Others in the Audience: Jerry Jarnagin,Jay Smith, Scott Lucas News Media- Daily Ledger FINANCE ALDERMAN JUSTIN NELSON, CHAIRMAN BILL LIST Treasurer Kathy Luker explained that this month's bill list reflects the total bills to be in the amount of$466,355.72. TREASURER'S REPORT Page one of the Treasurer's report reflects the co-mingled cash balance. The balance is $115,060.72. Page 2 is the schedule of investments. The garbage depreciation account has a balance of $339,836.75; however part of this will be used for the purchase of the two new garbage trucks. One CD will be due on March 10th, 2014 which will be transferred to the cash account. There is some restricted money with the TIF account. The restricted amount for TIF 1 is $1,294,310.80. The debt certificate balance is $138,217.91 Page 3 reflects that the general fund revenues are exactly on mark with the amended budget. The expenses are up 2.4%. The YTD loss in the general fund is $140,513.00. The water and sewer fund revenues are down 7.1%YTD. The expenses are up 1.2%. Page 4 reflects the property taxes at 98%for the general fund, 99.0%for TIF 1 and 96.0%for TIF II received to date from the 100% due. Page 5 reflects the TIF 1 and TIF II accounts. The entire fiscal year is reflected along with all of the activity. All of the expenditures in the TIF 1 and TIF II accounts are reviewed and approved by the Council. The transfer on TIF I due to the general fund is $262,757.87. Due to the general fund from TIF II is$455,000.00. Due from TIF II to TIF I is $296,268.88. Page 6 reflects the bond breakdown. The balance in the checking account is $145,821.48. Page 7 has the cash balance for the DECA in the amount of $31,072.27. The amount owed to the City of Canton from the borrowers is $54,908.01. Motion and second were made by Aldermen Justin Nelson/Pasley to send the bill list and treasurer's report to the consent agenda for Council consideration. The motion carried by voice vote and was unanimous. JARNAGIN TIF RE-DEVELOPMENT AGREEMENT The Jarnagin TIF redevelopment agreement was sent to the City from Steve Kline (Economic Development Group). Attorney Rabel and Jerry Jarnagin have reviewed the agreement. The recommendation is to send the agreement to Council for consideration. Motion and second were made by Aldermen Justin Nelson/West to send the agreement to Council for consideration. The motion carried by voice vote and was unanimous. SUBWAY TIF APPLICATION Scott Lucas is the owner of the Subway in Canton. Scott previously talked to Economic Development Director Mark Rothert about a TIF project during his construction process. Scott told Mark at that time that he would be interested in TIF funding. Mark Rothert explained to Scott that the only request that the City had was to have the front of the Subway building brick since it was a gateway to the community. Scott made the entire building out of brick during his construction. After Scott completed the building he talked to Mark Rothert and was then told that he should have had a drawing of the building and had it signed before the construction started. Scott said he was not told that at the beginning of the process. Mark Rothert contacted Mayor Meade at the time and was informed that the Mayor would not move forward with any TIF funding. It was at that time that Scott did not pursue any further because he didn't know who else he could contact. Community Service Director Jason Strandberg contacted Steve Kline recently at the economic development group and was told that a re-development agreement could be done at any time with this request. Scott explained that he wants to know if he would be able to receive any real estate tax rebate incentives. Alderman Jeremy Pasley said the new subway is a beautiful building. The City should take consideration on Subway's request. The current taxes are $17,100.00 for the new Subway location. Alderman Pickel suggested sending the information to Steve Kline for review and to bring an agreement back to Council for consideration. The Council can make a determination on what percentage would be allowed as a rebate from the real estate taxes. Scott explained that he is not asking for the agreement to be retro-active, but would like to be able to receive the incentive moving forward. Scott would like to receive between 25-40%tax rebate. Motion and second were made by Aldermen West/Justin Nelson to recommend a 25% incentive and have Steve Kline review for his recommendations. The motion carried by voice vote and was unanimous. PURCHASE OF COMPUTERS FOR THE POLICE DEPARTMENT Chief McDowell explained that the department has forfeiture funds that could be used for the purchase of new computers. It was suggested by Alderman Ellis to request all 8 computers for the police department since the funds are available in the forfeiture funds. The quote received from Tim Buk Tech was $855.00 per computer. Motion and second were made by Aldermen Justin Nelson/Putrich to approve the purchase of 8 new computers for the police department and send to Council for consideration. The motion carried by voice vote and was unanimous. The finance committee adjourned at 6:58pm. LEGAL&ORDINANCE ALDERMAN CRAIG WEST, CHAIRMAN The legal and Ordinance committee adjourned at 6:58pm. