Steve explained that several small communities surrounding Canton have burn barrels that are utilized as an effort to reduce the amount of waste that goes to the landfill. Steve Cape suggested contacting the EPA about the possibility of incinerating waste in Canton. A metal detector could be used in the process where all metal could be sold and the City could receive revenue from the proceeds. The City has recently been discussing raising garbage rates with some of the calculations covering the cost of landfill fees and hauling waste to the landfill. The City needs to look at ways to reduce costs, stop raising fees and better help the Citizens in Canton that live on fixed or low incomes. COMMITTEE REPORTS: FINANCE-ALDERMAN JUSTIN NELSON, CHAIRMAN LEGAL&ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN Discuss, Consider and vote on amendment to the ordinance regarding chickens with the City limits. Attorney Nancy Rabel explained that the City currently has two conflicting ordinances regarding chickens within the City limits in our code. One section of the code allows chickens if there is more than 150 feet from a residence. The other section of the code does not allow poultry at all within the City limits. The City needs to change the code dependent upon the Council's decision. Kevin Wright was a resident in Canton that contacted Alderman Pickel with an interest of having chickens in his yard. Kevin would meet the 150 feet requirement, but the City currently has another section of the code that states that poultry is not allowed at all within the City limits. Alderman Ellis said that he would be against allowing chickens within the City limits. Alderman Jim Nelson expressed concerns if chickens were allowed within the City limits with increased coyotes, stray dogs, cats and raccoons. Motion and second were made by Aldermen Jim Nelson/West to keep the section in the code that prohibits poultry within the City limits and eliminate the section in the code that allows chickens if they are more than 150 feet from a residence. Discussion: Alderman Pasley said he supports the idea of people having the opportunity to raise their own food. Alderman Ellis explained that the concern that he has is not only regarding the smell, but also about the possibility of carrying diseases. Alderman Justin Nelson said he is torn and can see both sides of the issue. Unfortunately some properties in Canton are neglected and those are the homes that would just add to the issues. Alderman Putrich said he doesn't want barking dog complaints to increase and he believes that allowing chickens within the City limits would open a can of worms that we wouldn't want to get into. Alderman Pickel said if the ordinance is eliminated that says no farm animals and then create an ordinance that allows chickens within 150 feet from another residence only a very small amount of people would meet that requirement within the City limits. Crystal Wilkinson addressed the Council regarding her interest in allowing chickens within the City limits. Crystal explained that she lives in an area of Canton that is more than 150 feet from another residence. Being able to have chickens offers a positive health value. Other large cities in our country allow chickens within their community and research shows that they do not have the issues that seem to be the concerns of the Council. Crystal said that she believes most people would be responsible with raising chickens. Many people are trying to become self- sufficient with the falling economy. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH, CHAIRMAN NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JEREMY PASLEY, CHAIRMAN COMMUNICATIONS FROM MAYOR FRITZ: • Reminder of burn days (Monday, Wednesday, Friday and Saturday) 9:OOam to dusk. Fire Chief Tom Shubert reminded everyone that it must be 20 feet from any structure and there needs to be a water source near. . This past Saturday The Canton Area Citizens for Environmental Issues began their cleanup efforts at Canton Lake. Mayor Fritz extended a special thank you to all that participated in the event. • Former Canton Mayor Harlan Crouch passed away last Saturday in his home in Sioux City lowa. Harlan served as Mayor in Canton from 1977 to 1981. OLD BUSINESS An ordinance adopting the budget for all corporate purposes of the City of Canton, Fulton County, Illinois, in lieu of an appropriation ordinance for the fiscal year beginning May 1, 2014 and ending April 30, 2015. (2"d Reading) Motion made by Aldermen Ellis/Jim Nelson to approve the ordinance and place on file. Discussion: Alderman Pickel explained that the City took % of the video poker revenue out of the sidewalk fund and put this into the general fund. Motion and second were made by Aldermen Pickel/Jim Nelson to amend the motion and put the $30,000.00 back to the sidewalk fund from the general fund. Discussion: Alderman Putrich asked some questions