HomeMy WebLinkAboutOrdinance #3021 - amending chapter 16 (city administrator) of title 1 (administration) ORDINANCE NO 3021 ORDINANCE AMENDING CHAPTER 16 (CITY ADMINISTRATOR) OF TITLE 1 (ADMINISTRATION) OF THE CANTON MUNICIPAL CODE WHEREAS, Ordinance No. 1986 was adopted by the City of Canton on August 4, 2009, creating a position of "City Administrator", and; WHEREAS, Section 1-16-3 provides for the "powers and duties" of the City Administrator, including, among others: (GJ Wherein the City Administrator is to "cavse the preparation of the City's Annual Budget and Monthly Budget Reports", and; WHEREAS, the City wishes to eliminate this duty from the job duties and powers of the City Administrator and place them in a newly created appointed position of the "Budget Director". NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CANTON, Fulton Covnty, Illinois, as follows: l. That Chapter I6 (City AdministratorJ of Title 1(AdministrationJ of the Canton Municipal Code shall be amended insofar as Section 1-16-3 is concerned as follows: 1-16-3: Powers and Duties: The City Administrator shall be responsible to the Mayor for the proper administration of all affairs of the City. In discharging this responsibility the City Administrator shall, as directed by the Mayor. A. Supervise and coordinate the administrative functions of all departments, offices, and agencies of fihe City. The Administrator will not supervise the City Clerk, City Attorney or City Treasurer, except in those areas as defined in state and local statute. B. Recommend appointments, and when necessary for the good of the City, recommend suspension or removal of any City Employee. C. Attend all City Council and Committee Meetings and parficipate, as required in all discussions. D. Provide for the enforcement of such laws and Ordinances within the City subject to the authority and direction of the Police Chief. E. Assist the Mayor as the Chief Administrative Officer of the City and perform such duties as may be directed by the Mayor. F. Coordinate activities between the deparfments to ensure efficient utilization of resources and maximize interdeparfmental coordination. G. Make such reporfs to the Mayor and City Council as may be required from time to time concerning the operations of the City Departments and Offices. H. Propose and recommend to the Mayor such personnel rules and regulations as may be useful for management of policies, handbooks, manuals and Collective Bargaining Agreements. I. Prepare such administrative reports and other reporfs of the activities of the City as may be required at the conclusion of the fiscal year and periodically throughout the year. J. Research and collect information and prepare applications for all grants and loans from governmental or private entities for city programs, operations and services. K. Parficipate to the extent requested in the Collective Bargaining processes of the City and recommend to the Mayor Collective Bargaining Agreements for consideration and possible final approval by the City Covncil. L. Oversee the operations of the City Administration deparfment providing assistance when needed. M. Investigate and respond to resident inquiries and complaints related to the operations of the City. N. To participate in the development and implementation of economic development programs for the City, including business retention, expansion and recruitment. Serve as a liaison to Canton Main Street, Spoon River Partnership for Economic Development, Chamber of Commerce and all allied organizations. 2. That the remaining provisions of Chapter 16 are hereby incorporated herein by reference and reaffirmed and adopted by this Ordinance including but not limited to Section 1-16-1, 1-16-2, 1- 16-4, 1-16-5, 1-16-6, and 1-16-7. 3. That the City Clerk is directed to forward to the codifiers of our Municipal Ordinance the said Ordinance Amendment for inserfion in its proper place in each copy of this Code within thirty (30J days from the date of its final passage.
