PUBLIC SAFETY & TRAFFIC

POLICE REPORT
Chief Taylor explained that the day shift patrol followed up on a burglary at the Ingersoli Middle
School. Approximately 22 computers were stolen from the school. The department recovered
$35,000.00 of the property stolen and made three arrests.

consideration.
The motion carried by voice vote and was unanimous.
FIRE REPORT
Chief Frank reported that he spoke with the people doing the apparatus repairs on the fire
truck. The total cost for the repairs for truck #1 is $2,895.79.
The total overtime for the fire department is listed below:
May $10,507.00
June $13,908.00
July $8,803.00 to date
As of the last payroll the department has used 30% of the overtime with 22% of the year
completed.
Chief Frank explained that his contract with the City ends on August 5, 2013. Chief Frank
extended his thanks to both the previous Council and the current Council for working with him.
Chief Frank said he thinks things have been very successful. He again thanked everyone for his
past two years with the City.

TIM BUK TECH SERVICE AGREEMENT
The agreement was reviewed last week.

ST. MARY'S SPECIAL EVENT REQUEST
Motion and second were made by Aldermen Jim Nelson/Lovell to send to Council for
consideration.

REQUEST FOR A CLA55 A LIQUOR LICENSE FROM CANTON SOUTHERN BAR AND GRILLE
LOCATED AT 725 WEST LOCUST STREET.
The paperwork for the Class A liquor license was submitted and reviewed by the liquor
commission. A background check was completed on the original owner Theodore Arndt. The
establishment is a corporation so it does not require that the owner live inside the City limits.
Chris Williams was at the meeting and explained that he would be associated with the business
and looks forward to working in the business.

DISCUSSION OF THE TRAINING FACILITY AT THE EAST SIDE SEWAGE TREATMENT PLANT
Joe Carruthers explained that he is concerned with the proposed location of the training facility.
The proposed position of the building is in a location within the wastewater treatment grounds
that could cause problems. The overflow of the WWTP and the location of the building are
directly next to each other.
There are not any EPA issues; however you must remember that the WWTP is not setup for
recreational use. Consideration needs to be taken regarding expansions of the WWTP in the
future and problems that could arise due to the location of the proposed building. Keith Plavec
explained that he worked with different departments on the location of the building. The plans
for the building were put on hold a few weeks ago until a final determination was made on the
location of the building. lason Strandberg stated that he wanted to make sure that the Council
was aware of some of the concerns about the location of the building.
Alderman Jim Nelson suggested doing some additional research to find the best location for the
training facility.

further discussion.

STREETS & GARBAGE
ALDERMAN DAVE PICKEL
DISCUSSION OF TREES AND BUSHES BLOCKING STOP SIGNS ON CITY STREETS
Discussion took place regarding some trees/shrubs that have become overgrown around the
area of 7th Avenue and Ash Street. The trees/shrubs are starting to block the stop sign and
obstruct the view of traffic. Other streets in the City have become an issue with overgrown
trees.
Keith Plavec suggested giving a list to the public works department so they can trim some of
these trees. Citizens can contact Nancy Mackey in the public works department at 309-647-
5022 to report overgrown trees.
The Streets and Garbage Committee adjourned at 6:49pm.
LAKE, BUILDINGS & GROUNDS
ALDERMAN JOHN LOVELL, CHAIRMAN
CAMPGROUND PLAYGROUND AND PAVILLION BID
Keith Plavec explained that different companies were contacted to give quotes on the
playground and pavilion at Canton Lake. The City obtained quotes for a smaller system as well
as a larger system for cost comparison. A shelter cost was also included in the bids. The new
playground would be in the same area as the existing playground. The smaller play systems has
a cost of $15,000.00. The metal shelter cost is estimated at $9,100.00. The installation cost is
$13,970.00. The total cost for material and installation is $36,419.00. This does not include
the footings ($2300.00 additional) or the concrete pad ($7.000.00 additional). This would bring
the combined cost to $46,000.00 but does not include electrical costs.
The lake fund has a current balance of $106,000.00
Alderman Pasley explained that the City previously received a settlement of over $70,000.00
that was recommended to use at the lake. This amount is not included in the lake fund balance
of $106,000.00.
Alderman Justin Nelson stated that he would like to see the money used for the access to the
lake.
The funds used for the playground is collected from the lake fees (camping, boating etc.)
Further discussion took place regarding just doing a new pavilion at this time and doing the
playground area at a later time. The estimated cost for the shelter is $9,165.00.
Motion and second were made by Aldermen Lovell/Ellis to approve the purchase and
installation of the shelter from Game Time in the amount of $9,165.00. The cost for the
installation is estimated at $5,195.00. The concrete footings and slab would be by someone
local.
The motion carried by voice vote and was unanimous.
Upcoming discussion will take place regarding cleaning up the beach area at the Canton Lake.
This should be more attractive to families so it can be better utilized.
JAMMIN FOR JUDE SPECIAL EVENT REQUEST FOR SEPTEMBER 7. 2013
Matt Rumler and Claude Youngren spoke to the committee on behalf of the Jammin for Jude
Organization. ----This will be the third year for the event to be held in Canton. $30,000.00 was
donated to St. Jude the first two years the event took place. The main event will be at Official
Time Out were food and music will be going on all day. A motorcycle fun run will take place
and will end up at Official Time Out. Jones Park will host various activities and music events. A
5K run starts at 8:OOam with the same route as last year. A 1 mile walking route will be
incorporated into the event. Signs will be posted along the streets for the runners. The
insurance policy will be submitted to the City prior to the event.

