whatever is decided.
Alderman lovell withdrew his motion
Attorney Rabel said that the code needs to be "cleaned up" in section 6-4-8F. The word zoning
should be changed to police regulations.
Alderman Jim Nelson said his original motion needs to be retracted with a new motion to bring
it into line with the police section of the code.
Motion withdrawn by Aldermen Jim Nelson/Lovell to resend the previous motion.
Motion and second were made by Aldermen Jim Nelson/Lovell to bring the language in line
with the various sections of the code and to be 150 feet from the residence and be specific to
the animals allowed.
Alderman Jim Nelson/Ellis were opposed to some of the language changes. The vote was 2-2
but will be sent on to Council.
CORRECTION TO RESOLUTION 3606 REGARDING THE GROUP HEALTH BENEFIT PLAN
This item will be moved to the June 3, 2014 meeting.
RENEWAL OF THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY AND THE
ECONOMIC DEVELOPMENT GROUP(STEVE KLINE) FOR THE TIF ADMINISTRATION.
Motion and second were made by Aldermen Jim Nelson/Ellis to send to Council the approval of
the two TIF agreements.
Discussion:
The adm�nistrative charge is $1500.00 for each agreement and includes the report that is due
90 within the close of the fiscal year for each TIF. Any other fee above and beyond would be
billed at the negotiated rate.
The motion carried.
DISCUSS AMENDMENT TO THE RESIDENCY REQUIREMENTS IN THE FIRE UNION CONTRACT
The proposed language would read as follows:
Within 90 days after the expiration of an employee's probationary period, an employee shall
either reside within the City limits of the City of Canton or reside no more than 25 minutes from
the Fire Station located at 101 East Spruce Street. The twenty-five minute radius shall be
determined by using three mapping services, including Google Maps �, Yahoo Maps, � and
Mapquest � As long as one of the three mapping services has the location within 25 minutes
the location will qualify under this section.
The current language reads:
Any employee shall become a resident of the City of Canton, or reside within a 10 mile radius of
the City limits within 90 days after the expiration of such employee's probationary period, if the
employee is to continue employment with the City.
Motion and second were made by Aldermen Jim Nelson/Lovell to send to Council.
Discussion:
Language will be added to name any successors in the mapping services. All current employees
will be grandfathered in based on the current language.
The motion carried by voice vote and was unanimous.
DISCUSS AMENDMENT TO THE INSURANCE PROVISION IN THE UNION CONTRACTS
REGARDING THE GROUP MEDICAL COVERAGE HIGH DEDUCTIBLE HEAITHCARE PLAN
The proposed language would read:
Effective June 1, 2014 the employee would have the option of entering into the high deductible
healthcare plan. The employee shall only pay the difference in cost between the high
deductible healthcare plan premium and the employers cost of the 80% of the PPO plan
premium. The difference between the total monthly premiums of the proposed PPO option
and the high deductible healthcare plan shall be given to the employee as taxable income or a
pre-taxed automatic payroll deduction to the employees healthcare savings account. The
employee shall always have the right to return to the PPO plan at open enrollment or qualifying
event.
Attorney Rabel explained that previously the City has offered a Health Savings Account to go
along with the High Deductible Healthcare Plan. The City would pay $75.00 per month for an
individual or $150.00 per month for employee+spouse or family coverage. This year the
insurance committee and Council approved a change to the plan that would discontinue the
deposit of the funds into the health savings account. The high deductible premiums would be
less for the employee making it more of an incentive for employees to change to the high
deductible healthcare plan. The employee will actually pay less than the 20% of the premium.
The City would be paying the same amount for both plans. A chart was prepared for employees
to clearly see the figures and the premiums with each plan.
Comptroller Caty Campbell explained that currently the City has approximately six employees
that are enrolled in the high deductible plan. The reason to make this change was to try to get
more people to change to the high deductible plan. The renewal this year for the high
deductible plan was lower than the renewal on the PPO plan.
Alderman Ellis explained that the proposed language is to clarify in the union contracts the
premium amounts. The current contracts state the employee wou�d pay 20% of the premium.
The actual amount that employees will be paying on the high deductible plan will be lower than
the 20%of the premium.