regarding the beginning reserves and projected reserves. Comptroller Caty Campbell and Treasurer Kathy Luker explained the projected amounts. Alderman Pickel expressed some concerns regarding raising the garbage and water rates, but giving pay increases to the department heads. It's a well deserved raise, but the timing is very bad. Alderman Pickel said he will vote no for this reason. Alderman Pasley said he would like to see the Spoon River Partnership for Economic Development become more self-sufficient and not be dependent on funds from the City. Treasurer Kathy Luker explained that the budget reflects a 2.75% increase for department heads, but a couple of people are in the budget without raises. The Mayor has the authority to issue the raises that he sees fit during his appointments made in May. Mayor Fritz explained that he plans to give the raises as presented in the budget. Alderman Ellis said that most of the residence do not realize the services that Maurer and Stutz provides to the City but he would like to extend a special thank you for the professionalism and the level of services provided by Keith Plavec and Maurer and Stutz. The City would have to pay much more to any other firm for the services that the City receives from Maurer and Stutz. Discussion: Alderman Putrich asked what the section for alarm fees in the amount of$150.00 is for. Chief McDowell explained that this is for businesses that have their alarms connected directly with the police department. Businesses have a $25.00 annual fee for alarms. The police and fire department respond directly to alarms. AN ORDINANCE AMENDING TITLE 7, CHAPTER 3,SECTION 3 OF THE CANTON MUNICIPAL CODE RELATING TO GARBAGE DISPOSAL SYSTEM. Alderman Pickel said originally he was in favor of the totes, but the majority of the people he talked to are not interested in the totes. Motion and second were made by Aldermen Pickel/Putrich to send this back to the committee for further discussion. Discussion: Aldermen Putrich and Aldermen Jim Nelson explained that they would not support the idea of having the totes and being mandatory within the City after speaking to people within the community. Alderman Pasley suggested just voting tonight on this ordinance and not taking it back to the committee. Motion and second were made by Aldermen Pickel/Putrich to withdraw the previous motion and second back to Council for the second reading. AN ORDINANCE RENUMBERING TITLE 8 CHAPTER 18 AND AMENDING THE GARBAGE SERVICE CHARGE (15T READING) Alderman Putrich explained that he would agree with the rate increase to $12.00 per month for garbage, but the City needs to have a better definition on the $1.50 per container. The clarification needs to be made if this would apply to cans or just individual bags. A can or tote would be able to hold several bags. Just for clarification purpose the limit of six items would pertain to either bags placed individually or the actual number of cans/totes placed for pickup. The cans/totes could have several bags inside, but they would still need to be under the sixty pound requirement for each container. Motion was made by Aldermen Justin Nelson/Pickel to amend the ordinance and take out the $1.50 charge for the stickers and keep everything else the same Mayor Fritz clarified that the ordinance keeps'a $10.00 bulk/large item fee and a garbage rate of$12.00. Attorney Rabel explained that the garbage disposal section is under health and sanitation, while the fees are under public ways. The proposed ordinance will merge these two sections into just one so everything will be in just one place. Currently the code reads that you can have six containers-whether it is six cans, bags, totes if it is sixty pounds or less. Currently if a resident has over six garbage bags on their terrace,the garbage department will pick-up the six bags but they would leave any bag above the allowable amount and issue a citation. The resident would then be responsible to get the garbage removed. Alderman Pickel suggested having the garbage department track the residence that have over the six allowable bags/cans and have the finance department bill these people on their water bill. Comptroller Caty Campbell explained that it would be very difficult to bill in this manner. Currently if the resident does not remove the garbage after notification, the City will remove it and charge the resident a fee. Alderman Justin Nelson said that all of these issues could be resolved by deciding to go to the tote system. Discussion: Aldermen Ellis explained that the insurance committee met last Thursday with Rick Semonis to discuss the proposed rates. The increase in the group medical plan with BCBS was 6.7%. With the new affordable care act and the fact that the City has a grandfathered plan the City would not want to make changes in the plan this year. The City could consider looking at the County for a group rate at next renewal.
