Edwards Way 50 North 4th Avenue Canton IL 61520 Aldermen in attendance: Tad Putrich, Dave Pickel, Justin Nelson, Gerald Ellis, John Lovell, Jeremy Pasley Aldermen Absent: Alderman Jim Nelson, Craig West Staff in attendance: City Treasurer Kathy Luker, Administrative Assistant Deanna Williams, Attorney Nancy Rabel, Mayor Jeffrey Fritz, Fire Chief Tom Shubert, Police Chief Kent McDowell, Community Service Director Jason Strandberg, Spoon River Partnership Missy Towery, Joe Ginger Video Services. Others in the Audience: George Hall News Media- Daily Ledger FINANCE ALDERMAN JUSTIN NELSON, CHAIRMAN BILL LIST Treasurer Kathy Luker explained that two bills from the Navistar Arbitration costs are being paid from the TIF 1 fund. A bill for approximately $8,000.00 is also included in this month's bill list for an electrical motor for the water plant. TREASURER'S REPORT Page one of the treasurer's report reflects the cash flow for the co-mingled general fund account. The City has been currently using the video gaming fund for sidewalk repairs which has a current balance of slightly over $6,500.00. The overall co-mingled cash balance is $205,377.86. Page two reflects the investments for the City of Canton. Page three reflects the budget comparison report. The general government expenses were a little high for the month due to the USDA loan in the amount of$20,100.00 which is now paid in full. The police budget is slightly high for the month due to a payout that occurred during the month of December. The fire budget is also high for the month due to overtime. The building and grounds is high for the month due to a payment to Otis Elevator. Overall the general fund is 6.8%over budget for the year. The last page reflects the DECA revolving loan and fund balances. The balance in the checking account is $28,114.34. Motion and second were made by Aldermen Justin Nelson/Putrich to send the bill list and treasurer's report to Council for consideration. The motion carried by voice vote and was unanimous. DISCUSS FEES ASSESSED DUE TO THE ACA ON GROUP MEDICAL PLANS The City of Canton received information from Blue Cross Blue Shield explaining that as of January 1, 2014 due to the affordable care act there is fee of 3.25% assessed to the group's medical plan. This increase is reflected in the monthly premium that the City pays and what the employees pay. A letter will be placed in the employees payroll checks explaining the increase in premiums. K-9 PURCHASE Police Chief Kent McDowell explained that the City received some life insurance money for the previous K-9 (Halo) in the amount of $6,000.00. The $6,000.00 was placed back into the K-9 fund and $700.00 in the veterinarian fees. There are funds in the forfeiture funds that could be added to the funds in the K-9 fund in purchasing a new K-9. This will be placed on the next mechanical committee meeting for further discussion. LEGAL&ORDINANCE ALDERMAN CRA/G WEST, CHAIRMAN DISCU55. CONSIDER AND VOTE ON AMENDING SECTION 2 OF THE ELECTED OFFICIALS SALARIES REGARDING PARTICIPATION IN THE SPOUSAL OPT OUT PROVISIONS OF THE GROUP MEDICAL PLANS The City currently has a policy where employees that are eligible for the group medical plan can opt out their spouses from the insurance plan and receive a quarterly incentive in the amount of$450.00. The current ordinance prohibits full time elected officials from participating in the spousal opt out plan. An opinion was obtained from Ancel and Glink (the law firm that represents municipalities in Illinois) The opinion from Attorney Rob Bush was that if this plan is offered to full time employees it should also be offered to full time elected officials. This is considered a part of the insurance plan and not and increase or decrease in compensation. There are currently approximately 10 employees that take advantage of the spousal opt out. If the employee opts the spouse out of the insurance plan it will save the City money by not having to pay the premium for the spouse. The savings is approximately$14,000.00 annually to the City. The City pays $1800.00 per year as an incentive which in turns saves the City $14,000.00 annually per employee. Alderman Pasley explained that this should be extended to elected officials to be level across the board. Treasurer Kathy Luker reported that employee coverage is $8700.00 per year. Employee + Spouse coverage is $17,500.00. The difference between the