COMMITTEE REPORTS: FINANCE-ALDERMAN JUSTIN NELSON, CHAIRMAN RELOCATION OF IH WHISTIE FROM CITY HALL TO COOK MEDICAL AND APPROVAL OF APPROPRIATE REPAIRS. Mayor Fritz explained that an agreement (99 year lease) was prepared between Cook Medical and the City of Canton regarding the relocation of the IH whistle from City Hall to Cook Medical. The agreement was provided to Attorney Rabel today for review. Motion and second were made by Aldermen Justin Nelson/Putrich to begin the process of moving the whistle from City Hall to Cook Medical. Former Mayor Kevin Meade explained that repairs will be made on the whistle prior to moving the whistle. Repairs to the whistle will also be made by Cook once the whistle is relocated if repairs are needed. The agreement that was provided to the city attorney for review is a 99 year lease agreement. A verbal agreement will be accepted tonight; however the City will come back with a resolution to approve the agreement once the Attorney has approved it. APPROVAL OF WATER AND SEWER RATES City Engineer Keith Plavec explained that the City held two work sessions regarding the water and sewer rates. The committee agreed last week to send the recommendation to Council for approval. The proposed ordinance will raise the flat fee increase and a .10 cent per 100 cubic feet of usage on the current bill and then each year moving forward for both the water and the sewer. The cost increase is for operation and maintenance. Alderman Jim Nelson said he has received several phone calls from senior citizens that expressed concerns about the increase. Option two would have taken us to what we needed immediately; however there are a number of people on a fixed income in this town and increases would be difficult for many people to fit in their budget. Motion and second were made by Aldermen Jim Nelson/Pickel to reduce each fund from $3.50 down to $2.50 in option three. Discussion: Alderman Pickel agrees that people on a fixed income can't afford a large increase and would be more comfortable with the proposed numbers that Alderman Jim Nelson just proposed. Alderman Ellis expressed concerns about the City needing to get money set aside for the upcoming repairs and improvements at the water treatment plant. He explained that he understands that people are living on fixed incomes, but the City needs to be concerned about having the appropriate funds to handle upcoming expenses. Keith Plavec suggested adding an additional year and extending the rates from 2017 to the year 2018. Amended Motion and second were made by Aldermen Jim Nelson/Pickel to extend the rate from 2017 to the year 2018. Discussion: Alderman lustin Nelson said that he thinks it might be a better idea to go with option two now rather than adding increases each year. It would be better to just get the funds that we need now and be able to move forward. The City needs to just do it and get caught up. Alderman Putrich said the City just raised the rates on the garbage and likes the option of easing into the increase with the water and the sewer. Alderman Justin Nelson again expressed the importance of getting caught up and being done. Mayor Fritz suggested easing into the increase the first two years and then doing the full increase in the third year. Attorney Rabel explained that you could add language to the ordinance making it mandatory to review the rates yearly. ' It was decided to vote on the proposed motion of: To reduce each fund from the $3.50 down to $2.50 in option three and add the year 2018 for the proposed rates in the ordinance to end. LEGAL&ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN APPROVAL OF A BEER GARDEN LICENSE FOR SOUTHERN BAR AND GRILL Mayor Fritz explained that the liquor commission met yesterday to review the request submitted by Southern Bar and Grill for a beer garden license. The commission made the recommendation to approve the beer garden license contingent upon the final determination made by the Illinois State Liquor Commission. Motion and second were made by Aldermen West/Justin Nelson to approve the request for a beer garden license. Discussion: Alderman Ellis asked if the beer garden is now just a one level deck and meets the code requirements by the City. John Kunski inspected the structure and approved the area. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH, CHAIRMAN NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JEREMY PASLEY, CHAIRMAN COMMUNICATIONS FROM MAYOR FRITZ: RESIGNATION OF ALDERMAN JEREMY PASLEY Mayor Fritz read a letter of resignation from Alderman Jeremy Pasley effective May 30, 2014. Mayor Fritz announced that there will be a vacant alderman seat in ward 4 that can be filled until May 5, 2015. If anyone is interested to fill the vacancy they can contact the Mayor's office. REMINDER ON TALL WEEDS AND GRASS Mayor Fritz said the City is still receiving complaints about tall weeds and grass. The grass cannot be longer than 8 inches. Grass clippings cannot be put into the City streets. Mayor Fritz asked that everyone comply with the current ordinance. OLD BUSINESS NEW BUSINESS A RESOLUTION APPROVING A LINE OF CREDIT AGREEMENT WITH IPAVA STATE BANK (LENDER)AND THE CITY OF CANTON (BORROWER) #4062 This will be a short term line of credit with Ipava State Bank due to the property taxes being received late. Alderman Putrich will abstain from the vote as he has an interest in the bank. Motion and second were made by Aldermen Justin Nelson/Elllis to approve the resolution and place it on file.