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH, CHAIRMAN The following report was distributed for review: UPDATE FROM MISSY TOWERY SRPED EXECUTIVE DIRECTOR GENERAL ECONOMIC DEVELOPMENT POINTS RETAIL/COMMERCIAL/INDUSTRIAL DEVELOPMENT • Prepared, attended and lead the meeting with Illinois Secretary of Transportation Ann Schneider to discuss local transportation priorities. I followed up with representatives from Canton Park District and Hitchcock Scrap Yard regarding the information received about each project. • Worked with Nelson Engineering on a potential development near County Highway 6. At their request provided Enterprise Zone incentive information and followed up with the company for final decisions. • Attended a joint meeting with City and County representatives to discuss joint participation in a new application for the Enterprise Zone. From an Economic Development stand point we are advocating on behalf of a new application. BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT • Lunch meeting with COOK's new policy attorney, CFC Properties President and CPT Plant Manager. We discussed the Medical Device Tax and provided them with local updates and priorities. • Recorded Canton Ingersoll Airport Public Service Announcements • Conference calls and e-mail conversations with Bill Hawes from Twin-Shores • Facilitated and attended a meeting between Steve Kline and two local property owners to discuss their proposed projects and possible TIF incentives. • Contact with a Pekin retailer to discuss their interest in an East Chestnut property, as well as, their interest in 61 East Side Square. • Contact with North Main property owner to discuss interest he has received from a chain restaurant. • Provided comments for article in the Canton Daily Ledger about Label Shopper. • Received update from HyVee real estate rep on their expansion plans. TOURISM REPORT • See Dana Smith's attached report—Midwest Living Magazine OTHER � Met with Dennis Crawford and Cheryl Bielema to discuss the Canton Main Street presidency transition. • Attended DCEO Resources session in Peoria. • Lunch with Mayor Fritz, Rick Klinedinst, Mayor Inman(Macomb) and Kim Pierce (Economic Developer for Macomb)to discuss how we can work together. General Marketing&Tourism • Responded to request from Tara Okerstrom•Bauer, Midwestern Living magazine Media Editor, for photography for article on Canton to be featured in their May-June 2014 issue,just ahead of the Art on Main Fine Arts Festival. Scheduled requested photography to meet March 7 deadline. • Attended meeting of the Peoria Area Convention Visitors Bureau on February 27 in Peoria to discuss plans for National Tourism Week, May 5-10. Networked with other tourism professionals regarding tourism attractions, events and ideas to draw visitors to their communities. • Contacted Muriel Freeman at MidAmerica National Bank for update on Destination Canton's first bus tour proposal to bring at least 32 visitors to Canton, scheduled during the Art on Main Fine Arts Festival on June 7-8. There have been no sign-ups as yet, and additional bus companies may be sent the proposal. • Attended three meetings of the website subcommittee of Fulton County Economic Development and Tourism Committee on February 14, February 20, and February 26 at Dickson Mounds Museum and the Lewistown courthouse to work on additions to the Fulton County website. Completed assigned content for Live Here, Work Here and Visit Here sections, including writing introductory paragraphs, researching resources, and contact information. Also organized content for Economic Development, including information for site selectors who may be considering Fulton County as a location for development. Provided local photography for use in portions of the site. The site will have a soft launch on March 3, and be viable for the March 18 primary election reporting. • Met with Jon Johnson of the Canton Park District to determine placement of four bike racks received through a grant obtained by the Illinois River Road National Scenic Byway. Byway communities will receive the racks at no cost other than transporting them from the manufacturer near Springfield and installation. Two will be placed this spring at Lakeland Park, a designated Byway site, and two in Big Creek Park. • Updated and printed marketing piece for use by Partnership to send to prospective site selectors and business to encourage interest in relocating or expanding to the Canton area. Canton Main