STREETS &GARBAGE
ALDERMAN DAVE PICKEL, CHAIRMAN
DISCUSS SOLID WASTE COLLECTION ORDINANCE CHANGES
City Engineer Keith Plavec sent out the information below to everyone for discussion. The City
was progressing toward having residence obtain totes. It was not made mandatory; however it
is optional for residence to have totes. Some items below are currently being reviewed since
the totes are now being offered and the City is starting to see more totes during garbage
pickup. Citizens will be receiving information about purchasing totes in their water bills. Totes
can be purchased either at the City or at Wal-Mart.
Section 7-3-2: Under definitions, a service unit is defined as "any single-family residence
or dwelling house within the city". The City currently picks up some (I have asked Caty if
she can determine a number) multi-family units within the City. At the same time, there
are many more multi-family units that are not being picked up. According to Bill and
Danny, some of the biggest offenders for extra trash and large items are the multi-
family units. The question at hand is should the City stick by the code/ordinance as
written and no longer take multi-family dwellings? Is this something that needs to go to
Council for discussion or simply enforce the code/ordinance?
Section 7-3-3: This section pertains to Garbage Containers but does not really discuss
what they look like other than allowing containers or bags approved by the streets and
traffic committee. All garbage must be deposited in a "watertight container with a tight
fitting cover". First, bags are not really watertight and do not have a cover. With
Council voting to not make totes mandatory, we are not going to go after bags.
However, if you drive around town, the percentage of garbage containers that have
tight fitting cover or even just a cover is sometimes far and few between. Again, does
the City want to enforce this ordinance and not pick up trash from residents that do not
have a lid on their garbage container? With the rains over the last few weeks, these
open garbage containers are heavy and the City is paying extra for wet garbage at the
landfill.
Section 7-3-4: This section pertains to the amount of weight held in a container and the
number of containers, cans or bags allowed per service unit. This ordinance was
originally written in 1979 and amended in 2002. At that time, I doubt people were
thinking that we would be talking about residents having containers that could hold 35,
65 or 95 gallons that could be dumped by a lifting arm on the back of a garbage truck.
While the City now has the means on two of its garbage trucks to pick up these totes, is
the City okay with a resident that wants to obtain six 65 or 95 gallon containers and
have them full of garbage each week for $12/month? The group talked about limiting
the number of 35, 65 or 95 gallon totes that would be picked up each week to one or
two. Residents with garbage cans would be reduced to four each week with still having
a 60 pound weight limit on each can since having to pick them up by hand. The number
of garbage bags would remain at six with again a weight limit of 60 pounds/each. No
combination of any of the totes, cans or bags would be allowed. City of Pekin lists out
the specifications for each of the tote sizes and notes that the totes can be purchased at
local stores if the containers meet City of Pekin specifications.
Section 7-3-6: This section pertains to time of collection and authority to make rules.
The section does not discuss an actual time of when garbage must be placed at the
curb. Proposed adding a statement requiring residents to place their garbage
containers by the curb no later than 7:00 am on the day of their garbage pick-up.
DISCUSSION:
Keith Plavec said there is no action to be made tonight, it's just simply to start the discussion
and get some comments.
Alderman Justin Nelson suggested having a timeframe that would only allow people to put
garbage out 24 hours prior to the pickup time. Alderman Pickel said he would like to see
language placed in the ordinance that would not allow garbage to be on the terrace without a
container.
DISCUSS PURCHASE OF TIPPERS FOR THE TWO EXISTING GARBAGE TRUCKS
Two quotes were received for purchase of two tippers for the City garbage trucks.
Motion and second were made by Aldermen Pickel/Jim Nelson to send to Council for
consideration.
DISCUSSION:
City Engineer Keith Plavec explained that the following quotes were received for the tippers.
Elliott $16,242.00
R-Now $9,810.00
The recommendation by Keith Plavec would be to purchase the two tippers for the garbage
trucks from RNOW Inc in the amount of$9,810.00 from the garbage depreciation account.
Amended Motion and second were made by Aldermen Pickel/Jim Nelson to approve the
purchase of two new tippers at a cost of$9,810.00 from RNOW INC.
The motion carried by voice vote and was unanimous.
SIDEWALK IMPROVEMENTS OUTSIDE OF THE TIF DISTRICT
Alderman Pickel suggested creating a list of sidewalks that need improvement. The focus
should be placed around the schools so sidewalks are at least on one side of the street.
Keith Plavec explained that he has already starting looking at the sidewalks and is trying to
figure out the best way to make improvements at the most cost efficient way. The focus is on
the schools, assisted living facilities and retirement homes. ADA requirements have been part
of the issue along with the IDOT requirements that make it mandatory to improve ramps if road
improvements are made at the area. The only type of surface improvement that currently does
not require ramps being repaired is oil and chip on the roadways.
DISCUSS CITY CLEAN UP WEEK
The City has set a tentative date of July 14-July 19, 2014 for a city clean up week instead of
doing the Gabby Days. The City will have two roll off dumpsters at the street department (520
West Locust) from 7:30am-3:OOpm Monday-Thursday and from 8:OOam-6:OOpm on Friday and
Saturday.
Canton residence can bring items that could not be set out for the garbage pickup. The City will
not accept paint, electronics, tires, batteries, light bulbs, etc. The Fulton County Health
Department will take some of these items. People will be required to bring identification to
show they are a Canton resident. The City is considering getting the containers from Quality
disposal. The City will have some overtime cost along with the container cost. City Engineer
Keith Plavec explained that even with the overtime cost and the container cost it will still be
less expensive than the gabby days. Gabby Day's would previously take the entire crew out of
service for the entire week, so this will eliminate the problem of having the city crew out of
service during the clean up.
REQUEST FOR GARBAGE HAULER PERMIT BY JOHN LEMON
John Lemon submitted an application for a garbage hauler permit. There were some concerns
regarding where his vehicle was parked and a citation that is still pending in court. Some
complaints also were made regarding John Lemon storing some of the garbage on his property.
John Lemon explained that the truck will now be parked at 3 Enterprise Lane.
Alderman Ellis said that he saw the pictures of the items sitting on Mr. Lemons property and did
not think it looked bad. It was simply items that Mr. Lemon wanted to keep.........."One man's
trash is another man's treasure"
Alderman Putrich said as long as he has everything filled out completely on the application and
meets the requirements of the application, the permit should be granted. The rules of the
permit must be followed to keep the permit active.
Alderman Ellis said that the other garbage haulers does not have a permit. Attorney Rabel
explained that the current ordinance only addresses an "individual" being required to obtain a
permit. The other companies would be regulated by the state and would not need to have a
city permit. This ordinance only applies to local individuals that want to haul garbage.