two is approximately $9,000.00. The difference between employee only coverage and family coverage is approximately $16,000.00—which is a large difference and the opt out could potentially save the City money. Motion and second were made by Aldermen Pasley/Putrich to extend the spousal opt out provision to full time elected officials and send to Council for approval. The motion carried by voice vote and was unanimous. COMMUNITY& INDUSTRIAL DEVELOPMENT ALDERMAN TAD PUTRICH, CHAIRMAN UPDATE FROM MISSY TOWERY SRPED EXECUTIVE DIRECTOR GENERAL ECONOMIC DEVELOPMENT POINTS RETAIL/COMMERCIAL/INDUSTRIAL DEVELOPMENT • Closely collaborating with local property owner on possible retail tenants • Provided a letter of support to above property owner to submit to realty firm • Worked with City and County administration on the Enterprise Zone extension • Meeting scheduled with Illinois Secretary of Transportation and Joe Crowe of Illinois Department of Transportation regarding Route 24 expansion • Submitted press release to Canton Daily Ledger, the Fulton Democrat and posted on 336 website regarding the Tri-State Development summit BUSINESS DEVELOPMENT,ATTRACTION AND SUPPORT • SRPED Board discussion concerning code issues. • Met with Recruitment of Business committee chair to work on strategic plan assignments • Attended and participated in Recruitment of Business committee meeting � Attended USDA Funding Information Meeting • Advocacy for local business owner over renovation concerns • Met with person wanting to purchase a local business TOURISM REPORT OTHER � Prepared for and attended Canton Main Street board meeting • Assisted with Canton Main Street presentation • Attended Main Street site visit in Jacksonville • Completed a six month review of SRPED FY 14 goals • Worked on and submitted Hotel/Motel budget request General Marketing&Touriem • Coordinated first meeting of Destination Canton! committee on December 3 at Canton Harvester Inn, setting goal of bringing first bus tour to Canton during the Art on Main Fine Arts Festival on June 7-8. The group will meet again on January 7. • Attended a meeting of the Fulton County Economic Development and Tourism Committee on Friday, December 6 at Dickson Mounds to discuss the Fulton County website. • Obtained quotes for cost of printing shopping and dining guides and self guided downtown walking tours for distribution to downtown businesses and hotels. • Updated Spoon River Partnership for Economic Development portion of the website, including creating several new sections and expanding others. • Responded to a request for comment from free-lance writer Terry Bibo on potential activities and attraction in Fulton County and Canton to beat the "winter blahs" following the holidays. Canton Mai.n Street. • Attended a second Glacial Golf committee meeting on Wednesday, December 17 to assist with planning the 2014 event. • Developed Glacial Golf news release for distribution to media and posted Glacial Golf flyer to Canton Community Facebook page. • Designed and placed advertising for the Old Fashioned Christmas Walk in the Fulton Democrat, the DailyLedger, the Independent Shopper, and on the Canton Community Facebook page. • Served as a guest on the morning show on Wednesday, December 4, to promote the Old Fashioned Christmas Walk. • Assisted with picking up raffle tickets from over 40 businesses for a 32" flat screen TV to be drawn the night of the Old Fashioned Christmas Walk. • Assisted Promotions Chair Carol Kohler and the Promotions Committee to coordinate the Old Fashioned Christmas Walk, including selling raffle tickets in the gazebo, directing judging of the window decorating contest, synchronizing performances by the Canton High School Dance Team, carriage rides and the 40/8 trolley from the American Legion. Despite the extreme cold, several hundred participated in the event. • Attended Canton Main Street coffee on December 11 at Crawford's Home Furnishings. • Attended Canton Main Street Board meetings on December 3 and December 17. • Attended a planning meeting for Art on Main Fine Arts Festival on Tuesday, December 17. • Updated both www.cantonillinois.or and visitcantonil.org with registration forms for Art on Main Fine Arts Festival. ADJOURNMENT Motion was made by Alderman Pasley/Justin Nelson to adjourn into executive session for pending litigation and land acquisition 51LCS 120/2 (c ) 485 The motion carried.
