Council Chambers, The Donald E. Edwards Way-50 North 4th Avenue, Canton, Illinois 61520.

Motion and second were made by Aldermen West/Jim Nelson to accept the minutes, bills and
treasurer's report and place them on record.
The motion carried by voice vote and was unanimous.

DISCUSSION ON A REDEVELOPMENT AGREEMENT WITH JERRY JARNIGAN FOR PROPERTY ON

This will be sent back to committee for further discussion. Steve Kline will prepare a draft
agreement for review at the next meeting.
APPLICATION FOR PAYMENT NO 1 FOR WWTP STORM BAR SCREEN MODIFICATIONS FROM
KEMPER CONSTRUCTION INC IN THE AMOUNT OF $3600.00

amount of$3600.00 from Kemper Construction Inc. from the bond funds.

PURCHASE OF FALCON RECYCLER IN THE AMOUNT OF$32.139.00
Public Works Director Bill Terry called Falcon to get a quote for an asphait hot box. The quote
that he received was $7,000.00 less if it is purchased by the end of this month. The contract
runs out February 28, 2014 and would need to be purchased by that date. The state purchase
price is $32,000.00. The City has money available in the capital fund for the 2013-2014 budgets
that has not yet been used.
This piece of equipment can recycle millings removed from the MFT projects and chunks of
blacktop removed from the streets. These pieces are placed into the machine and then
recycled to turn it into hot mix. The hot mix is a better option than the cold patch. The cold
patch is very expensive ($100.00/ton) and is a short term fix. The City usually budgets 120 ton
per year- and that often is not enough. The City could reduce the cost for the cold patch, and
have a better product by using the hot patch that will last longer.

the Falcon Recycler in the amount of$32,139.00.

APPROVAL OF CLASS H LIQUOR LICENSE FOR WAL-GREENS
It was the recommendation of the liquor commission to send the request for the Class H liquor
license from Wal-Greens to Council for approval. All of the appropriate paperwork was
submitted and the background was successfully completed.
Motion and second were made by Aldermen West/Justin Nelson to approve the class H liquor
license for Wal-Greens.

COMMUNICATIONS FROM MAYOR FRITZ:
CANTON MAIN STREET PRESENTATION
Cheryl Bielema-President of Canton Main Street distributed a presentation for review and
discussion. The mission of Canton Main Street is committed to the revitalization and
preservation of Canton's historic downtown by promoting a positive community image,
fostering downtown business growth and development, and encouraging ongoing efforts to
improve the heart of our community. The Board of Director's are:

The four points of the Main Street approach is working together to build a sustainable and
complete community revitalization effort.

Canton Main Street has a large list of accomplishments including:
Entertain and Promote Youth Involvement, Community Involvement, Strong Partnership with
Cross Volunteering, Collaborating with the City and with the supporting organizations, PCED
Certification, Coffee at Crawfords, Improving the Safety and Physical Environment in Jones Park,
Canton Main Street raised funds to "Light the Night" (Christmas lights to decorate every tree in
Jones Park. CMC hosted the Munchkin Masquerade,the Farmer's Market and developed the
open air markets which morphed into an annual Kids Fest. CMS spends many hours decorating
Jones Park for each and every event sponsored by Canton Main Street.
The organization committee events include Art on Main Fine Arts Festival that brings between
1500-2000 people in attendance and brought 21 artists to the community. CMS sponsored the
Glacial Golf Tournament and Fundraiser which had over 240 participants and approximately
500 attendees.
The Design Committee designed historic downtown street lights, downtown clean- up days,
painted the Jones Park Gazebo, and developed the historic self guided tour.
The Economic Restructuring Accomplishments include creating a color-coded map of
downtown to be used in retail recruitment packets. CMS recognized each business in the
downtown area that invested in their fa�ade or expanded their business with a Canton Main
Street plaque of appreciation. CMS assisted with the Landmarks Illinois Designation for former
Lewis Pharmacy building.
The future of Canton Main Street focuses on:
More streetscaping
Continue to assist businesses
Continue to increase membership
Increase the volunteer vase
Increase fundraising venues
Work with the City of Canton to maintain and improve a business friendly climate for new and
existing business.
Work proactively with key partners
Develop a revolving fund that can be used for a multitude of projects
Continue to develop diversified Main Street events

AN ORDINANCE AMENDING CHAPTER 8 (INTOXICATING LIQUORS) OF THE CANTON
MUNICIPAL CODE. (2ND READING)#3054
Motion and second were made by Aldermen Pickel/West to approve the ordinance and place it
on record.
Further discussion took place about the age requirement for individuals working in the stores to
be able to sell alcohol. Alderman Justin Nelson expressed some concerns about the stores not
being able to hire anyone under the age of 21 during the hours of liquor sales. Attorney Rabel
explained that the language is not being changed from what was previously in the City code, it
is just being added back into the code. You must be 18 years of age to sell alcohol if someone
on the premises is 21 years of age to approve the transaction.

DISTRICT SPECIAL TAX ALLOCATION FUND AND AUTHORIZING PAYMENT OF THAT SURPLUS
REVENUE TO THE FULTON COUNTY TREASURER FOR DISTRIBUTION TO AFFECTED TAXING
DISTRICTS ON A PRO RATA BA515. (15T READING)