proper application and send to Council for consideration.

LAKE, BUILDINGS& GROUNDS
ALDERMAN JOHN LOVELL, CHAIRMAN
PURCHASE OF ELECTRICITY FROM DACOTT ENERGY (HOMEFIELD ENERGY) FOR THE CITY OF
CANTON BUILDINGS AND GROUNDS FROM 1UNE 2014-DECEMBER 2014.
Treasurer Kathy Luker explained that bids were received for the City of Canton buildings and
grounds from Dacott Energy. May 9, 2014 bids were received in the amount of .04904 cents
per kilowatt with Homefield Energy. This is the same company that the City utilizes for
residential energy. The Integrys rate was .04841 which is a marginal difference. The contract
was signed on May 9, 2014.
No action is required and this is just informational.

DISCUSS CHANGES TO THE BURN ORDINANCE
Several citizens contacted the City regarding a change in the current burn ordinance. The
current ordinance allows burning on Monday, Wednesday, Friday and Saturday. The request is
to allow burning six days a week. The only non burn day under the proposal would be on
Sunday's.
DISCUSSION:
Alderman Justin Nelson would like to include Sunday's as a burn day. Many people are off work
on the weekends and need to have both days to burn.
Alderman Jim Nelson said he is not a fan of burning and would rather not see any burn days.
The weekend is often times for people to entertain outside and burning trash would be a
nuisance for those wanting to enjoy the outdoors.
Alderman Pickel suggested having a leaf pickup program extended to the first few weeks during
the Spring to pickup any remaining leaves left over from the winter.
Alderman Putrich suggested leaving the ordinance as it currently stands that would allow
burning on Monday, Wednesday, Friday and Saturday.

This is the final pay request and Superintendent Joe Carruthers is pleased with the project.

Keith Plavec explained that this project and the next should be combined into one project. The
total for the two would be $66,430.02.

item from the TIF 1 funds in the amount of$12,576.06.

DISCUSS BID RESULTS FOR WWTP MISCELLANEOUS IMPROVEMENT PROJECT
The following bids were received at the bid opening held on May 23, 2014 at City Hall.
Leander Construction Bid Amount $2,162,900.00
River City Construction Bid Amount $2,283,000.00
Kemper Construction Inc Bid Amount $2,287,000.00
Laverdiere Construction Bid Amount $2,359,000.00
Vanguard Contractors Inc Bid Amount $2,447,200.U0
The low bidder was from Leander Construction in the amount of $2,162.900.00. No action is
required at this time, but is just for information only. This project cannot be approved until the
funds are available. The City has the option of getting a loan to pay for the project. The finance
department will be reaching out to various lenders to look into rates. The bids will be good for
90 days.
Additional information will be brought forward with suggestions on financing the projects.

ADJOURNMENT