Street. • Updated Art on Main Database, adding new artist application information prior to the selection committee choosing artists to be invited to the second annual event. • Compiled selection materials for the selection committee to use in making their choices of which artists to invite to exhibit in June. • Prepared and printed initial artist packets and mailed to invited artists, including registration sheets and marketing materials. • Updated Farmer's Market database in preparation for spring organizational meeting. • Scheduled, prepared the agenda and facilitated meeting on Farmer's Market with Jeff Bash, from Spoon River College, and Carol Kohler, Canton Main Street's Promotions Chair on February 24. • Provided information through an interview with Alyse Thompson of the Canton Daily Ledger for an article she is preparing on Farmer's Markets. • Prepared Canton Main Street minutes and financials for January and January YTD. • Attended the Canton Main Street Board meeting on February 25, at the First Christian Church. Webeite • In February, www.cantonillinois.or�had 23,332 page views, with 11,737 unique IP addresses. In February, the www.visitcantonil.or�had 2,757 page views, with 1,328 unique IP addresses 61 EAST SIDE SQUARE One person recently expressed an interest in 61 East Side Square but there is not a formal offer at this time. SPECIAL EVENT AND ROAD CLOSURE- FRAGILE X A request was submitted for the Fragile X walk/5K to be held on April 5, 2014 at Ingersoll Middle School. The road closure will consist of the same route that was used last year. A certificate of liability insurance will be submitted. Motion and second were made by Aldermen Putrich/Justin Nelson to send the request for the special event to Council for consideration pending receipt of the certificate of insurance. The motion carried by voice vote and was unanimous. The Community and Industrial Committee adjourned at 7:OOpm. NEGOTIATIONS, GRIEVANCE & PERSONNEL ALDERMAN JEREMY PASLEY, CHA/RMAN FIRE CONTRACT Community Service Director Jason Strandberg explained that the City negotiated with the fire union and came to an agreement on their contract with only three meetings. The City has a tentative agreement with the fire union. The Fire Union met last week and the union ratified the contract. The following changes are reflected in the new contract effective May 1, 2014- April 30, 2017. � Section 10.7 was added pertaining to a voluntary separation agreement. If a new firefighter is hired and then leaves within the probationary period they will have to reimburse the City for any expenses during that time. • Health and Wellness Program-- 25.1 reflect that the City of Canton and Fire Fighters Local 1897 agree to maintain the terms of the current fire service to join labor management Wellness/Fitness Initiative. 25.2 reflects that both parties acknowledge that a drug and alcohol testing policy was adopted by resolution and continues in effect for the term of the contract. It is further understood that a medications notification policy will be implemented within the Canton Fire Department. • Promotional testing---- The promotional examination score for promotions within the fire department shall be determined as follows: Component %of Total Score/Max. Points Seniority 16%/16 Points Ascertained Merit 24%/20 Points Subjective Evaluation (Oral Interview) 15%/ 14 Points Written Examination 45%/50 Points • Shift Staffing--- The City currently assigns a non-mandatory level of 5 commissioned officers per shift. Commissioned officers are provided no more than 1 slot on each shift to cover vacations, and other contractually scheduled time off. No commissioned officers may be substituted for a commissioned officer who is off duty due to contractually scheduled time off without express written agreement of the union. The City shall maintain a level of 4 commissioned officers on duty at all times. In the event that the City can demonstrate a Bona-fide financial hardship, the City shall have the right to demand to bargain with the union over modifying the minimum officers on duty requirement. • This is a three year contract. • The salary increases for the three year period would be as follows: • Year 1 would be 2.0% • Year 2 would be 2.25% • Year 3 would be 2.75% The clothing allowance under the new contract would be $650.00 for all commissioned officers. The payment shall be made on the first paydate in May. Firefighter Jay Smith explained that he has worked on negations with the City for 18 years. Jay said that he was very pleased with working with the administration and settling the contract in just a few meetings this year. Motion and second were made by Aldermen Jeremy Pasley/Putrich to send to Council for consideration. The motion carried by voice vote and was unanimous. The Negotiations, Grievance and Personnel Committee adjourned at 7:06pm.