subject to receipt of the certificate of insurance.

NICK ORWIG PROPERTY (NE CORNER OF ASH AND MAIN STREETI TIF REQUEST FOR BUILDING
AND PARKING LOT IMPROVEMENTS
Nick Orwig contacted the City after doing fa~ade improvements to see if he would qualify to
receive TIF funds for parking lot improvements. Alderman Pasley said he has some concerns
about having more people coming forward wanting improvements to parking lots instead of
directly to buildings. It was very clear that the owner did not want a loan, but rather be
reimbursed for $4,500.00 for the fa~ade improvements. He would then use this
reimbursement for the improvements to improve the parking lot. The TIF application will be
submitted for review.
BID RESULTS FOR FIRE STATION WALL COLUMN REPAIRS
Bids were received for the fire station wall column repairs. The low bidder was Professional
Contracting Services with a bid of $4,725.00.

MENOLD CONSTRUCTION AND RESTORATION ESTIMATE FOR WORK AT 723 S MAIN
The City acquired a house last year at 723 South Main in Canton. A quote was obtained for
work on the property; however the City would like to check with a local contractor to do the
work. Keith Plavec would suggest allowing up to $1,500.00 for the work on the property.
This will be brought back to the next finance meeting.
DISCUSS SEEKING BIDS FOR DEMOLITION OF SIESTA MOTEL AT 920 WEST LOCUST
The City is working with the owner on the demolition of the Siesta Motel. It is the
recommendation to table this until the next committee meeting.

PUBLIC WORKS, WATER & SEWER
ALDERMAN GERALD ELLIS, CHAIRMAN
OTTO BAUM COMPANY APPLICATION FOR PAYMENT NO 1 IN THE AMOUNT OF S69.066.00
FOR TRUE VALUE GARDEN CENTER IMPROVEMENTS
Motion and second were made by Aldermen Elis/Jim Nelson to send to Council for
consideration.

BID RESULTS FOR WTP SHINGLE ROOM IMPROVEMENTS
One bid was received from Holthaus Construction in the amount of $23,460.00 and will be paid
from the bond funds.
Motion and second were made by Aldermen Ellis/Pickel to send to Council for consideration.
The motion carried by voice vote and was unanimous.
CONTRACTOR BONDING DISCUSSION
Discussion took place regarding the bonds required for City bids. All public work projects of
$5,000.00 or more require bonds by state statute. When bids are obtained for City projects
bonds must be included in the bidding process.
CEMETERY PERSONNEL DISCUSSION
Community Service Director Jason Strandberg reported that the City has been reviewing the
employment at Greenwood Cemetery. The Cemetery has a board that oversees their
personnel. Currently a full time sexton and a part time grounds keeper are employed at
Greenwood Cemetery. The previous administration wanted to bring one of the employees into
the union. The letter from the union stated that the sexton would be brought into the union.
Jason explained that he thought they really wanted to bring in the part time grounds keeper.
Jason has been working with the Mayor, the union and the cemetery board. Jason stated that
the employment of the cemetery be brought under public works. If the position is brought into
the union, the position would have the duties of cemetery/laborer/truck driver. It is
recommended to have the sexton be appointed by the Mayor instead of being appointed by
the cemetery board. Jason will be attending the next cemetery board meeting on August 13,
2013 to further discuss this proposal.
Further discussion took place about the amount of work that the part time cemetery employee
does throughout the 12 months of the year and if the City should add additional staffing to the
public works department. Jason Strandberg explained that with his proposed plan of bringing
the cemetery into the City it will be a cost savings to the City. In the future if the City needs to
add additional staffing they could do so, but he would like to see the employee brought into the
City without adding an additional person.
CANTON WTP LOW SLOPE ROOF REPAIR BIDS
Two bids were received for the project at the WTP for the roof repairs. The low bid received
from Holthaus Companies was for the amount of $15,360.00.
